The applicant proposes a new 2,800 square-foot drive-through coffee shop and associated site improvements between the existing Jack in the Box and Marston’s 101 restaurants. This proposed development will complete the West Front Village development. General Plan Designation: General Commercial Zoning District: Commercial Retail Proposed Environmental Determination: The project may require amending the previously certified Mitigated Negative Declaration for the West Front Village development, based on potential traffic impacts. Project impacts will be reviewed and analyzed during the review process and the appropriate environmental determination will be made prior to project hearings. City Hall, 6500 Palma Avenue, Rm. 306, Atascadero, CA CALL TO ORDER – 2:00 p.m. Committee Member Dariz called the meeting to order at 2:00 p.m. Committee Member Dariz will chair today’s meeting, since Chairperson Fonzi is absent and declared previously that she would not be in attendance for today’s meeting due to a conflict of interest. APPROVAL OF DRAFT MINUTES OF APRIL 11, 2018 MOTION: By Committee Member Anderson and seconded by Committee Member Jones to approve the Consent Calendar. There was Committee consensus to approve the Consent Calendar. (Jones abstained from voting on the April 11, 2018 minutes) Committee Member Jones noted that she had not been at the April 11, 2018 meeting and would be abstaining from voting on the 2nd set of minutes. DEVELOPMENT PROJECT REVIEW 3. DESIGN REVIEW OF A DAYCARE/PRESCHOOL AT 3215 EL CAMINO REAL Property Owner/Applicant: Shelley Hanlon, 3215 El Camino Real, Atascadero, CA 93422 Project Title: PLN 2017-1661 / Conditional Use Permit 2017-0320 Project Location: 3215 El Camino Real, Atascadero CA 93422 APN 049-163-017 (San Luis Obispo County) Project Description: 2nd public meeting to review a daycare/preschool with a capacity for up to 24 children. The business will include outdoor play areas and a parking area. Daycare centers are required to obtain a license through Community Care Licensing. General Plan Designation: SE Zoning: RS Proposed Environmental Determination: The proposed project is Categorically Exempt (Class 3) from the provisions of the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., “CEQA”) and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.) pursuant to CEQA Guidelines Section 15303, because it is the conversion of an existing building with only minor alterations are proposed. City Staff: Katie Banister, Associate Planner, Email: kbanister@atascadero.org, Phone: 470-3480 Staff Recommendation: Staff Recommends the Design Review Committee review the site plan and make recommendations to the Planning Commission for Conditional Use Permit 2017- 0320 allowing a child care center with capacity for 24 children in th e Residential Suburban zoning district. Associate Planner Banister and Director Dunsmore answered questions from the Committee. PUBLIC COMMENT The following members of the public spoke during public comment: Shelley Hanlon, Russ Colton, and Leah Colton. Chairperson Dariz closed the Public Comment period. The Committee made the following recommendations (in red): 1. Providing adequate access to a commercial business on a shared driveway The Committee was in support of having the applicant design proper access to this business on a shared driveway. The Committee recommended that staff work with the applicant, (based on her past experience running a preschool), to incorporate an Operational Restriction that would work with the parking as designed. The Operational Restriction (which would stagger drop off and pick-up times), is being recommended to the Planning Commission as a condition. 2. Quantity of parking spaces The Committee was in favor of a total of six (6) spaces which will include five (5) on the paved pad and one (1) accessible space at the house. 3. Design of parking area  Stepped level – The Committee was not in favor of stepped levels in the parking area.  Width of parking spaces The Committee recommended making the parking spaces wider to allow for better back-up space.  Interaction with driveway The Committee recommended the pedestrian area not be in the driveway. The Committee recommended that the applicant work with staff on pursuing the option for a looped driveway as long as it does not impede with the septic system or other existing utilities. 4. Walkways between the parking area and building – The Committee recommended that the pedestrian path from the parking spaces to the facility, not be located in the driveway. 5. Appropriate distance for the fence from the front property line – The Committee recommended the fence be 25’ back from the edge of the right-of-way. The fence must comply with the Municipal Code and be consistent with sight- distance and visibility requirements. 6. Signage: size and orientation – The Committee recommended that staff work with the applicant on sign design, location and orientation. 24 sq. ft. is acceptable. 7. Landscaping – The Committee recommended that funds be prioritized towards the parking and access, but landscape should comply with the Municipal Code. The Committee was in favor of the applicant working with staff on the above solutions, and then moving the project forward to Planning Commission. The applicant has been working with Starbucks and they have a ne w prototype that has a different design theme from the prior elevations submitted. The applicant requested that the DRC review the revised architecture for recommendation to Planning Commission. The site plan has remained the same. In 2005 the West Front Village project was approved which included a residential planned development, a hotel, and 3 accessory commercial pads. Jack-in-the-Box was constructed in 2008 and Marston’s 101 was constructed in 2014 . This proposed development will occu py the remaining pad between the Jack -in-the-Box and Marston’s 101 restaurant. The project requires the approval of a Conditional Use Permit because it includes a drive-through. ITEM 2 West Front Drive-Through PLN 2017-1656 / Marchi Design Review Committee | City of Atascadero | www.atascadero.org | fb.me/planningatascadero DRC DISCUSSION ITEMS: Architecture and Color: When the DRC previously reviewed the proposed architecture, a modern theme was proposed with wood accents. The new prototype accentuates the modern theme and emphasizes glazing and clean structural lines. Wood look material is included as an accent material to the base of the building at the drive -through window and under the projecting overhang elements. The elevation facing West Front includes glazed walls toward the north and landscaped wall trellises on the remaining portion. Landscaping will also be included between the drive-through aisle and West Front. The entrance elevation facing the internal park ing lot is designed with a projecting overhang and patio seating space. The front elevation is mostly glazing with wall trellis features as accents. There are also large amounts of glazing on the north and south elevations, facing the Jack-in-the-Box pad and the center entry driveway. While this architectural theme is more contemporary than the existing center buildings, the form and massing compliments the existing architectural palette and provides contrast and interest along the street frontage. Staff will be asking the applicant to provide a colors and materials sample board prior to proceeding to Planning Commission. Signage: Building signage is proposed on the entry elevation and the elevation facing the Jack-in- the-Box site. The applicant will also have the option of signage on the existing pylon structure. Staff has concerns about any illuminated signage on the entry elevation as this faces the residential neighborhood. Staff recommends the following related to signage: 1. Ensure that any signage facing the residential neighborhood be low level and designed to eliminate glare and of site light spillage. 2. Signage can be added to the West Front facing façade if desired.
