This agenda is prepared and posted= pursuant to ` the-require-
ments of Government Code Section 54954.2. By listing a topic on
this agenda, the City Council has expressed its intent to discuss
and act on each item. In addition to any action identified in
the brief general description of each item, the action that may
be taken shall includes A referral to staff with specific re-
quests for information; continuance; specific direction to staff
concerning the policy or mission of the item; discontinuance of
consideration; authorization to enter into negotiations and exe-
cute agreements pertaining to the item; adoption or approval;
and, disapproval.
Copies of the staff reports or other documentation relating
to each item of business referred to on the a9enda are on file in
the office of the City Clerk, available for public inspection
during City Hall business hours. The City Clerk will answer any
questions regarding the agenda
RULES OF PUBLIC PARTICIPATION:
* Members of the audience may speak on any item on the agenda.
* A person may speak for five (5) minutes.
*' No one may speak for a second time 'until everyone wishing to
speak has had an opportunity to do so. _
No one may speak more than twice on any item.
* Council Members may question any speaker; the speaker may
respond but, after the allotted time has expired, may not
initiate further discussion.
The floor will then be closed' to public ` participation and
open for Council discussion.

A. Resolution No. 27-90 - Calling ,and giving notice of the
holdIng of a Genera Municipal Election to be held on
Tuesday, June 5, 1990, for the purpose of the election
of certain officers as required by the provisions of
the Laws of the State of California relating to General
Law cities
B. Resolution No. 26-90 Requesting the Board of Super-
visors of the County of San Luis Obispo to consolidate
a General Municipal Election to be held on June 5,
1990 with the Statewide -Primary Election to be held on
the date pursuant to Section 23302 of the Elections
Code

Calling Election & Requesting Consolidation
RECOMMENDATION
City Council adopt the attached Resolution No . ' s 26-90 and 27-90.
BACKGROUND
Due to an oversight , the attached resolutions were not brought
before you at the last regular meeting for adoption. Pursuant to
Sec . 23302 of the Elections Code, resolutions to call a municipal
election and to consolidate with the statewide primary must be
• filed with the County by March 9, 1990 and in order to meet this
deadline, Council is being asked to consider them.
In addition, March 9 is also the last day to notify the County if
the City wishes to have a measure on the ballot . Because both
the above-mentioned resolutions must outline any proposed
measure(s) , Council is being given an opportunity to discuss
whether or not they wish to place on the ballot the question of
whether the Offices of City Clerk and City Treasurer should be
appointive or remain elective.
I have attached two alternatives for the following resolutions:
1 . RESOLUTION NO. 26-90 REQUESTING TO CONSOLIDATE A GENERAL
MUNICIPAL ELECTION TO BE HELD ON JUNE 5, 1990, WITH THE
STATEWIDE PRIMARY ELECTION TO BE HELD ON THE SAME DATE.
Alternate A to be used if a measure is placed on the ballot .
Alternate B to be used if no measure is placed on the
ballot .
2. RESOLUTION NO. 27-90 CALLING AND GIVING NOTICE OF THE
HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON
TUESDAY, JUNE 5, 1990.
• Alternate A to be used if a measure is placed on the ballot .
Alternate 9 to be use if no measure is placed on the ballot .
OPTIONS
1 . If Council wishes to place a measure on the ballot - Adopt

RESOLUTION NO. 27-90
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ATASCADERO, CALIFORNIA,
CALLING AND GIVING NOTICE OF THE HOLDING
OF A GENERAL MUNICIPAL ELECTION
TO BE HELD ON TUESDAY, JUNE 50 1990,
FOR THE PURPOSE OF THE ELECTION OF CERTAIN OFFICERS
AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF
CALIFORNIA RELATING TO GENERAL LAW CITIES
WHEREAS, under the provisions of the laws relating to
general law cities in the State of California, a General
Municipal Election shall be held on June 5, 1990, for the
election of Municipal Officers; and

