I have these items to be read for the Community Form portion of the agenda.
1. There is a house being built on the new portion of Cenegal Road at Oak Ridge
Estates. The Environmental Impact Report (EIR) and the Planned Development Overlay
11 (PD-11) requires that the extension of Cenegal Road be completed before Phase 2 of
the project commences. Since that road is not open why was a building permit issued
for a new home?
2. I would like the City to clarify where Phase 1 of the project stopped and when Phase
2 of the project started. How many of the houses on San Felipe Road are Phase 1 and
how many are Phase 2?
3. Since the emphasis at Oak Ridge Estates has shifted from building houses to selling
lots, I would like the City to clarify how the end of Phase 2 will be determined.
4. From what I understand, the extension of Cenegal Road into Paradise Valley failed in
last winter’s rain. That means the sustainability of the roadway is in question. I want the
City of Atascadero to put a hold on all construction beyond Phase 1 and put a hold on
the sale of lots until the road is open and viable. I am asking the City to conduct a
geotechnical survey to determine if the roadbed is sustainable over time. If it is not, then
the project size should be limited to the Average Daily Trips (ADTs) for San Marcos
Road, a rural hillside local road with a rating of 500 ADTs. Anything else will jeopardize
the safety of the people of Atascadero.
5. The EIR requires Castlerock Development to repair San Marcos Road to its previous
condition after Phase 2 is complete. I am forming a citizen oversight committee and I
am asking the City to cooperate with the committee to make sure that the road is
restored to prime condition and capable of handling Phase 3 and Phase 4 construction
vehicle traffic.
