HomeMy WebLinkAboutOrdinance 007 ORDINANCE NO. 7 AN ORDINANCE ESTABLISHING THE OFFICE OF FINANCE DIRECTOR AND DETERMINING THE APPOINTMENT, ' RESPONSIBILITIES , AND DUTIES THEREOF T H E C I T Y C O U N C I L ' City of Atascadero, California The city council of the City of Atascadero does ordain as follows ' 1 . APPOINTMENT 1.01 Office created - `Term. The office ,of finance director is hereby created and established. 2 . COMPENSATION ' 2. 01 City council authority`. The finance director shall receive such compensation and !expen,se, allowanceias, the city council shall from time to time determine and' such compensation shall be ' a proper charge against such, funds of the -city as the city council shall designate. ' 3. POWERS AND DUTIES 3. 01 Generally. The powers and, duties of the finance director shall be as follows: a. Plan and direct all activities of the finance depart- ment ; epart-menta ' b. Plan and direct the accounting procedures necessary to fully and accurately account for all city funds, expenditures and 'revenues and to assure the complete ' and accurate presentation of the city ' s fiscal posi- tion; C. Advise the city council and department heads regarding city finances; d. Prepare all financial statements and reports as re- quired for the function of city activities and as required by State and Federal agencies; e . Plan and direct the computer data processing system and procedures for the city; f. Serve as a member of the budget committee in compiling and recommending the city 's annual budget to city' manager; Ordinance No. 7 Page Two g. Assist the city manager by conducting special pro- jects or research activities of a financial nature; h. When acting as city treasurer to maximize the inves- ment return on city funds as permitted by State law; ' i. Perform related work as required. 4. BONDING 4. 01 Generally. The finance director shall be required to execute the bonds necessary for the performance of his duties. ' 5. DECLARATION OF FACTS CONSTITUTING URGENCY This ordinance is an urgency ordinance and is for the immediate preservation of the public peace, health, and safety. The facts constituting urgency are these : The City of Atascadero is newly incorporated and comprises territory formally unincorporated. It is necessary that this ordinance take effect immediately in order ' to assure continuity in the application, administration and enforce- ment of the ordinances and policies of the newly incorporated city. ' 6. TAKING EFFECT This ordinance, being an urgency ordinance for the immediate protection of the public safety, health, and general welfare, con ' taining a declaration of the facts constituting the uregency, and passed by a four-fifths (4t&�--vote of the ;Council shall take effect immediately upon its adoption. 7. PUBLICATION The City Clerk shal,11cause this ordinanceto be published once within fifteen ( 15) days after its passago in the Atascadero News, a newspaper of _general circulation, printed, published and circulated in this City; shall certify to t'headoption and publication of this ' ordinance; and shall cause this ordinance and its certification, together with proof of' publieation, to be entered i.n the Book of Ordinances of this City.
