APPROVAL OF DRAFT MINUTES OF NOVEMBER 13, 2019 MOTION: By Committee Member Dariz and seconded by Committee Member Anderson to approve the Consent Calendar. There was Committee consensus to approve the Consent Calendar. DEVELOPMENT PROJECT REVIEW 2. DESIGN REVIEW OF NEW OFFICE BUILDING AT 9630 EL CAMINO REAL The applicant is proposing a new office building on a vacant lot.  Recommendation: Staff requests the DRC review the proposed design and direct the applicant to make any modifications to the site or building design as necessary. (PRE19-0099) Planner Gasch presented the staff report, and she and Director Dunsmore answered questions from the Committee. The applicant team (Joel Snyder, Steven Flores, and Jim Saunders) presented the project to the Committee. Joel Snyder stated that they would prefer not to include brick veneer due to the cost. Mr. Snyder stated they did add nice details to the building. PUBLIC COMMENT The following members of the public spoke during public comment: Ted Jacobson. Chairperson Fonzi closed the Public Comment period. DRC ITEMS FOR DISCUSSION: Architectural Design The Committee made the following recommendations:  The Committee agreed that, as an additional accent, wood-appearance sills would be acceptable in place of brick veneer. Brick could be incorporated at the entryway to the building, at the sidewalk (red brick pavers), around the door, and into the sign, to provide a little more architectural interest. 2 DRC Draft Minutes of 12/11/2019 Page 3 of 6 ITEM NUMBER: 1 DATE: 1-15-20 Landscape Design The Committee made the following recommendations:  The Committee was in agreement with staff’s recommendations on landscaping. This item does not require any additional review from DRC or Planning Commission, and can move on to building permits. 3. DESIGN REVIEW OF NEW RV STORAGE USE AT 6501 VIA AVE. Design review of new outdoor recreational vehicle storage yard.  Recommendation: Staff requests the DRC review the proposed design and direct the applicant to make any modifications to the site or building design as necessary. (USE19-0096) Director Dunsmore provided background on the property, and stated this property is in the Industrial zone. Dirk Dole will be required to make improvements on the property as the lessee on the property. Planner Gasch and Director Dunsmore presented the staff report, and answered questions from the Committee. Applicant Dole made a presentation to the Committee, and explained his reasons why he wants to offer an RV dump station onsite. PUBLIC COMMENT The following members of the public spoke during public comment: Gary Magin, Phillip Lefong (representing Mike Orvis from ALPS), John Merzon, and Ann Ketcherside. Chairperson Fonzi closed the Public Comment period. DRC ITEMS FOR DISCUSSION: Land Use and appropriate site design The Committee made the following recommendations:  The Committee agreed that this is not the highest and best use of this property ; however, the Committee supported temporary use, especially with the conditions set forth by staff. Site surfacing, grading and drainage plans The Committee made the following recommendations:  Applicant must have a retention basin onsite in order to comply with the City’s Stormwater Management Plan and Regional Water Standards.  Applicant must work with an engineer on drainage to determine what surface material is best for the site.  Any all-weather surface must accommodate emergency vehicle access and heavy vehicles/RV’s. 3 DRC Draft Minutes of 12/11/2019 Page 4 of 6 ITEM NUMBER: 1 DATE: 1-15-20 Landscaping The Committee made the following recommendations:  Landscaping should be increased near the front of the site, but is not as crucial on the remainder of the site.  The oak tree will be left alone, but no heavy equipment or vehicles shall be parked under it. RV Dump The Committee agreed that this site will not have an RV dump area, unless hooked up to City sewer. No vehicles may drive over the leach field or septic area. Testing Wells The Committee made the following recommendations:  Work with staff and Environmental Health, and screen according to staff’s recommendations. Fencing, Screening and Lighting The Committee made the following recommendations:  Barbed wire and chain link fence will be allowed only in the back and on the creekside/railroad side, with a taller fence allowed at the front. Fence may be up to seven feet only on sides and in the back.  Applicant will work with staff and the owner to come up with a solution that would make the site more secure.  Applicant must come in with a fencing design prior to proceeding to Planning Commission.  Due to homeless issues in the area, security lighting and motion sensor lighting is strongly recommended. Security cameras shall be added as a condition of approval. Existing Building and Storage Yard The Committee made the following recommendations:  Strictly RV’s and boats only, and must be operable.  No pods.  No storage containers.  No cargo containers.  No sea trains. Proposed project conditions The Committee made the following recommendations:  Conditions will be revisited once per year.  Annual reviews will be done.  Compliance checks will be done. 4 DRC Draft Minutes of 12/11/2019 Page 5 of 6 ITEM NUMBER: 1 DATE: 1-15-20 Frontage Improvements Concrete work can be deferred until City improvements can be made. Once the applicant finishes working on the above items with staff, the item can move on to Planning Commission. Chairperson Fonzi adjourned the meeting for a break at 3:50 p.m. Chairperson Fonzi called the meeting back to order at 3:55 p.m. 4. DESIGN REVIEW OF NEW AUTO REPAIR AND STORAGE USE AND VEHICLE AND EQUIPMENT STORAGE USE AT 9005 EL CAMINO REAL Design review of new auto repair/storage use/vehicle and equipment storage use.  