HOW TO OBSERVE THE MEETING: To maximize public safety, while still maintaining transparency and public access, the meeting will be available by webinar via the following link: https://attendee.gotowebinar.com/rt/8506483168326656016. HOW TO SUBMIT PUBLIC COMMENT: Members of the public are highly encouraged to call 805-538-2888 to listen and provide public comment via phone, or submit written public comments to cityclerk@atascadero.org by 5:00 pm on the day of the meeting. Such email comments must identify the Agenda Item Number in the subject line of the email. The comments will be read into the record, with a maximum allowance of 3 minutes per individual comment, subject to the Mayor’s discretion. All comments should be a maximum of 500 words, which corresponds to approximately 3 minutes of speaking time. If a comment is received after the agenda item is heard but before the close of the meeting, the comment will still be included as a part of the record of the meeting but will not be read into the record. AMERICAN DISABILITY ACT ACCOMMODATIONS: Any member of the public who needs accommodations should contact the City Clerk’s Office at cityclerk@atascadero.org or by calling 805-470-3400 at least 48 hours prior to the meeting or time when services are needed. The City will use their best efforts to provide reasonable accommodations to afford as much accessibility as possible while also maintaining public safety in accordance with the City procedure for resolving reasonable accommodation requests. Christensen Deputy City Manager / City Clerk APPROVED: Page 6 of 11 ITEM NUMBER: SA C-1 DATE: 09/08/20 Successor Agency to the Community Redevelopment Agency of Atascadero Staff Report – Administrative Services Amendment of Recognized Obligation Payment Schedule 20-21 January 1, 2021 - June 30, 2021 RECOMMENDATION: Successor Agency Board approve the Amended Draft Recognized Obligation Payment Schedule (ROPS) for the period of January 1, 2021, through June 30, 2021 (ROPS 20-21) pursuant to Health and Safety Code. DISCUSSION: The Successor Agency to the Community Redevelopment Agency of Atascadero and the Countywide Oversight Board both approved the Recognized Obligation Payment Schedule (ROPS) for the period of July 1, 2020 through June 30, 2021 (ROPS 20-21). The ROPS 20-21 was approved by the State Department of Finance (DOF) on April 6, 2020, with some adjustments. The 2010 Lease Revenue Bonds require that the Rental Interruption Insurance is procured and maintained as part of the bond covenants. The cost of this insura nce was overlooked when staff prepared the ROPS 20-21. Staff is recommending that the Successor Agency consider amending the ROPS 20 -21 to include $3,400 to cover the annual cost of the rental interruption insurance to be in compliance with the bond covenants. Pursuance to Health and Safety Code (HSC) section 34177 (o) (1) (E), once per ROPS period, the agency may submit one amendment to the annual ROPS approved by DOF for the second half of the ROPS period (January 1, 202 1 through June 30, 2021). Once approved by the Successor Agency Board, the Amended ROPS 20-21 will be submitted for approval to the Countywide Oversight Board at their regular meeting on September 17, 2020. The Oversight Board must make a finding that the revision is necessary for payment of approved enforceable obligations during the second half of the ROPS period. Once approved by the Countywide Oversight Board, it will be submitted to the County Auditor-Controller, the State Controller, and the DOF. This Amended ROPS is due to the DOF by October 1, 2020. The DOF will make a determination at least 15 days before the date of the property tax distribution to the agencies.
