The regular meeting was called to order at 7 : 30 p.m. by Mayor Nelson. The
Pledge of Allegiance was recited. Invocation was given by Bob Kanagy of the
Berean Baptist Church.
ROLL CALL
Present: Councilman Molina, Handshy, Councilwoman Norris and Mackey and
Mayor Nelson.
Absent: None
STAFF
Present: Ralph Dowell, Acting City Manager; Allen Grimes, City Attorney;
Mike Hicks, Fire Chief; Skip Joannes, Recreation Director Bud
McHale, Police Chief; Wayne Loftus, Interim Planning Director;
Henry Engen, Planning Director and Georgia Ramirez, Acting City
Clerk.
PUBLIC COMMENT
None
COUNCIL COMMENT
Councilman Handshy spoke regarding a need for reviewing traffic control de-
vices throughout the city. In addition, bushes and growth should be evaluated
regarding the need for trimming.
Councilwoman Mackey spoke regarding the drainage problems at Sepparado,
Arizona, Estrada, Maninita, etc. and asked the council to think about a mora-
torium. Every time a building is built in this area it will compound the
problems that are there. There is a potential now for four new houses being
built on 50 foot lots. She said this situation should be looked into.
Councilman Molina said he did look at this area, and that the plans, drainage
plans and grading plans were approved by the City. This area has been looked
into by the staff when they approved the plans.
Councilwoman Mackey also spoke regarding the situation with the dogs running
loose around Atascadero Lake and the number of people who have been attacked
by these dogs. She was advised by the Police Department that they are looking
into this.
Councilw(man Norris asked to have council reorganization committee meetings to
be held on Saturdays.
Councilman Molina asked if a letter had been sent to the Division of Highways
regarding Highway 41. Acting City Manager, Ralph Dowell, answered yes.

Mayor Nelson welcomed the new Planning Director, Henry Engen, and introduced
him to those present. The Council thanked Interim Planning Director, Wayne
Loftus, for a fine job and wished him good luck on his new job in San Diego
County.
A. CONSENT CALENDAR
1. Minutes of the regular meeting of August 13, 1984 (RECOMMEND
APPROVAL)
2. Final approval of Memoradums _of Understanding between the City
of Atascadero and Local 660 Service Employees International
Union, Atascadero Chapter General Services Bargaining Unit.
3. Final approval of Memoradum of Understanding between the City of
Atascadero and Local 660 Service Employees International Union,
Atascadero Chapter Clerical Bargaining Unit
4 . Final approval of Memoradum of Understanding between the City of
Atascadero and the Atascadero Firefighter's Bargaining Unit.
5. Final approval of Memoradum of Understanding between the City of
Atascadero and the Atascadero Fire Captains Bargaining Unit
6 . Final approval of Memoradum of Understanding between the City of
Atascadero and the Atascadero Police Officers Association (Police
Officers' Bargaining Unit)
7. Approval of Resolution No. 45-84 adopting a Salary/Classifica-
tion schedule and a Salary Plan for-UnClassified Positions for the
1984/85 Fiscal Year (1)
8. Approval of Bid No. 84-6 - Grounds Maintenance.
MOTION: By Councilwoman Norris, seconded by Councilman Molina to accept
Items A 1-8 of the Consent Calendar. Passed unanimously by roll
call vote.
C. UNFINISHED BUSINESS
1. Ordinance No. 84, Council salaries (2nd reading)
MOTION: By Councilman Molina, seconded by Councilman Handshy to read by
title only. Passed unanimously.
Ordinance No. 84, was read by Mayor Nelson.
MOTION: By Councilman Molina, seconded by Councilman Handshy that this
constitutes the second reading. Passed unanimously by roll call vote.

2. Policies and Priorities Report from City Council
Councilman Handshy asked that there be a management study soon,
that the council chambers improvements need to be made, as well
as business licenses, budget reviews and an ordinance and policy
review need to be looked over.
Councilwoman Mackey would like staff and council to provide best
service to the citizens of Atascadero. She would like to see im-
provements at the zoo, public works shop, So. Atascadero Park and
new street lights at Santa Rosa.
Councilwoman Norris asked for re-organization council study sessions
on Saturdays. Also for an employee/citizen .in-put box be placed at
the City Clerk' s Office and for business licenses to be looked into.
Councilman Molina said the city should be looking into more revenue
being brought into the city so that some of the above priorities
can be carried out. He also complimented the members of the Down-
town Revitalization _Committe for the good meeting they had.
Study session (adjourned meeting) will be held on Saturday, Septem-
ber 8, 9-11 a.m. , in room 304 of the Administration Building.
D. NEW BUSINESS
1. Consideration of State Community Development Block Grant Agreement
MOTION: By Councilwoman Mackey, seconded by Councilman Handshy to approve
Resolution No. 47-84 . Passed unanimously by roll call vote.
2. Report of offices of city treasurer and city clerk
MOTION: By Councilman Molina to appoint Ralph Dowell to fill out the term
of city treasurer. There was no second.
The Council decided to wait until the September 8 study session to
discuss the offices of City Treasurer and City Clerk.
3. Resolution regarding Annexation No. 4 property tax structure
MOTION: By Councilwoman Mackey, seconded by Councilman Handshy to adopt
Resolution No. 46-84. Passed unanimously by roll call vote.
4. Approval of transfer of funds from Contingency Fund to police
vehicle Tease
MOTION: By Councilman Handshy, seconded by Councilwoman Mackey to approve
transfer of $5, 000 from Contingency Fund to police vehicle lease.
Passed 44. 1 by roll call vote, Councilman Molina voting no.

E. ATASCADERO COUNTY SANITATION DISTRICT
MOTION: By Councilwoman Mackey, seconded by Councilman Handshy to recess
as City Council and convene as the Atascadero County Sanitation
District. Passed unanimously.

2. Approval of resolution for Sewer Extension 43-84 at Lobos Ave. (Soto)
3. Approval of resolution for sewer extension No 44=8'4at 4475
Cayucos (Ashy/Walz)
MOTION: By Director Molina, seconded by Director Norris to approve
Resolutions No. 42-84, 43-84, and 44-84 . Passed unanimously by
roll call vote.
MOTION: By Director Molina, seconded by Director Handshy to reconvene as
Atascadero City Council. Passed unanimously.
F. INDIVIDUAL DETERMINATION/ACTION
City Council
Mayor Nelson invited the council members to a meeting Thursday night at
7:30 p.m. given by the Recreation Department. It will be a social event
inviting all agencies involved in this community. Mayor Nelson thanked
Skip Joannes, Recreation Director for the fine work he has done for the
City of Atascadero and good luck in the future.
City Attorney
City Attorney, Allen Grimes, will have a discussion following this meet-
ing regarding the Brown Act, for anyone who- is interested in attending.
