As a Trustee of the Atascaderp Unified School District, speaking as a private citizen, I am strongly opposed to
the use of the armory as a warming center for the homeless. The close proximity of the armory to the Fine Arts
Academy, the S.T.E.P.S. program and the Atascadero Middle School, make it an absolutely unacceptable
choice as a warming center.
Please share this correspondence with each member of the City Council.
Sincerely,
Donn Clickard

Good Morning
I will not be at the Council meeting tonight, but I wish to voice my total opposition to the proposal to use the National
Guard Armory for a "no barrier warming shelter". Why would you subject the members of the National Guard who
voluntarily spend their time in service to their country, to the filth, unsanitary, and unsafe conditions the "homeless'
typically leave behind every place they gather any more than you'd invite them into your own homes.
Kind Regards
Mark Kastner

Subject: Armory for Homeless
Hello Tom,
Hope this holiday season is treating you well? Just a note to ask you to vote NO on using the Armory as a shelter for the
homeless. Too close to schools and young children. I personally do not like the idea that people who are under the
influence (use of drug paraphernalia etc. could be a huge health issue) be admitted. Other facilities who have
accommodated the aforementioned have experienced discarded needles, trash, defecating in public areas and on and
on.
Thank you very much!
Kind regards,
Barbara

Housing the homeless in the Atascadero Armory should not be allowed.
The Armory is across the street from 2 schools with students 12 years and younger.
The Armory is next to the Community Center which exists to attract our youth.
It is inconceivable that anyone would consider exposing children to a multitude of unknown adults without
any restrictions or consideration to the adults' drug addictions, criminal history, or anger management issues.
Even if it were not for the fact that the Armory is located in a spot that provides easy access to hundreds of
children, the Armory is in a state of extreme disrepair and is not suitable for human habitation.

To all City Council Members
I live at
I have lived at this location since 1991.
I have called the PD several times on what appear to be homeless people acting out. Sometimes at 3-4 in the morning.
If you go over to the armory at about the time school gets out you will see how the kids congregate and cross the
armory property. If I remember correct, there was a recent arrest of a sex offender in the area. Who monitors if the
homeless are sex offenders.
Again, let me state: "It is a bad idea to bring the homeless into the area around the schools and this part of town."
I have provided housing, mentored, counseled and provided guidance for some homeless over the years. I figure
there is about 1 in 10 will decide to change. I have that "1" doing well and being a productive member of the
community.

Dear City Council:
•I've spoken with Mayor Elect Heather Moreno, multiple times and have made it clear that I does not support
the Armory as a location for a warming shelter. I've shared with her my serious concerns about student and
school safety.
I am aware of many calls to the National Guard and left multiple messages that we do not support the Armory
being used as warming shelter.
-My concerns are as a concerned citizen.
. Where are they coming from, where do they go when they wake-up, who cleans up after them, who protects
them from themselves, who is liable for their behavior what are the proposed hours of operation? These are just
a few of my concerns.
Here are some of the related facts as it pertains to the school district:
Enrollment of Schools near the Armory:
Atascadero High School 1,301
Atascadero Middle School 939
Fine Arts Academy 236
STEPS 10
In addition, we also run the bus hub from West Mall and this is how we transport our elementary school
students.

-Here is more detail related to the Bus Hub on West Mall and how many students use our transportation
system. The number of students that use the Bus Hub is currently 260 students. However, this number can
fluctuate and it is safe to say that "300" students utilize the Bus Hub as part of their home --to school --
transportation.

Subject: Toys for Tots use of Atascadero Armory
Tom,
Thank you for letting me discuss with you the use of the armory for civic events in Atascadero. I know there is
a concern for homeless people in Atascadero and a proposal to use the National Guard Armory for a warming
center. Over many years Toys for Tots , Loaves and Fishes, and Coats for Kids have used the armory for its
annual Christmas Basket program. We will be using the armory on Monday December 10th through Wednesday
December 12 to deliver, organize, and distribute toys, coats and food to the needy of Atascadero. My concern
with the use of the armory as a warming center would that this would then proclude our organizations from
using that site. Unfortunately there is not another site in town that could hold the services that we provide.
Please consider all the local organization that use the Armory that would be affected by this change.
Sincerely,
Sage Hider
