Chairperson O'Malley called the meeting to order at 6:31 p.m.

RECONSIDERATION
1. Reconsideration - of the Traffic Way Park improvements approved on
March 13, 2007. (Chairperson Tom O'Malley)
Chairperson O'Malley stepped down from consideration of this item stating he owns
property in the vicinity of the park.
MOTION: By Board Member Luna and seconded by Board Member Clay
to authorize the Administrative Services Director to
appropriate $183,500 of Redevelopment Agency Funds to
frontage improvements along the south side of Traffic Way
from Olmeda Avenue to the eastern boundary of Colony Park.
Motion passed 4:0 by a roll -call vote.
Chairperson O'Malley rejoined the hearing.

Annual Report from Atascadero Main Street
RECOMMENDATION:
Agency Board receive Annual Report.
DISCUSSION:
Background: The Agency entered into an Agreement to provide services with
Atascadero Main Street on or about September 2002. Pursuant to the terms of that
agreement, Atascadero Main Street is required to furnish an annual report outlining the
accomplishments of the preceding year, and a work plan for the upcoming year.

Introduction
The annual report of activities and accomplishments for the Atascadero Main Street is
organized as follows:
Activity Bullet List for 2006-2007
Main Street committees work on specific activities supporting goals set by the Main
Street Board of Directors. Main Street committees -also make recommendations to the
board. The board reviews committee recommendations and determines whether to
support, modify or reject those recommendations.
This section lists specific activities and actions taken by Main Street committees and the
Board of Directors.
Draft of Board Goals for 2007-2008
The Board of Directors has established this draft of its list of goals for the next fiscal
year. The board has also made preliminary determinations on which committees should
be responsible for working on which goals, while stressing that committees should work
together to complete these tasks in an integrated manner.
As always, the Atascadero Main Street Board of Directors appreciates the support of the
City of Atascadero and the Atascadero Redevelopment Agency and welcomes comments
and questions.

ACTIVITY BULLET LIST
FISCAL YEAR 2006-2007
Main Street Staff & Volunteers
Winter Wonderland
This year's event was the best -attended ever. Thousands of people, young and
old, attended the event to enjoy the snow, entertainment, food and Santa Claus.
This event, coupled with the city -sponsored ice-skating rink, created a sustained
interest in the downtown area throughout the season.
• Staged second annual Wine & Wassail holiday stroll downtown.
• Annual Dinner
This annual event was staged at the Carlton Hotel. It was a sell-out and the silent
auction component was a successful fund-raiser for the organization. Highlights
of the year's activities were showcased in a special video presentation. Volunteers
were honored and new board members were installed.
• Sweetheart Stroll
This year's stroll was postponed by rain. It was replaced by the Springtime Stroll.
About two dozen businesses, 10 wineries, a dozen artists and several dance
instructors participated.
• Staged "Show & Shine" car show in conjunction with Hot El Camino Nite.
Established a vendor/entertainment area in the Sunken Gardens that drew and
retained crowds throughout the evening.
• Staged a new vendor event, "Colony Craft Fair" on Labor Day Weekend in the
Sunken Gardens. Attracted 20 vendors and associated traffic.
• Assisted Colony Days Committee with its annual event. Atascadero Main Street
assisted with parade application processing, parade layout and parade scripting.
The day of the event, Main Street sponsored a beer booth adjacent to the Sunken
Gardens. Main Street also poured wine for Swing In The Colony events.

• Assisted with Mayor's Dinner at Atascadero Lake, raising more than $825 for the
cause.
• North County Farmers Market — Solicited donations for musical acts which
performed weekly. Staged a Pirate's. Day Treasure Hunt, Children's Story Area,
and an Ice Cream Social. Each week MainStreet sets up banners and flags for the
market.
• Maintained and enhance the organization's website.
• Produced and hand -delivered weekly memo to update members on downtown
developments and other issues of interest.
• Executed a two-month memo survey to determine needs of downtown merchants.
(Copies delivered to council.)
Economic Restructuring, Committee
• Completed new survey of downtown merchants.
• Assembled business recruitment package.
• Pro -actively contacted businesses that would be a "good fit" for addition to the
downtown.
Design Committee
• Accomplished three appearance reviews at the request of the city.
• Assisted with the development of a downtown banner program, yet to be
implemented.
Other
• Worked with city staff on creek development plan.
• Worked with city staff on bridge development plan.
• Worked with city staff on wayfinding signage plan.
• Worked with city staff on streetscape improvement plan.
• Worked with city staff on downtown lighting plan.
• Worked with city staff on traffic circulation/parking issues.

Hotel.

• Support re -opening of public discussion on downtown design guidelines.
• Support Planning Commission review for new construction projects under 10,000

OVERALL:
We will strive to be positive, proactive and productive.
We will remain focused on our organization's mission statement.
BOARD GOALS:
• Attend as many Main Street training conferences as possible
• Hold all committees accountable for their work plans
• Support and adhere to the standards set down in the Downtown Design Guidelines
• Communicate more effectively with the city and the community
• Investigate any and all means to promote Main Street
• Use the Internet to promote tourism in the downtown
• Maintain strong relations with the Chamber of Commerce
• Create positive relationships with local developers
• Support the recommendations of the Tourism Report
• Assemble a booklet highlighting historic structures and their backgrounds
• Facilitate a workshop seminar to assist Main Street and other organizations in
