Mayor Bourbeau adjourned the Closed Session at 5:33 p.m.

City Attorney Fleishman reported that there was no reportable action from
Closed Session.
B. REGULAR SESSION - CALL TO ORDER
Mayor Bourbeau reconvened the meeting at 6:00 p.m. with Council Members
Funk, Peek, Mayor Pro Tem Dariz and Mayor Bourbeau present.
C. PLEDGE OF ALLEGIANCE
Mayor Bourbeau led the Pledge of Allegiance.
Mayor Bourbeau noted that roll call was conducted prior to Closed Session

D. CONSENT CALENDAR
1. City Council Draft Minutes - May 12, 2026, Regular Meeting
Recommendation: Council approve the May 12, 2026, City Council regular
meeting minutes. [City Clerk]
2. April 2026 Accounts Payable & Payroll
Fiscal Impact: Total expenditures for all funds is $3,960,590.38
Recommendation: Council approve certified City accounts payable, payroll
and payroll vendor checks for April 2026. [Administrative Services]
3. Adopting a List of Projects for Fiscal Year 2026-2027 Funded by SB
1: The Road Repair and Accountability Act of 2017
Fiscal Impact: Approval of the Draft Resolution adopting the list of projects
for SB 1 funding will allow the City to receive an estimated $864,200 in
Fiscal Year 2026-2027 SB 1 funding.
Recommendation: Council adopt Draft Resolution, adopting a list of

projects to be funded with Road Maintenance and Rehabilitation Account
revenues from SB 1 (The Road Repair and Accountability Act of 2017) for
Fiscal Year 2026-2027. [Public Works]

E. UPDATES FROM THE CITY MANAGER
Assistant City Manager Henderson gave an update on projects and events within
the City.
F. COMMUNITY FORUM
The following persons spoke: Richard Moen, Geoff Auslen
G. MANAGEMENT REPORTS
1. 2045 Atascadero General Plan Environmental Impact Report (EIR)
Fiscal Impact: The Draft Plan will be analyzed for fiscal impact based on
the preferred land use alternative and guiding policies. A draft and final
analysis will be presented during the public review period and prior to Plan
adoption.
Recommendation: City Council receive an overview and receive public
comment on the draft Environmental Impact Report (EIR) prepared for the
General Plan and Zoning Code Update project. [Community Development]
Community Development Director Dunsmore and Planning Manager
Gleason gave the presentation and answered questions from the City
Council.

Council received an overview and public comment on the draft 2045
Atascadero General Plan Environmental Impact Report (EIR).
H. COUNCIL ANNOUNCEMENTS AND COMMITTEE REPORTS
The following Council Members gave brief update reports on their committees
since their last Council meeting:

I. INDIVIDUAL DETERMINATION AND / OR ACTION:
1. City Council – Council Member Funk noted frustration with the
paleontological requirements in the EIR and that she would like to bring those
frustrations up to elected state officials and the City's legislative
representatives. There was Council consensus to allow Council Member Funk to
express the City's frustration over these requirements and the difficulty it
presents for development. Mayor Bourbeau further requested that any Council
Member or staff who is meeting with state representatives discuss this issue and
the rest of the Council agreed.
J. ADJOURNMENT
Mayor Bourbeau adjourned the meeting at 7:20 p.m.
