REGULAR SESSION - CALL TO ORDER Mayor Bourbeau called the meeting to order at 6:00 P.M. B. PLEDGE OF ALLEGIANCE Mayor Bourbeau led the Pledge of Allegiance. C. ROLL CALL Present: Mayor Bourbeau, Mayor Pro Tem Dariz, Council Member Funk, Council Member Peek Absent: Council Member Newsom Staff Present: City Manager James R. Lewis, City Attorney Dave Fleishman, City Treasurer/ Director of Administrative Services Jeri Rangel, Public Works Director Nick DeBar, Community Development Director Phil Dunsmore, Fire Chief Casey Bryson, Police Chief Dan Suttles, Deputy City Manager - IT Luke Knight, Community Services and Promotions Director Terrie Banish, Planning Manager Kelly Gleason, Administrative Assistant Crystal Horn D. CONSENT CALENDAR 1. City Council Draft Minutes - April 14, 2026, Regular Meeting Recommendation: Council approve the April 14, 2026, City Council regular meeting minutes. [City Clerk] Atascadero City Council April 28, 2026 Page 1 of 5 2. March 2026 Accounts Payable and Payroll Fiscal Impact: Total expenditures for all funds is $3,346,323.82 Recommendation: Council approve certified City accounts payable, payroll and payroll vendor checks for March 2026. [Administrative Services] Mayor Bourbeau opened the Public Comment period. The following persons spoke on this item: None Mayor Bourbeau closed the Public Comment period. UPDATES FROM THE CITY MANAGER City Manager Lewis gave an update on current projects and events within the City. F. COMMUNITY FORUM The following persons spoke: Jennifer Adams, Eric Cleveland, Geoff Auslen G. MANAGEMENT REPORTS 1. Zoning Code Update – Commercial Zones and Uses Fiscal Impact: None Recommendation: Council provide direction to staff on specific land uses and development standards for commercial zoning districts. [Community Development] Community Development Director Dunsmore introduced the item. He explained that the item would be presented in sections and each section presentation and discussion and questions would be bifurcated to allow Council to participate at the greatest extent possible. Community Development Director Dunsmore and MIG Consultant Genevieve Sharrow presented Downtown Commercial Zone – Non-Conforming Usage. The following persons spoke on this item: Geoff Auslen, Brianne (Breezy) Barendt Mayor Bourbeau closed the Public Comment period. Council provided comments and direction on Downtown Commercial Zone – Non-Conforming Usage. Community Development Director Dunsmore and MIG Consultant Genevieve Sharrow presented Non-Residential – Land Use Definitions. Director Dunsmore, Consultant Sharrow and Planning Manager Gleason answered questions from Council. Mayor Bourbeau opened the Public Comment period. The following persons spoke on this item: Geoff Auslen, Lisa Renee Falk Mayor Bourbeau closed the Public Comment period. Council provided comments and direction on Non-Residential – Land Use Definitions. Community Development Director Dunsmore and MIG Consultant Genevieve Sharrow presented Commercial Services and Industrial – Land Use Tables. Director Dunsmore, Consultant Sharrow and Planning Manager Gleason answered questions from Council. Mayor Bourbeau opened the Public Comment period. The following persons spoke on this item: Geoff Auslen Mayor Bourbeau closed the Public Comment period. Council provided comments and direction on Commercial Services and Industrial - Land Use Tables. Council Member Peek declared a potential conflict of interest on Commercial and Commercial Innovation Land Use Tables and Development Standards for Commercial Innovation due to owning property/businesses in these areas, recused himself from the discussion on these topics and left the dais at 8:04 P.M. Council Member Peek returned to the dais at 8:35 P.M. H. COUNCIL ANNOUNCEMENTS AND COMMITTEE REPORTS The following Council Members gave brief update reports on their committees since their last Council meeting: Mayor Bourbeau 1. City Selection Committee 2. County Mayor’s Round Table 3. Central Coast Community Energy (3CE) Mayor Pro Tem Dariz 1. Air Pollution Control District Mayor Pro Tem Dariz noted he attended the League of CA Cities City Leaders Summit in Sacramento from April 21-April 24, 2026.
