CITIZENS-'SALES TAX
OVERSIGHT COMMITTEE
MINUTES
Thursday, October 5, 2017

CALL TO ORDER:
Chairperson Hatch called the meeting to order at 4:02 p.m.
ROLL CALL:
Present: Committee Members Burgess, Greenaway, Hustace, Shaw,
Simonin, Vice Chairperson Jones and Chairperson Hatch
Absent: Committee Member Argano
Staff Present: Public Works Director Nick DeBar and Deputy City Clerk Amanda
Muther
APPROVAL OF AGENDA:
MOTION: By Vice Chairperson Jones and seconded by
Chairperson Hatch to approve the agenda.
Motion passed: 7:0 by a voice vote.
Chairperson Hatch introduced himself and gave Committee Members and City staff an
opportunity to do the same.
PRESENTATIONS: None.
PUBLIC COMMENT: None.

1. Review Committee Bylaws and Rules of Procedure
■ Recommendation: Committee review Bylaws and Rules of Procedure for the
Citizens' Sales Tax Oversight Committee. [City Clerk]
MOTION: By Vice Chairperson Jones and seconded by Committee
Member Hustace to bring back recommendations to amend the
Citizens' Sales Tax Oversight Committee's Bylaws as follows:
1. Allow Atascadero Community Groups to appoint
members of their group to the CSTOC Committee, even
if the members are not a resident of Atascadero.
2. Establish that the first CSTOC meeting of the year will
be held early in June on an annual basis.
Motion passed: 7:0 by a voice vote.

1. Measure F -14 Project Updates
• Fiscal Impact: None.
• Recommendation: Committee receive updates on Measure F -14 projects.
[Public Works]
Public Works Director Nick DeBar gave the presentation, and answered questions from
the Committee.
Vice Chairperson Jones left at 5:41 p.m.
2. Set Next Meetinq
The next meeting was tentatively set for December 14, 2017 at 4:00 p.m.

E. ADJOURNMENT
Chairperson Hatch adjourned the meeting at 6:01 p.m.