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ATASCADERO,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1 . That pursuant to the requirements of the laws
• of the State of California relating to General Law Cities, there
is called and ordered to be held in the City of Atascadero , on
Tuesday, June 5, 1990, a General Municipal Election for the
purpose of electing two Members of the City Council for the full
term of four years, a City Clerk for the full term of four years
and a City Treasurer for the full term of four years.
SECTION 2. That the City Council , pursuant to its right
and authority, does order submitted to the voters at the General
Municipal Election the following question(s) :

SECTION 3. That the proposed measure submitted to the
voters is as follows:

SECTION 4. That the ballots to be used at the election
shall be in form and content as required by law.
SECTION 5. That the City Clerk is authorized , instructed
and directed to procure and furnish any and all official ballots,
notices, printed matter and all supplies, equipment and
paraphernalia that may be necessary in order to properly and
lawfully conduct the election.
SECTION 6. That the polls for the election shall be open
at seven o ' clock a.m. of the day of the election and shall remain
open continuously from that time until 8:00 p .m. of the same day
when the polls shall be closed , except as provided in Section
14301 of the Elections Code of the State of California.
SECTION 7. That in all particulars not recited in this
resolution, the election shall be held and conducted as provided
by law for holding municipal elections.
SECTION S. That notice of the time and place of holding
the election is given and the City Clerk is authorized ,
instructed and directed to give further or additional notice of
the election, in time, form and manner as required by law.
SECTION 9. That the City Clerk shall certify to the
passage and adoption of this Resolution and enter it into the
book of original Resolutions.
On a motion by Councilmember , seconded
by Councilmember , the Atascadero City
Council hereby adopts the foregoing resolution on the following

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ATASCADERO, CALIFORNIA,
CALLING AND GIVING NOTICE OF THE HOLDING

A RESOLUTION OF THE CITY COUNCIL

REQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF SAN LUIS OBISPO TO CONSOLIDATE
A GENERAL MUNICIPAL ELECTION
TO BE HELD ON JUNE 5, 1990,
WITH THE STATEWIDE PRIMARY ELECTION TO BE HELD ON THE DATE
PURSUANT TO SECTION 23302 OF THE ELECTIONS CODE
WHEREAS, the City Council of the City of Atascadero called a
General Municipal Election to held on June 5, 1990, for the
purpose of the election of two Members of the City Council , a
City Clerk and a City Treasurer for full terms of four years;
and ;
WHEREAS, the City Council is submitting to the voters the
questions relating to ; and ;
WHEREAS, it is desirable that the General Municipal Election
be consolidated with the Statewide Primary Election to be held on
the same date and that within the city the precincts, polling
places and election officers of the two elections be the same,
and that the county election department of the County of San Luis
Obispo canvass the returns of the General Municipal Election and
that the election be held in all respects as if there were only
one election;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ATASCADERO
DOES RESOLVE, DECLARE DETERMINE AND ORDER AS FOLLOWS:
SECTION 1 . That pursuant to the requirements of Section
23302 of the Elections Code, the Hoard of Supervisors of the
County of San Luis Obispo is hereby requested to consent and
agree to the consolidation of a General Municipal Election with
the Statewide Primary Election on Tuesday, June 5, 1990, for the
purpose of the election of two Members of the City Council , a
City Clerk and a City Treasurer for full terms of four years .
SECTION 2. That a measure is to appear on the ballot as
follows:

SECTION 3. That the county election department is
authorized to canvass the returns of the General Municipal
Election. The election shall be held in all respects as if there
were only one election, and only one form of ballot shall be
used.
SECTION 4. That the Board of Supervisors is requested to
issue instructions to the county election department to take any
and all steps necessary for the holding of the consolidated
election.
SECTION 5. That the City of Atascadero recognizes that
additional costs will be incurred by the County by reason of this
consolidation and agrees to reimburse the County for any costs.
SECTION 6. That the City Clerk is hereby directed to
file a certified copy of this resolution with the Board of
Supervisors and the county election department of the County of
San Luis Obispo .
SECTION 7. That the City Clerk shall certify to the
passage and adoption of this resolution and enter it into the
book of original resolutions.
On motion by Councilmember , seconded by

hereby adopts the foregoing resolution in its entirety on the
