A. REGULAR SESSION - CALL TO ORDER
Mayor Bourbeau called the meeting to order at 6:00 P.M.
B. PLEDGE OF ALLEGIANCE
Mayor Bourbeau led the Pledge of Allegiance.

D. PRESENTATIONS
1. Operating Budget Excellence Award Presented to City of Atascadero
Deputy Director of Administrative Services Cindy Chavez presented the
award to Council.
2. 2026 Outstanding Local Streets and Roads Project Award Presented
to City of Atascadero
Public Works Director Nick DeBar presented the award to Council.

E. CONSENT CALENDAR
1. City Council Draft Minutes - February 24, 2026 Regular Meeting
Recommendation: Council approve the February 24, 2026, City Council
Regular Meeting Minutes [City Clerk]
2. December 2025 Investment Report
Fiscal Impact: None
Recommendation: Council receive and file the City Treasurer's report for
quarter ending December 31, 2025 [Administrative Services]
3. Old Morro Road Functional Classification Change
Fiscal Impact: There are no expected fiscal impacts associated with
adoption of this resolution. If the functional classification change is
approved by Caltrans and FHWA, Old Morro Road would become eligible
for emergency funding during declared natural disasters, potentially saving
the City significant costs in the future.
Recommendation: Council adopt Draft Resolution approving the submittal
of a functional classification change request for Old Morro Road to
Caltrans. [Public Works]

F. UPDATES FROM THE CITY MANAGER
City Manager Lewis gave an update on projects and events within the City.
G. COMMUNITY FORUM
The following persons spoke: Geoff Auslen, Whitney Gord
H. MANAGEMENT REPORTS
1. Proposed Sewer Service Charge Rate Increase
Fiscal Impact: Administering the Proposition 218 process will cost
approximately $6,200 in budgeted wastewater funds. If approved, the rate
increase will generate an estimated $1,061,000 in revenue from increased

sewer service charges over FY25/26 revenue.
Recommendation: Council:
1. Direct staff to administer the Proposition 218 majority protest process
and send out notice of the proposed sewer service charge rate increases
to all property owners connected to the municipal sanitary sewer system.
2. Set a Public Hearing on May 12, 2026 for the City Council’s
consideration of the proposed sewer service charge rate increases.

City Manager Lewis gave a brief background. Public Works Analyst Betz gave
the presentation and answered questions from the City Council.

2. Zoning Code Update – Mixed-Use Zones and Standards
Fiscal Impact: None
Recommendation: Council receive an update on the Zoning Code Update
project, provide direction to staff on policy questions related to Mixed-Use
zoning districts and development standards, and receive information about
next steps. [Community Development]
Community Development Director Dunsmore introduced Consultant Genevieve
Sharow (MIG). She gave the presentation. Director Dunsmore, Planning
Manager Gleason and Consultant Sharow answered questions from Council.
Following the presentation, it was noted that the discussion and questions would
be bifurcated by zoning district. City Attorney Fleishman provided some context on
conflict of interest and the segmentation to allow Council to participate at the
greatest extent possible. M3 zoning district was continued for discussion at the
regular Council meeting on March 24 due to anticipated lack of quorum.

Mayor Bourbeau closed the Public Comment period.
Mayor Bourbeau recessed the meeting at 8:19 pm
Mayor Bourbeau resumed the meeting with all present at 8:29 pm
Council asked questions and provided comments and direction on zone M1.
Council Member Peek declared a potential conflict of interest on zone M2
due to owning property in a mixed use zoned area, recused himself from the
discussion and vote on zone M2, and left Council Chambers at 9:12 pm.
