RECOMMENDATION:
Board receive Annual Report.
DISCUSSION:
Background: The Agency entered into an Agreement to provide services with
Atascadero Main Street on or about September 2002. Pursuant to the terms of that
agreement, Atascadero Main Street is required to furnish an annual report outlining the
accomplishments of the preceding year, and a work plan for the upcoming year.

n Introduction
The annual report of activities and accomplishments for the Atascadero Main Street is
organized as follows:
Activity Bullet List for 2005-06
Main Street committees work on specific activities. supporting goals set by the Main
Street Board of Directors. Main Street committees also make recommendations to the
board. The board reviews committee recommendations and determines whether to
support, modify or reject those recommendations.
This section lists specific activities and actions taken by Main Street committees and the
Board of Directors.
Draft of Board Goals for 2006-07
The Board of Directors established this draft of its list of goals for the next fiscal year
during its recent goal -setting meeting. The board also made preliminary determinations
on which committees should be responsible for working on which goals, while stressing
that committees should work together to complete these tasks in an integrated manner.
The Board of Directors has formed a ad hoc budget committee to use these goals as the
basis for the construction of the 2006-07 work plan and budget. The committee is
scheduled to meet April 10, 2006. The budget and work plan will be forwarded to the city
when they are complete.
As always, the Atascadero Main Street Board of Directors appreciates the support of the
City of Atascadero and the. Atascadero Redevelopment Agency and welcomes comments
and questions.

Economic Restructuring Committee:
Major recommendations to the Board -
• Support the Gearhart Project at the corner of El Camino Real and Entrada.
• Support video screens proposed for Gearhart project at El Camino Real and
Entrada.
• Coordinate with Colony Square representatives to facilitate that project.
• Request the city require contributions from major retail development outside the
retail core.
Other activities —
Maintained Property/Space Availability report for distribution through Main
Street office. Richard Shannon of Peabody & PLUM Realty provides information
regarding properties for sale and/or lease. That information is posted on the Main
Street website.
Received presentation from Bob Lata, City of Paso Robles, regarding
redevelopment. Mr. Lata was invited by the group to talk about Paso Robles'
experience with the redevelopment process.
• Received presentation from Warren Frace, City of Atascadero regarding
downtown developments and the city General Plan. Mr. Frace presented an
excellent talk updating committee members on various downtown projects. He
also summarized the genesis and implementation.of the city's general plan.

n Promotion Committee:
Majonrecommendations to the Board -
• Change branding of downtown to Historic Colony District.
• Request fagade improvement funds to cover costs of historic plaques for
downtown buildings.
• Make entrance, freeway, announcement signage high priority.
• Facilitate and assist other groups to establish new, events rather than developing
new Main Street events.
Other activities —
• Winter Wonderland
This year's event was the best -attended ever. It was staged in the newly -upgraded
Sunken Gardens and made full use of the park's new power grid. Thousands of
people, young and old, attended the event to enjoy the snow, entertainment, food
and Santa Claus.
• Annual Dinner
For the first time this annual event was staged at the Carlton Hotel. It was a sell-
out and the new silent auction component proved to be a successful fund-raiser
n for the organization. Businesses were showcased in a special video presentation
and attendees were addressed by KPRL's Joe Benson and Mayor Tom O'Malley.
Outgoing board members were honored, new board members were inducted and
the Board Member of the Year, Vivian Michel, was honored.

® Sweetheart Stroll
This event was also the largest of the strolls staged over the last five years.
Twenty wineries from north and south county, 39 local businesses (included
seven restaurants) welcomed people downtown for the wine -and -chocolate stroll.
A new component of this year' stroll was a dance demonstration at the Carlton
Hotel featuring tango, swing, ballroom and salsa.
• Springtime In The Colony
This event also grew, adding a community health faire to the traditional Easter
Egg Hunt. Food and crafts vendors, picnic games, and musical entertainment
added to the fun.
• Developed downtown directory maps for antique/gift shops and restaurants.
New maps and directories for downtown businesses were developed and
distributed to local hotels and B&Bs. These materials are now being update for re-
printing for the next year.

