CALL TO ORDER:
Chairperson Hatch called the meeting to order at 4:03 p.m.
Committee Member Fraser arrived at 4:04 p.m.
Deputy City Clerk, Amanda Muther, administered the Oath of Office to new Citizens'
Sales Tax Oversight Committee Members Argano, Fraser, Giessinger and Rogers.

Burgess to approve the CSTOC Draft Action Minutes of the
December 15, 2017 CSTOC meeting.

B. INFORMATIONAL ITEMS:
1. Review Committee B laws and Rules of Procedure
• Recommendation: Committee review Bylaws and Rules of Procedure for the
Citizens- Sales Tax Oversight Committee. [City Clerk]
Deputy City Clerk Muther offered to provide a brief overview of the CSTOC Bylaws.
Chairperson Hatch confirmed that there had not been any changes to the Bylaws. A
presentation was not given as there were no Committee Member questions.
Vice Chairperson Jones spoke briefly about the requirement that CSTOC Committee
Members be Atascadero residents. New Committee Member Rogers indicated her home
address was marginally outside the City limits. Staff advised that they would reach out to
the City's attorney regarding the matter, but it was anticipated that Senior Citizens United
would need to appoint a new representative who lives within the City limits.
C. BUSINESS ITEMS:

2. Set Next Meeting

The Committee expressed interest in having a set schedule for CSTOC meetings on the
third Thursday of July and second Thursday of December. Staff advised a two year
calendar would be prepared and submitted to the Committee for approval at the next
meeting.

DESCRIPTION
This fund is a sub -account of the General Fund and is used to account for projects with special funding received from Sales Tax Measure F-14 approved by
voters in November 2014. The sales tax measure increases the City sales tax rate by 0.5% effective April 1, 2015, and includes a 9 member Citizen Oversight
committee, an annual road report, and a 12 year sunset clause.
When voters approved Sales Tax Measure F-14, they also approved Measure E-14, recommending the sales tax revenue be used for the purpose of repairing
and maintaining neighborhood roads and other roadways.
Road repair projects are typically larger road projects that repair or rehabilitate the road. Road maintenance projects are also typically large projects that are
designed to preserve those roads that are in good or fair condition. Neighborhood roads and other roadways includes residential roads serving those lots directly
fronting the road and not through -traffic, collector roads funneling local traffic from residential roads to arterial roads, and arterial roads carrying the largest
amount of traffic.
Other costs may also include drainage repairs necessary to preserve/protect/repair the surface of the road, bridge repairs to maintain the asphalt/pavement on the
bridge structure excluding maintenance of the structure itself, consultant and City staff time spent working directly on the project, and f=ederal American with
Disabilities Act requirements for any deficient disabled access improvements within the project area. Not included and not funded with this general sales tax
increase is routine road maintenance, e.g. minor pothole repairs, vegetation control, shoulder control, street staffing, road widening, bikeways, new roads,
roundabouts, general administration and overhead.
The Public Works department develops a prioritization plan for the work using a too[ known as the "Critical Point Management" methodology. Ali of the City
maintained roads have been inspected and entered into a program that evaluated the condition of each to help determine how resources can be best spent to
prevent street pavements from dropping into a condition that will trigger more expensive maintenance, rehabilitation, and reconstruction. This process provides
the lowest life -cycle costs for the roadway system to maximize the overall pavement condition.

RECOMMENDATIONS:
Council:
1. Award a construction contract for $1,252,633 to Souza Construction, Inc. for the
Measure F-14 2018 Rehabilitation Project (Project No. C2017R02).
2. Authorize the City Manager to execute a contract with Souza Construction, Inc.
for $1,252,633 for the construction of the Measure F-14 2018 Rehabilitation
Project (Project No. C2017R02).
3. Authorize the Director of Public Works to file a Notice of Completion with the
County Recorder upon satisfactory completion of the Project.
DISCUSSION:
Background:
Sales Tax Measure F-14 was approved by voters in November 2014 to fund the repair,
maintenance, and rehabilitation of City -maintained local roadways with a one-half cent
sales tax over twelve years. A list of projects to be funded with Measure F-14 revenue
is developed each budget cycle by employing the Critical Point Management technique
with the City's Pavement Management Program. The following roadway segments are
proposed to be included in the Measure F-14 2018 Pavement Rehabilitation Project. A
map showing these segments is also attached for reference (Attachment1).

With exception to Rosario Avenue between Traffic Way and Alamo Avenue, the above
roadway segments were identified in the current budget and 5 -Year Capital
Improvement Program (CIP). Rosario Avenue between Traffic Way and Alamo Avenue
is proposed to be added since it is the only section of Rosario between El Camino Real
and Traffic Way that would not be rehabilitated. Furthermore, this is a very short
section (200 feet) and its addition will be minimal cost to the overall project while
providing a fully rehabilitated roadway between EI Camino Real and Traffic Way.
Capistrano Avenue between Sycamore Road and West Mall is the only roadway
segment identified for surface treatment and will be included in the rehabilitation project.
In the past, the City has prepared and constructed rehabilitation and maintenance
(surface treatment) roadways as separate projects. Since there is only one section
identified in the CIP for surface treatment, this segment was included as park of the
rehabilitation project, in lieu of preparing separate construction documents. Doing so
provides project cost savings by reducing staff time. Furthermore, geotechnical
investigations identified several of the rehabilitation roadway segments to be structurally
sufficient and only needing light rehabilitation or heavy maintenance work.
Analysis:
The project was advertised for a minimum of 30 days in accordance with public
contracting laws, starting June 19, 2018 with the bid opening on July 19, 2018. A total
of six (6) bids were received ranging from $1,252,633 to $1,652,764. Souza
Construction, Inc. of San Luis Obispo submitted the low bid of $1,252,633.40. Of
particular note is that the lowest three bids were within 5%, which generally indicates
the bid package is clear and accurate. All bids were reviewed for accuracy and
compliance with the City of Atascadero bidding requirements, and it was determined
that Souza Construction, Inc. was the lowest responsive bidder. The three lowest bids
were within 3% of the Engineer's Estimate of $1,273,675.

Staff was heavily involved in value engineering during the design process and worked
closely with the consultants (North Coast Engineering and Earth Systems) to determine
the appropriate level of treatment on each roadway. As part of the design process,
each roadway segment was analyzed to determine if and where underlying structural
issues existed, and where the pavement degradation was confined to the surface
courses and could be remedied with a less costly treatment (grind and overlay, overlay,
cape seal, etc.). The design team worked together to pinpoint the worst areas,
determine the causes of failure, (drainage issues, poorly compacted subgrade fill,
insufficient structural section, etc.), and focus the major repairs at these locations.
Using this approach of utilizing localized digouts, overlays and seal coat, the
construction cost was kept significantly under budget.
During construction, some inconvenience is expected to vehicular and pedestrian traffic
along the roadway segments. The contractor will be required to prepare a traffic control

impediments to driveways. Since the majority of the pavement rehabilitation will match
existing grades, the number of driveways that will need to be removed and replaced is
minimal. This will limit impacts to individual property owners. Property owners on each
roadway segment will be notified of the construction schedule prior to work beginning.

The project is included in the proposed FY2017-2019 budget for $2,200,500 in Measure
