By listing a topic on this agenda, the City Council has expressed its intent to discuss and act on each item. Takata, City Manager Meeting Date: 10/17/96 SUBJECT: 1996/97 Fiscal Year Budget RECOMMENDATION: Direct staff as to the reorganization plan and adopt remaining FY 1996/97 Budget. BACKGROUND As per direction given at the September 6, 1996, Council meeting, the following is a report for the 1996/97 Budget. The Finance Committee has reviewed parts of the budget, as well as the recommendations of the City Manager. In addition to the City Manager's recommendations, there is a need for the City Council to discuss the possibility of • lay-offs or not filling those positions currently marked vacant which are occupied by temporary employees. t Attached you will find the following: Exhibit A - A cost detail report. Exhibit B - A report on not filling vacant positions and deleting temporary employees from those positions. The amount of labor cost, shown at the bottom of this sheet, would be $4,124, 016. We would have to add back in the overtime and part-time salary increase for the Fire Department. Exhibit C -This sheet indicates the savings we would achieve for this fiscal year. The total labor cost would be $4,276,425. Exhibit D (Option 1) - This option would result in a total employee cost of $4,181 ,521 . It would: Eliminate two police officers; increase the Fire Department by two men3bervj Virainate41ie Battalion Chief/Fire Marshall position; eliminate thEV City Planner positiori fill the vacant Community Development Director pow �e4iee IF/Iaintenance Worker I position; leave the Finance Director position vacant and requests and Accountant and a Finance Analyst; eliminates the Administrative Secretary position and requests • a '/2-time Account Clerk I to be in charge of accounts payable; eliminates either the Secretary to the City Manager or the Secretary to the City Council position. The total labor cost would be $4,181,521. Exhibit E - This sheet reflects what the cost would be for those employees currently in temporary positions. The total labor cost is $4,239,195. • Exhibits F and G (Option II) - This sheet reflects the differences of having the temporary employees here, basically through 45% of the year. This option shows the result of eliminating the Secretary to the City Council or the Secretary to the City Manager position, vacating one of the Police Lieutenant kpositions after the personnel issue is resolved, vacating the Fire Battalion Chief ;position and adding two Firefighter positions (thereby eliminating overtime costs), the hiring of a Community Development Director, the elimination of the City Planner position, the elimination of the Plan Check Engineer position, the creation of a Chief Building Official the request for a Finance Director, Accountant and elimination of the Administrative Secretary and Finance Technician positions, and the elimination of a Building Maintenance Worker I position with contracting of services. The total labor costs are $4,194,019 (Exhibit F) and $4,324,905 (Exhibit G, which is for this fiscal year). The last option—as well as any of these options—can be combined with any plan the Council deems necessary for the survival of the City. This option proposes not filling any positions except for the two Firefighters, eliminating the Battalion Chief, and filling the Finance Accountant and either the Finance Analyst or Finance Director position. Once again, we could balance the budget without filling the vacant positions. The total labor costs are $4,270,284 (Exhibit H) and $4,279,815 (Exhibit I, which is for this fiscal year). • Also attached you will find a list of the different positions that are currently allocated in the budget and what the rough total salary and benefits are. Obviously, deleting a position and replacing it with another will create a change in the General Fund Budget. The problem with not filling the vacancies is that key positions would not be filled. In addition to the above, the following amounts, as requested by Council, are true costs for certain programs. The following are the recommended transfers from the General Fund: 1 . Repayment of loan for negative fund balances for Stadium Park ($24Q,OOQ) to the Wastewater Fund? 2. Certificates of Participation (CQPr payment ($98,000); 3. The difference in the COP that the Police Impact Fee has been unable to recoup ($37,000) - 4. Recreation Fund transfer ($38,850); 5. Zoo transfer ($103,641); . 6. EI Camino Real transfers for payment of infrastructure improvements at the Factory Outlet (one-half of the City's sales taxes for the last fiscal year, $71 ,000). In addition, staff is recommending a Contingency Reserve of $350,000. $y doing so we can build up our reserves in the future to get the over $2 million, which has been recommended by staff in the past, plus it should take care of any emergencies we may encounter. Our funds have been very conservative on our revenue projections • and, therefore, we may be able to receive more money in the future to put toward streets or additional reserves. As you review the general Fund Reserves versus expenditures, there is an approximalely'$374, 388 difference with expenditures exceeding revenues.
