REGULAR SESSION - CALL TO ORDER Mayor Bourbeau called the meeting to order at 6:00 p.m. B. PLEDGE OF ALLEGIANCE Council Member Funk led the Pledge of Allegiance. C. ROLL CALL Present: Mayor Bourbeau, Mayor Pro Tem Dariz, Council Member Funk, Council Member Newsom, Council Member Peek Absent: None Staff Present: Assistant City Manager/City Clerk Lara Henderson, City Attorney Dave Fleishman, City Treasurer/ Director of Administrative Services Jeri Rangel, Deputy Public Works Director Ryan Hayes, Community Development Director Phil Dunsmore, Fire Chief Casey Bryson, Police Chief Dan Suttles, Deputy City Manager - IT Luke Knight, Community Services and Promotions Director Terrie Banish, Deputy City Clerk Alyssa Slater D. CONSENT CALENDAR 1. City Council Draft Minutes - June 9, 2026, Regular Meeting Recommendation: Council approve the June 9, 2026, City Council regular meeting minutes. [City Clerk] Atascadero City Council June 23, 2026 Page 2 of 4 2. City Council Draft Minutes - June, 2026, Special Meeting, Closed Session Recommendation: Council approve the June 9, 2026, City Council special closed session meeting minutes. [City Clerk] 3. May 2026 Accounts Payable and Payroll Fiscal Impact: Total expenditures for all funds is $5,435,500.20 Recommendation: Council approve certified City accounts payable, payroll and payroll vendor checks for May 2026. [Administrative Services] 4. March 2026 Investment Report Fiscal Impact: None Recommendation: Council receive and file the City Treasurer's report for quarter ending March 31, 2026. [Administrative Services] 5. 2026-2027 Appropriations Limit (Gann) Fiscal Impact: None Recommendation: Council adopt a Draft Resolution establishing the annual spending limit for fiscal year 2026-2027. [Administrative Services] 6. 5655 Capistrano/Stadium Park Open Space Purchase Fiscal Impact: The fiscal impact for the property acquisition is $375,000 plus approximately $10,000 in additional related fees (phase one environmental and title fees) of City Open Space Acquisition Fees Funds. Recommendation: Council: 1. Authorize the City Manager to execute a sales agreement with Sean Knoph for the purchase of a vacant property at the entry area for Stadium Park (APN 029-105-014) in the amount of $375,000 for the preservation and improvement of a parking area and trail access to Stadium Park Open Space. 2. Authorize the Administrative Services Director to appropriate $385,000 in Open Space Acquisition Fees Funds for the purchase of the property including any escrow/transaction fees. UPDATES FROM THE CITY MANAGER Assistant City Manager Henderson gave an update on projects and events within the City. F. COMMUNITY FORUM The following persons spoke: Geoff Auslen, Cindy Castle, Jill Aguilar, Judy Hemmingway, Denise Nielson, Jill Aguilar read a letter on behalf of James and Susan Taylor. G. MANAGEMENT REPORTS 1. Sidewalk Vending Regulation Fiscal Impact: The fiscal impact for drafting the final ordinance is expected to be within the current budget for legal services. Administrative costs for regulating the sidewalk vending program should be limited by the number of permits obtained, and enforcement costs will depend on any non- permitted sidewalk vendors. Recommendation: Council provide direction on options presented for regulation of sidewalk vending within the City. [City Attorney] City Attorney Fleishman gave the presentation and answered questions from the City Council. Mayor Bourbeau opened the Public Comment period. The following persons spoke on this item: Geoff Auslen Mayor Bourbeau closed the Public Comment period. Council provided direction and agreed to defer the topic for discussion at a later, undecided date. H. COUNCIL ANNOUNCEMENTS AND COMMITTEE REPORTS The following Council Members gave brief update reports on their committees since their last Council meeting: Mayor Bourbeau 1.
