Following discussion, the Council requested that staff provide an updated report in January, 1989 . ANALYSIS: As indicated in the attached memorandum from Doug Davidson, many of the projects still have not been finaled but there are many which are far enough along to get a reasonable impression of their merit. Althougb , the polaroid pictures do not copy that well, they are included for projects that are fairly well completed. Precise Plan 56-86 (12/17/86) - 8405 E1 Camino Real (Grinnell) - A 3, 700 sq. ft. office building. Project was approved before the Guidelines became effective. Construction appears complete, but the project has not received final inspection. 2. Precise Plan 03-87 (03/09/87) - 6715 Morro Rd. (Grinnell) A 7, 922 sq. ft. office building. Although this project became effective on March 9, 1987, it was reviewed and approved with the Guidelines in mind; submittal of color board and provision of architectural treatment, etc. Project is under construction. 3. Conditional Use Permit 08-87 (12/15/87) - 3100/3150 E1 Camino (Golden West) - A 30, 000 sq. ft. commercial park development comprised of four buildings. Phase One is complete, while the remainder of the project is currently under construction. 4. Precise Plan 30-87 (09/14/87) - 5805 Capistrano (Messer) - A 69, 696 sq. ft. commercial project. Phase One building permit application has been received. Tree protection determination is under appeal. S. Precise Plan 42-87 (12/10/87) - 8300 E1 Camino (Longs Drugs/Food for Less) - A 95, 042 sq. ft. commercial project composed of a market, drug store, retail shops, and two drive-thru restaurants. Project is under construction. 6. Precise Plan 43-87 (03/02/88) - 9331 Musselman (Young) - A 23-unit residential care facility. Building permit application has been received and is in process. 7. Precise Plan 45-87 (12/21/87) - 7132 Sombrilla (Del Rio/Harcourt) - A triplex on a lot containing a duplex. Project is under construction. 8. Precise Plan 46-87 (12/31/87) - 5735 E1 Camino (Ranaletti) - A 12, 832 sq. ft. commercial project (retail/office) . Building permits are ready to issue upon payment of fees. 9. Precise Plan 47-87 (01/04/88) - 7393 Santa Ysabel (Allred) - Four one-bedroom units on a lot with one two-bedroom unit. Project is completed. . 10. Precise Plan 49-87 (02/02/88) - 6875 Tecorida (Woodglen) - Nine single family residences in the RMF/16 (FH) zone. Project is under construction. 11. Precise Plan 04-88 (03/15/88) - 6805 Santa Lucia (Messer) - 'Nine unit multiple family project. Building permit application is in process. 12. Precise Plan 06-88 (03/21/88) - 9705 E1 Camino (Genzone) - A 13,560 sq. ft. commercial project (retail) . Building permit application is in process. 13. Precise Plan 09-88 (04/05/88) - 5005 El Camino (Atascadero Mutual Water Co) - A 3,000 sq. ft. office project. Project is under construction. 14. Precise Plan 32-88 (11/03/88) - 6100 San Anselmo Rd. (ARCO) - A 2, 470 sq. ft. convenience store/service station. Project is under construction. 15. Building Permit (07/06/88) - 8951 Morro Rd. (Grinnell) - A 2, 989 sq. ft. retail building. Project is under construction. Project is under the sq. ft. requirements for precise plans and use permits. 16. Precise Plan 25-88 (08/04/88) - 5900 Bajada Ave. (Low) - Three two-bedroom units on a lot containing an existing single family residence. Project is under construction. CONCLUSIONS: The obvious conclusion from the above information is that only one of these projects- has been completely constructed. These particular projects addressed the intent of the Guidelines by employing professional designers early in the review process. It appears that the formation of an Architectural Review Commission is premature at this time.