• Assisted with locating new major sponsor for Hot El Camino Nite.
Main Street worked to support and assist city staff with this major downtown
event. Locating a new major underwriting sponsor, assisting with staging their
display area and coordinating food and music for the sponsor were significant
contributions.
Implemented co-op advertising project engaging 15 local merchants in a multi-
media campaign during the Christmas holiday season.
Main Street coordinated an $8,000 holiday advertising blitz featuring insertions in
local TV, radio and newspaper. Main Street did all video, audio and print
production for participating merchants, a $7,500 value, bringing the total value of
the campaign to more than $15,000.
Assisted with development of new events by other groups:
Above The Grade Plein Air Festival
Local artists will stage a North County version of this popular outdoor art festival
at the end of April 2006. Main Street is coordinating facility reservation, assisting
with solicitation of wineries and helping with promotion.
• Porsche Rendezvous
Main Street has been asked by a statewide Porsche car club to help facilitate a
show in late August 2006. The program will consist of 200 car owners visiting the
community, staging a show around the Sunken Gardens and cruising to local I 1
scenic areas.
North County Farmers Market
Main Street has led the effort for more than a year to convince the North County
Farmers Market to re -locate the Wednesday afternoon event to the Sunken
Gardens area. Recently, after a presentation by the Executive Director, the Mayor
of Atascadero and the Assistant City Manager, the NCFM board decided to make
the move beginning June 7, 2006. A steering committee has been formed to
coordinate the NFCM efforts with Main Street and city activities on Wednesday
afternoons/evenings. The result will be a "Colony Night In Atascadero' that will
feature a variety of activities and shopping opportunities designed to attract large
numbers of people downtown on Wednesdays.

Design Committee:
Major recommendations -to the Board -

Other. activities -
Took field trip to Arroyo Grande to meet with director of the Village of Arroyo
Grande business group and tour their downtown. The committee learned about the
successful business association in the city and how theirmajor event, the
Strawberry Festival, funds most of their downtown improvements including
landscaping, maintenance and lighting,,
Developed formal application process for, fast facade improvement project.
This program, which began inan informal manner more than a year ago, has now
been established as a regular feature of the Main Street service inventory. There is
now a well-defined process for identifying likely projects, taking/processing
applications, selecting projects and completing fast facade_improvement tasks. .
During the last year two more projects were; completed; Musicians and Unlimited
and Accommodating,You, both storefronts on' Traffic Way. Total cost: less than
$500:00.
• At the city's request, the committee developed a list of proposed sites for new
light poles in the downtown'area. City staff used this list to refine its plan for
adding light poles to the downtown area.

Reviewed fagade improvement proposal for Vetter building on Entrada. Greg .
Ravatt, architect for the city's fagade improvement program and co-chairman of
the Main Street Design Committee, made a presentation to the committee re:
proposals for improving the building on Entrada containing the Sax Corral and
Strasse Porsche Parts. The city has since put the fagade improvement program on
hold.
Completed first floor appearance reviews for State Farm office and the Old
Bakery. At the request of the city, an ad hoc subcommittee has reviewed these
two projects and returned paperwork to the city staff.
Assisted Colony Days Committee with production of Swing In The Colony.
Executive Director Steve Martin continues to serve on the Colony Days Board.
Representatives from Main Street, including Ronda Robb (our vendor
coordinator) joined the Colony Days Committee to help organize and implement
last year's event. Main Street will continue to be involved with Colony Days.
Placed representative on city's Creek Improvement Task Force.
Jan Bewley serves as Main Street's representative to this group. She has presented
creek development materials to the board and a joint meeting of the Board and
Design Committee.
Worked with Chamber of Commerce on special sales events and educational
seminars. Executive Director Steve Martin continues to work on the Chamber's
Media & Marketing Committee and assists the Chamber with poster/flyer design
and other services as needed.
Other Committee Recommendations:
At the direction of the Board of Directors, an ad hoc committee consisting of members of
the Design and Economic Restructuring Committees met to consider the advisability of
request that downtown first floor zoning be reconsidered. The committee voted to
recommend to the board that it is premature at this time to request that first floor zoning
be restricted to commercial uses.
Representatives from the Main Street organization are working as part of the city's ad
hoc committee to review the portions of the city's sign ordinance dealing with banners
and A -frames. Recommendations have been given to city staff and will be forwarded to
the council.