Recommendation: Staff requests the DRC review the proposed design and direct the applicant to make any modifications to the site or building design as necessary (USE18-0141) Planner Gasch presented the staff report, and she and Director Dunsmore answered questions from the Committee. Ryan Amborn, applicant, gave a presentation on the project and explained his reasons for wanting improvements, and stated that the primary use is not to store vehicles. PUBLIC COMMENT None Chairperson Fonzi closed the Public Comment period. Zoning The Committee agreed that this is not an impound lot. Vehicle storage is an accessory use to the current/existing business for short-term storage for vehicles only, so it is an acceptable use and an integral part of the existing business. Screening and Fencing The Committee recommended a seven foot fence could be allowed with a use permit. More landscaping should be on La Linia and quality is important. Applicant shall work with staff to get some trees added in the front by the building. Parking The Committee agreed that the site does not need any more than 12 parking spaces. Site Improvements The Committee added a condition to consult a civil engineer to determine where the drainage is going, and obtain an additional engineered plan for mitigation of runoff due to the probability that vehicles could be leaking fluids. 5 DRC Draft Minutes of 12/11/2019 Page 6 of 6 ITEM NUMBER: 1 DATE: 1-15-20 Vehicle Storage The Committee clarified where the vehicle storage area should be, and suggested that because of the way the site is designed, a perpendicular line at the back of the property to the fence would be the most appropriate vehicle storage area. (Exhibit A). The original colony home was severely damaged in the 2003 earthquake and was unable to be repaired as it was constructed of unreinforced masonry and the foundation and walls were no longer safe. The house had been vacant sinc e prior to the 2003 earthquake. Project Description / Summary The applicant proposes four new two-story residences with attached garages on the 0.43- acre lot. The lot has remained vacant since the colony home was demolished in April 2019. An existing easement over the neighbor’s property to the east will provide vehicle access to the two units in the rear. Two new driveways are proposed to provide access to the front two units along Tunitas Ave. The project consists of four separate units. Three of the units have three bedrooms and share the same floor plan including 1,532 square feet of living area and a 482 square-foot garage. The fourth unit is smaller with one bedroom and includes 937 square feet of living space with a 420 square-foot garage. The applicant is not proposing to subdivide the lot. Therefore, the project only requires design review and building permits. Analysis Design Three of the four units will be highly visible from Tunitas Ave. The units in the southwestern corner will be largely hidden from street view. The proposed units are two stories in height, with attached garages. The applicant is proposing two slightly different exterior-color options but the design is repeated, just flipped/rotated, for three of the units. The fourth unit is smaller and will have a slightly different façade. Both d esigns include a mixture of vertical exterior siding and stucco. This area of the city has a particularly high concentration of designated Colony homes that set the architectural character of the neighborhood. Within a quarter mile, there are approximately 30 designated Colony homes. Due to the prevalence of colony homes in this area, staff recommends adding colony style features to complement the neighborhood. Staff recommends the following modifications: 1. Incorporate horizontal siding on all units. (see diagram below) 2. Stucco be hand troweled smooth finish. 3. Windows be high quality materials, consistent with the Colony era, not vinyl. 4. Replace windows with single or double hung windows. 5. Replace proposed porch cover with gable-style cover. 6. Roofing be architectural grade dimensional composition shingles. 7. The stucco and siding will be light colors while the shutters, front door and garage door will be a darker, contrasting color. Staff recommends: 1. A darker color for stucco or siding, light colored trim and a dark contrasting color for the front door and garage door. 2. Use of historic color palettes for complimentary and accent colors. Landscaping and Fencing A landscape plan has been provided to meet the requirements stated in AMC 9-4.125. The municipal code requires multifamily zoning districts to landscape at least 25% of the site. The applicant’s landscape plan meets this standard. Three existing oak trees will be maintained on the site. Shrubs and groundcover will cover bare ground areas on the site. New trees include Arbutus Marina, Crape Myrtle, Chinese Pistache and Coast Live Oak trees. A five-foot tall wooden fence would enclose small private backyards for each residence. Atascadero Municipal Code (AMC) 9-4.125 requires a minimum five (5) foot landscape strip be provided within the side yard setback of all multifamily project sites, except in locations where a reciprocal access easement exists with the adjacent lot. Due to the shared access easement on the adjacent property, the applicant cannot meet this landscape requirement. However, staff recommends landscaping the space between House B and the driveway. Staff recommends: 1. Landscaping the area between House B and the driveway. 2. A top rail be added to all wood fences. Site Design The Fire Code requires all driveways serving three or more residence s to be at least 20 feet wide. Since the applicant is adding two units to be used by the existing driveway and it already serves one residence on the adjacent lot, the driveway will need to be widened. The applicant is proposing to add six feet of DG base to the existing fourteen feet of paved surface. By adding the gravel base to extend the driveway, the applicant is significantly minimizing the distance between the driveway and House B. Staff recommends: 1. Either reduce the size of House B to increase the setback between the house and driveway or reorient House B to increase the setback from the driveway. One option may be to widen the driveway on the opposite (south side) side of the house on the adjacent property. However, the applicant does not control the adjacent site and would need to seek permission from the owner. DRC DISCUSSION ITEMS: 1.
