The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within this City except where the Traffic Engineer, as authorized by the Council, upon the basis of an engineering and traffic survey, determines that other speed limits shall be applicable on specified streets or in certain areas. (Ord. 34 § 4-3.501, 1980) 4-2.502 Authority of Traffic Engineer. (a) Prima facie speed limits shall be determined by the Traffic Engineer pursuant to provisions set forth in the California Vehicle Code Sections 627, 22348 through 22413, and 40802 and any other applicable Sections as well as the California Manual of Uniform Traffic Control Devices. (b) Speed limits established pursuant to this section shall be effective when appropriate signs giving notice thereof are erected upon said street or highway. (Ord. 34 § 4-3.502, 1980) 4-2.503 Speed contests and exhibition of speed. (a) No person shall engage in any motor vehicle speed contest on any public or private property within the City, except as otherwise authorized by zoning regulations. (b) No person shall aid or abet in any motor vehicle speed contest on any public or private property within the City, except as otherwise authorized by zoning regulations. (c) No person shall engage in any motor vehicle exhibition of speed on any public or private property within the City. (d) No person shall aid or abet in any motor vehicle exhibition of speed on any public or private property within the City. (Ord. 34 § 4-3.503, 1980) (Ord. 40 § 4-3.504, 1981)