Recommendations to City Council -
• -Support CEQA for Gearhart project at El Camino Real. and Entrada. .
• Support design for pedestrian bridge. Recommendation easement to allow
connection to East Mall.
• Support fagade improvement program.
• Request downtown lighting development comparable to standards at the Carlton
Hotel.
• Support contributions to downtown core from retail construction projects outside
the core exceeding 100,000 square feet.
• Support making downtown design guidelines mandatory.
• Support re -opening of public discussion on downtown design guidelines.
Other activities —
• Initiated new training/orientation for board members regarding Main Street
philosophy/structure, conflict of interest rules and Brown Act requirements.
Newly -elected board members received a two hour orientationprogram. They
were presented with organization binders containing information about the Main
Street program. The Ekecutive Director walked participants through Main Street's
by-laws, policies, procedures and committee structures. Former city attorney Roy
Hanley educated the group concerning the laws concerning conflict of interest and
the open meeting requirements of the Brown Act. This orientation program will
be used for all new board members in the future.
• Held facilitated board retreat and goal -setting sessions. -
The board'held a retreat in Paso Robles halfway through the current fiscal year to
address organizational problems and update progress on Main Street goals.
Recently, the board conducted a goal -setting session to formulate work plans for
the upcoming fiscal year. A preliminary draft of those goals is included in this
packet.
Entered into associate fund-raising program with Partners Check Printing.
Main Street has associated itself with this company for the purpose of offering is
membership check -printing services and to secure a new revenue stream. Main
Street receives a commission on each check -printing order from a Main Street
member. We are awaiting our first progress report on this program.
• Implemented weekly door-to-door informational memo distribution.
In addition to the regular organization newsletter, downtown Main Street
members receive a weekly memo delivered door-to-door by the Main Street
Executive Director and other volunteers. The memo provides a timely source of
information for business members. Advertising on the reverse side of the memo
offers members a business -to -business promotional activity and provides revenue

to offset the cost of producing the memo. The memo is also distributed via e-mail
to those who have requested this service.
Upgraded organization's website. (Website received more than 12,000 visits
resulting in more than 400,000 "hits" during the last year.) The website now
reflects the "Colony District" re -branding and sports attractive pull-down menus
that branch to each "arm" of the organization. The site also provides links to other
sites including the city and the Chamber of Commerce. Among the documents
available on-line are the district map, vendor application, forms and the
Downtown Revitalization Plan. Soon, Main Street forms and brochures will be
available on-line, as will survey services.
Worked with citizens' group to set up a mechanism to collect contributions to be
used for construction of a Veteran's Memorial sculpture. The Main Street board
has set up a.second bank account at Mid -State Bank & Trust for the purpose of
holding funds contributed by community members. A citizens committee will
work with a Main Street ad hoc committee to shepherd this project.
Re -vitalized the Organization Committee for the purpose of fund-raising. The
Board of Directors has recognized the importance of fund-raising activities within
the organization. The.Organization Committee, which had been combined with
the Executive Committee two years ago, is once again a full-fledged committee. It
has been charged with identifying $10,000 in new revenues for Main Street. Betty
Finocchiaro serves as chairperson.
Participated in tourism development activities. Executive Direct Steve Martin sits
on the city's Promotion Coordinating Committee. He has, at no charge, developed
a portal page website_ linking Atascadero with other tourism centers in the area.
He has also developed a tourism development and marketing outline for the
committee. In the future, Main Street Board President Vivian Michel will also
attend the PCC meetings.

Staff Report — Public Works Department
City Parking Lot Funding Allocations
(City parking lot located on East Mall, across the street
from the Historic City Hall.)
RECOMMENDATIONS:
Board authorize the Executive Director to accept an easement from the Atascadero
Unified School District (AVSD) over Lot 3 of Amendment D of Atascadero Colony,
accept ownership of the portable units on the Lot, and pay $60,000.00 to the AUSD.
DISCUSSION:
Background: The Atascadero Unified School District (AUSD) is currently operating
their Mommy and Me classes, as part of the Parent Education Program, in the 27,000
square foot portable units behind the City Parking Lot on East Mall (See Attachment A).
They are moving the classes to the San Benito Elementary School site. This portable is
located on two lots owned by the AUSD, Atascadero Creek Reservation No. 3 and Lot 3
of Amendment D of Atascadero Colony. The facility is air conditioned, has two
bathrooms and is fully functioning.
One of the goals of the Downtown Revitalization Plan is to increase Downtown parking.
The City's parking lot on East Mall is designated a parking area in the Plan. If the
portable unit was removed, the parking lot size in this area could be increased and
pedestrians would have access along Atascadero Creek.
City Staff has been in discussion with AUSD Staff about the portables and the use of
the property. AUSD Staff has agreed to sell the existing portable buildings to the City
and give an easement to the City on Lot 3 of Amendment D of Atascadero Colony for
$60,000.00 (See Attachment B). Atascadero Creek Reservation # 3 is in the process of
being given to the City as part of a settlement agreement. This would give the City
control over all the property from the existing parking lot to Atascadero Creek. The
portables can be used as a construction trailer for the Lewis Ave Bridge Project, a
bathroom for select Downtown events, and the property under it can be used to expand
the parking lot and pedestrian uses in the future. The portables would have to be sold
and removed, or demolished, prior to the parking lot being expanded.
