3. Development Fees City staff is researching
City facility needs and
the development fees being
charged in other communi-
ties for such things as
traffic lights, parks,
schools, fire stations,
bridges, etc. and will, be
reporting back to the City
Council. A number of use
permits have been condi-
tioned on participation in
a future formula for traf-
fic lights and Lewis Ave-
nue Bridge has been a fac-
tor in two major use per-
mits (i.e. Bank of Ameri-
ca, Century Plaza Shopping
Center) . The Council and
School District have

established a joint study
committee to consider dev-
elopment fees for schools.
4. Lewis Avenue Bridge At the January 14th City
Council meeting, Council
directed staff to develop
engineering estimates for
the cost of the bridge to-
gether with alternative
formulas for sharing the
cost of that improvement. '
5. Parking Study/Phase II Council has requested rec-
ommendations from the
Planning Commission for
implementation of the
recommendations of the
Phase I parking study pre-
pared in December, 1983.
Staff turnover and day-to-
day workload has delayed
this response.
6. Zoning Ordinance Amendments A number of specific -
amendments to the Zoning
Ordinance have been re-
quested since its adoption
either by the Council or
Commission: including com-
prehensive review
omprehensive- review of sign
regulations; re-evaluation
and strengthening of cri-
teria language on the 20%
lot size adjustments; de-
fining the public facili-
ties zone; delegating to
staff approval for grading
on slopes over 30%; and
enabling the creation of a
10,000 sq. ft. minimum
lot size standard (this-
will also require a Gen-
eral Plan amendment)
7. Drainage Review Policies/Drainage Planning Commission has
Master Plan requested a re-examination
of the manner in which the
City reviews drainage
plans for conceptual ap-
proval and the possibility
of adopting a drainage,
master plan. Roughly
estimated, it could cost
$150,000 to prepare a

drainage master plan plus
the cost of aerial photo-
graphy and topography map-
ping and substantial en-
gineering staff expansion
needed to review specific
projects for consistency
with any adopted master
plan.
8. Amapoa-Tecorida Drainage There have been requests
