Special Meeting
June 6 , 1981 9 : 00 a.m.
Atascadero Administration Building
The meeting was called to order at 9 : 00 a.m. by Mayor Wilkins.
PRESENT: Councilmen Highland, Mackey, Nelson and Mayor Wilkins
' ABSENT: Councilman Stover
Mayor Wilkins noted that the meeting was called for the purpose
of reviewing the Preliminary Budget for Fiscal Year 1981-82. Mr. Warden
provided an overall review of the proposed budget and noted different
forms of municipal budgeting.
' The budgets of the Police, Fire, Planning and Public Works Depart-
ments were reviewed with comments and questions from Council .
' Recess 10:45 a.m. RECONVENED 10:55 a.m.
Discussion on the Public Works Department budget continued; also
Recreation, City Council, City Manager, City Attorney, Finance and
Non-Departmental.
' Council then reviewed the requests from various agencies re-
questing funds for the 1981-82 fiscal year. Anthony Avina appeared on
behalf of the San Luis Obispo County Symphony Association's request
for $400; Priscilla White on behalf of Family Services Center' s
request for $500; Robert Jones on behalf of the Chamber of Commerce 's
request for $16,500 (reduced from an original request of $25, 000) ;
Betty Hill on behalf of Hotline' s request for $500; Leonard Roders on
behalf of People' s Self Help Housing Corporation' s request for $4 ,000;
and Ethal Hagan for the Senior Citizens' request for $2,400. Ms. Hagan
noted that the Seniors were also requesting a continuance of the
' support supplied by the City last fiscal year for mileage and insur-
ance on their vehicle amounting to $1, 800 per year added to their
requested amount. Daphne Fahsing representing the Action for Animal
Rights requested $5, 000 to pay a portion of veterinarians ' costs for
spay and nuetering of animals.
As this was a study session, no action was taken on the requests.
The meeting adjourned at 12: 30 p.m.
