A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ATASCADERO FINDING PERMIT BLD-2001-1056
FOR THE CONSTRUCTION OF PHASE I ROAD IMPROVEMENTS FOR
THE PD-11 / 3F MEADOWS PROJECT IS CONSISTENT WITH THE
PROJECT EIR AND MITIGATION MONITORING PROGRAM
(PD-11 /3-F Meadows / Shetler Construction)
WHEREAS, the City Council approved Lot Line Adjustment 94005 (ATAL 94-002),
Road Abandonment 94-001, and.Zone Change 94-0001 on February 28, 1995; and
WHEREAS, the City Council certified the Final Environmental Impact Report prepared
for the project on February 28, 1995 finding that it is in full compliance with the California
Environmental Quality Act; and
WHEREAS, Lot Line Adjustment Map 2000-0005 (ATAL 00-192) has been reviewed
and found to be in conformance with Lot Line Adjustment Map 94005 (ATAL 94-002) approved
by the City Council on February 28, 1995; and,
WHEREAS, Construction Permit BLD-2001-1056 was applied for on July 16, 2001 for
the construction of street and utility improvements within Phase I of PD-11 ; and,
WHEREAS, the Community Development Director has determined on April 18, 2002
that the BLD-2001-1056 is in conformance with the prior 3-F Meadows Ranch project approvals
including PD-11 and the Project EIR and Mitigation Monitoring Program; and,
WHEREAS, an appeal of the Community Development Director's determination was
received from Councilperson George Luna on May 2, 2002; and,
WHEREAS; the Planning Commission of the City of Atascadero held a duly noticed
public hearing on June 4, 2002 to hear the appeal as required by the City of Atascadero's
Municipal Code; and,
WHEREAS; the Planning Commission following the close of public testimony and
introduction of evidence voted to adopt Resolution PC 2002-0032 thereby upholding the
Community Development Director's determination that the project was consistent with the EIR
and Planned Development; and,
WHEREAS, an appeal of the Planning Commission's decision was received from Joan
O'Keefe on June 17, 2002;and,

WHEREAS; the Atascadero City Council held a duly noticed public hearing on July 9,
2002 to hear the appeal as required by the City of Atascadero's Municipal Code; and,
NOW,THEREFORE,BE IT RESOLVED that the City Council finds as follows:
1. Permit BLD-2001-1056 is in conformance with the prior 3-17 Meadows Ranch project
approvals including PD-11 and the Project EIR and Mitigation Monitoring Program as
attached on Exhibit A and Exhibit B.
On motion by Council Member Johnson and seconded by Council Member Scalise, the
foregoing Resolution is hereby adopted in its entirety by the following roll call vote:
AYES: Council Members Clay, Johnson, Scalise and Mayor Arrambide
NOES: Council Member Luna
ABSENT: None
ABSTAIN: None
