CALL TO ORDER:
CSTOC Chairperson Jones called the meeting to order at 3:30 P.M.
ROLL CALL:
Present: Committee Members Heather Newsom, Seth Peek, Jim Lewis, Jeri Rangel,
Cynthia Chavez, Ellen Beraud, Gary Elliot, Sharon Turner, and Chairperson
Robert “Grigger” Jones
Absent: None
Staff Present: Police Chief Dan Suttles, Fire Chief Casey Bryson, Public Works Director
Nick DeBar, Public Works Analyst Ryan Betz, Public Works Associate Civil

Chairperson Jones opened the Public Comment period.

A. OATHS OF OFFICE:
1. Administration of Oaths of Office
Swearing in of CSTOC Board Members: At Large Members; Natalie Harnett and Cate
Norton, Group Members; Dick Avery (Atascadero Pickleball Club), Anton Kaul
(Atascadero Little League), Vickie Rabourn (Atascadero Senior Center).
Deputy City Manager/City Clerk Christensen conducted the Oath of Office for the new
committee members and distributed their Certificates of Election.

B. BUSINESS ITEMS:
1. 2024 Sales Tax Measure D-20 Annual Report
Fiscal Impact: Distribution of the 2024 Measure D-20 Annual Report is estimated to
cost about $5,000 in budgeted General Funds.
Recommendation: Finance Committee and Citizens’ Sales Tax Oversight Committee
review the 2024 Sales Tax Measure D-20 Annual Report and recommend adoption
by Council for distribution to the community. [Administrative Services]
Administrative Services Director/City Treasurer Rangel presented the item and answered questions
from the Committee.
