The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the City Manager’s Office and are available for public inspection during City Hall business hours at the Front Counter of City Hall, 6500 Palma Avenue, Atascadero, and on our website,www.atascadero.org. All documents submitted by the public during Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the City Manager’s Office. [Public Works] Public Works Deputy Director Hayes presented the item and answered questions from the Commission. City Manager Rickard and Colony Park Community Center Supervisor Fanning also answered questions from the Commission. DISCUSSION: Background: Earlier this year, City staff submitted an application for the Housing Related Parks (HRP) grant program, which is administered by the California Department of Housing and Community Development (HCD). This grant program is designed to reward local municipalities that approve housing for lower income households and are in substantial compliance with the State of California’s Housing Element Law. The primary purpose of these grant funds is to create or rehabilitate parks and/or recreational facilities , and 2017 was the final year that HCD accepted applications for this grant. Atascadero’s HRP grant application requested $742,750 of eligible monies and, if awarded, the City Council identified $505,000 to go towards the Joy Playground at Colony Park Community Center with the remaining $237,750 toward Atascadero Lake Park rehabilitation projects. Unfortunately, 95 other municipalities also applied for eligible monies which exceeded the grant fund balance. In order to distribute the remaining fund monies equitably between the municipalities, the HCD awarded the City $355,706 in HRP grants. The City Council discussed the HRP grant award at their November 2 8, 2017 meeting. In order to keep the same level of funding previously discussed for the Joy Playground, coupled with less limitations on fund purpose, the Council approved allocation of $505,000 of the Parkland Facilities Fees fund balance to the Joy Playground. Generally, Parkland Facilities Fees may not be used to rehabilitate existing park infrastructure but may be used to expand parks or add additional features and amenities to existing parks. The Joy Playground will be a new playground amenity at Colony Park, and the project is eligible to use Parkland Facilities Fees funds. The Council further approved utilizing the entire HRP grant award of $355,706 toward Atascadero Lake Park rehabilitation projects comprised of the following: Page 7 of 14 ITEM NUMBER: B-1 DATE: 12/13/17 Playground Replacement and Upgrades Estimated Cost: $280,000 The current youth playground structure is at the end of its useful life (20+ years) and is slowly shrinking in size as components break and replacemen t parts are no longer available or no longer compliant with current playground standards. The unit proposed to be replaced is the main playground structure and is geared toward youth , ages 5 to 12. The other playground structure (south end closest to the Ranger House) is geared toward toddlers (under age 5) and is a newer unit that is in good condition and replacement is not needed at this time. The existing swing set unit is also recommended to be replaced since its nearing the end of its useful life and is out of compliance for fall protection. The new youth playground unit and swing set will remain in the current playground area footprint that has a concrete border. A poured -in-place rubberized surface within the entire playground area is recommended to comply with fall protection and ADA accessibility requirements. The above estimated cost reflects a credit of nearly $50,000 in grant monies provided by GameTime, the playground manufacturer. Electrical Upgrades Estimated Cost: $15,000 Staff has heard that access to additional electrical outlets throughout the park is desirable for various special events like the Wine Festival and Mid -State Cruisers Car Show. Generally, this scope of work is to provide additional duplex outlets throughout the park, which will be controlled by a fuse switch and energized for special events only. Outdoor Picnic / BBQ Area Replacement Estimated Cost: $30,000 The City has upgraded various outdoor picnic / BBQ areas in recent years primarily through Community Development Block Grants (CDBG). However, there are several locations that are in need of replacement due to age and/or ADA accessibility. Picnic/BBQ Area No. 3 (near the volleyball court/future Zoo Event Center) is prioritized as the highest need for replacement. Work includes grading, concrete, picnic tables, BBQ grills, and other miscellaneous and related work. Other Site Improvements and Amenities Estimated Cost: $10,000 There is need for minor site improvements and site amenities such as park benches and lighting, walkway improvements, and other miscellaneous items a nd work. Grant Administration/Project Management Estimated Cost: $20,706 Staff time and expenses related to administer grant requirements and implement projects. Draft Conceptual Plans for Playground Replacements: Staff has been coordinating design options for playground replacement and upgrades with Great Western Recreation - who is the GameTime vendor in our region. As mentioned above, the toddler unit will remain in -place, as-is, while the youth unit and swing sets are proposed to be replaced. The youth unit is at the end of its useful life and a modern play structure meeting current standards is proposed to replace the aging unit. Various components to the youth unit have broken and are either no longer available from the manufacturer or are no longer compliant with playground standards. In addition, the swing set unit is also out of compliance for fall protection and requires Page 8 of 14 ITEM NUMBER: B-1 DATE: 12/13/17 relocation to meet fall protection guidelines and to accommodate the new youth unit. The overall perimeter of the playground will not change and a poured -in-place rubberized surface is proposed to be constructed within the concrete perimeter. This surface will comply with fall protection and provide ADA accessibility. Great Western Recreation has prepared conceptual plans (Attachment 1) for the youth playground unit and swing sets for the Commission’s review. GameTime playgrounds are designed to “inspire imaginations, and encourage people of all ages and abilities to be more active”. A representative from Great Western Recreation is anticipated to be present at this meeting to present the draft conceptual plans and answer any questions. Removal of the current playground structure and swing set will allow for a more interactive structure and fall-compliant swing set .The conceptual plans show a youth play structure which is larger than the existing structure and consists of one small and one taller climbing structure connected with a bridge. Several options for climbing to and from the ground into the structures exist, including floating stepping stones, ladders, and stairs. Both open-top and enclosed slides allow children to return to the ground quickly. A balance log that leads to a floating stepping stone and rope net unit with a rock boulder feature is also proposed. This playground will add to the enrichment of the Atascadero Lake Park and provide more opportunities for play. Staff requests that the Commission provide staff with direction regarding the playground project. The project will be brought back before the Commission in early January for a recommendation to the City Council. The Commission’s recommendation will be forwarded to the City Council for final approval of the conceptual plan and upgrades to the playground and award of the contract. The City needs to execute a purchase order by the end of January 2018 in order to secure an approximate $50,000 grant credit from GameTime, the playground manufacturer. FISCAL IMPACT: None. ALTERNATIVE: The Commission may suggest modifications or revisions to the draft conceptual plans.
