A RESOLUTION OF THE COUNCIL OF THE CITY OF ATASCADERO
CHANGING THE GENERAL PLAN LAND USE MAP FROM "SUBURBAN SINGLE
FAMILY" TO "LOW DENSITY MULTI FAMILY" AND EXTENDING THE URBAN
SERVICES LINE TO INCLUDE THE SITE,
FOR PROPERTY AT 3055 TRAFFIC WAY
(GP 98003: Mackey)
WHEREAS,the Planning Commission, at a Public Hearing held on June 15, 1999,
studied and considered General Plan Amendment#98003, after first studying and considering the
Negative Declaration with Mitigation prepared for the project, and
WHEREAS, the Planning Commission voted(5-2)to recommend approval of the general
plan map amendment request; and
WHEREAS, the laws and regulations relating to the preparation and public notice of
environmental documents, as set forth in the State and local guidelines for implementation of the
California Environmental Quality Act(CEQA) have been adhered to; and
WHEREAS, a timely and properly noticed Public Hearing upon the General Plan
Amendment application was held by the City Council at which hearing evidence, oral and
documentary, was admitted on the General Plan amendment.
NOW, THEREFORE, BE IT RESOLVED
SECTION 1. That the City Council hereby makes the following findings:
1. The General Plan map change will not result in significant environmental impacts. The
Negative Declaration with Mitigation prepared for the map changes and project has been
certified as adequate, in accordance with California environmental laws.
2. The map amendment is consistent with the text of the General Plan Land Use, Housing,
and other relevant Elements, because it promotes the orderly development of the city by
providing low and moderate income housing and thereby meets Housing Element goals,
and because the site is unique and not suitable for low-density single family development.
The basic community goal of providing larger lots farther from the community center
does not apply to this atypical, unique site.
SECTION 2. That the City Council hereby approves General Plan Amendment#98003,
amending the Land Use Map as shown on Exhibit A.
On motion by Council Member Arrambide, and seconded by Council Member Lerno the
Resolution 1999-037

foregoing resolution is hereby adopted in its entirety by the following roll call vote:
AYES: Council Members Arrambide, Lerno and Mayor Johnson
NOES: Council Member Luna
ABSTAIN: Council Member Clay
ABSENT: None
