RESOLUTION NO. 2026-051
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ATASCADERO, CALIFORNIA, ADOPTING THE 2026 EMERGENCY
OPERATIONS PLAN AS THE CITY’S OFFICIAL ALL-HAZARDS
EMERGENCY MANAGEMENT PLAN
WHEREAS, the City of Atascadero recognizes that natural and human-caused hazards pose
serious risk to life, property, infrastructure, and the environment; and
WHEREAS, the City maintains an Emergency Operations Plan (EOP) pursuant to Chapter 4
of the Atascadero Municipal Code, establishing the City's emergency organization and
responsibilities for preparedness, response, and recovery; and
WHEREAS, the Emergency Services Director, pursuant to Section 4-4.06 of the Atascadero
Municipal Code, is responsible for maintaining, updating, and implementing the EOP; and
WHEREAS, the Fire Chief, serving as the Emergency Services Coordinator, has completed
a comprehensive update of the EOP to align with current federal and state requirements, including
SEMS, NIMS, ICS, and the National Response Framework; and
WHEREAS, the 2026 EOP replaces the 2018 version and includes updated hazard analyses,
emergency communication systems, EOC structure, organizational responsibilities, and lessons
learned from recent regional wildfires, severe weather incidents, public health emergencies, and other
major events; and
WHEREAS, the 2026 EOP identifies major City hazards—including earthquakes,
wildland/urban interface fires, hazardous materials incidents, pandemics, severe weather impacts,
utility disruptions, mass-casualty events, civil disturbances, and potential incidents related to the
Diablo Canyon Nuclear Power Plant—and establishes the operational framework needed to
effectively manage such emergencies; and
WHERAS, the Disaster Council, as required by 4-4.09, has reviewed the Emergency
Operations Plan and recommends its adoption by the City Council; and
WHEREAS, adoption of the 2026 EOP preserves the City eligibility for federal and state
disaster assistance and strengthens the operational readiness and resilience of the community;
NOW, THEREFORE BE IT RESOLVED, by the Council of the City of Atascadero:
SECTION 1. The City Council hereby approves and adopts the 2026 Emergency Operations
Plan as the City’s official all-hazards emergency management plan. A copy of the EOP shall be
maintained on file with the Fire & Emergency Services Department and is incorporated herein by
reference.
SECTION 2. The Emergency Services Director and Emergency Services Coordinator are
authorized and directed to implement the Emergency Operations Plan, conduct required training,

update the plan as necessary, and coordinate with regional, state, and federal agencies to ensure
continued compliance and readiness
SECTION 3. This Resolution shall take effect immediately upon its adoption.
PASSED AND ADOPTED at a regular meeting of the City Council held on the 9th day of
June, 2026.
On motion by Council Member Funk, and seconded by Council Member Newsom, the
foregoing Resolution is hereby adopted in its entirety on the following roll call vote:
AYES: Council Member Funk, Newsom, Peek, Mayor Pro Tem Dariz, Mayor Bourbeau
