A RESOLUTION OF THE ATASCADERO CITY COUNCIL
APPOINTING TWO (2) MEMBERS TO THE
CITY OF ATASCADERO TRAFFIC COMMITTEE
WHEREAS, the City Council has adopted Ordinance No. 112
establishing the City Traffic Committee; and
WHEREAS, due to expiring terms, two (2) vacancies have
occurred on the City Traffic Committee, and
WHEREAS, public advertisements soliciting interest in
appointment to the Traffic Committee have been published and
posted; and
WHEREAS, the City Clerk did receive four (4) applications
for consideration; and
WHEREAS, the City Council did, on January 17, 1991 ,
interview and consider four candidates for appointment to the
Traffic Committee and did then vote for specific nominations.
. NOW, THEREFORE, the City Council does resolve to appoint the
following citizens to the Traffic Committee:
to a one-year term expiring on
January 17, 1992; and
to a two-year term expiring on
January 17, 1993.
On a motion by Councilperson and seconded by
Councilperson the foregoing resolution is hereby
adopted in its entirety ont he following roll call vote:

ORDINANCE NO. 112
AN ORDINANCE OF THE CITY OF ATASCADERO AMENDING
CHAPTER 3 OF TITLE 4 OF THE ATASCADERO 1IUNICIPAL CODE
ESTABLISHING AN ADVISORY TRAFFIC COMMITTEE
The Council of the City of Atascadero ordains as follows :
Section 1 . Chapter 3 of Title 4 of the Atascadero Municipal
Code is amen e�read as follows , commencing with Section 4 - . 3. 209:
TITLE 4
4 - 3. 209. Traffic Committee.
The City Council may establish an advisory Traffic Committee
to serve without compensation, consisting of the Director of Public
Works , who shall be the chairman, the Chief of Police, the Planning
Director, one councilperson, and two (2) citizens that reside within
the City limits .
• 4 - 3 . 210. Term.
(a) The two (2) citizens shall be appointed by council to a
term of two (2) years , except for the initial year in which there will be
one two-year term appointment, and one one-year appointment. Each
succeeding year one new member shall be appointed by Council to a two-
year term to replace the member whose term has expired. No citizen shall
serve two consecutive two-year terms .
(b) The councilperson shall be designated by Council to a
one-year term. A councilperson may serve as many consecutive terms as
Council desires but shall be designated on an annual basis .
(c) The terms of the Director of Public Works , the Police
Chief, and the Planning Director shall be for the duration of, and
concurrent with, their respective service in office. .
4 - 3 . 211 . Duties and Rules .
(a) It shall be the duty of the Traffic Committee to recommend
to Council or to the City Manager a means for improving traffic or
safety conditions through appropriate signing, pavement marking,
parking changes or other related methods . The committee shall study
related matters as requested by Council and suggest the most practicable
means for coordinating the activities of all officers and agencies of
• this City having authority with respect to the administration and
enforcement of traffic regulations .
(b) The committee shall meet as necessary at a convenient
time and place designated by the committee.

(c) The Chairman shall appoint one member to serve as
secretary to record all official actions or recommendations .
(d) Matters shall be decided by a majority vote of those
members present. Four members shall constitute a quorum.
(e) The committee shall not attempt to ursurp the powers of
elected or appointed officials designated by ordinance to protect the
health, safety and welfare of the general public.
Section 2. Publication. The City Clerk shall cause this
ordinance to be published twice within thirty (30) days after its
passage in the Atascadero News , a newspaper of general circulation,
printed, published and circulated in this City in accordance with
Government Code Section 36933; shall certify the adoption of this
ordinance; and shall cause this ordinance and certification to be
entered in the Book of Ordinances of this City.
- - - Section 3 . Effective -Date. This ordinance shall go into

effect and be in full force and e ect at 12: 01 a.m. on October 10th ,
1985 .
The foregoing ordinance was introduced on August 26, 1985 ,
and adopted at a regular meeting of the City Council held on September 9,
1985 .

Subject: Traffic Committee Appointment
Thank you for considering this brief memo instead of a personal interview since I am
attending a management conference in Los Angeles. My absence at this time is not
indicative of my ability to serve on the Traffic Committee if selected by you.
I am requesting appointment to the Traffic Committee for the following reasons:
1. As a law enforcement officer in five different agencies over the past 23 years,
I have been involved in many traffic collision investigations and traffic control
situations; therefore, I believe I can bring breadth and depth of experience to
the Traffic Committee.
2. As a current Reserve Police Officer with the City of Atascadero, I have the
• in the past two years spent considerable time patrolling the streets of the city;
therefore, I believe I can bring familiarity of the city and its various traffic
patterns and needs to the Traffic Committee.
3. As the pastor of Atascadero Church of the Nazarene, I place high emphasis
on strong citizen participation in community affairs and therefore believe that
my participation on the Traffic Committee would model that emphasis.
4. I have flexibility of schedule and would therefore be able to attend the
regularly scheduled meetings of the Traffic Committee. I am regularly mobile
in the community and would therefore be able to do the necessary research
in preparation for the meetings.
I will be back in Atascadero on January 20th and will make myself available if you
have need for further information. Again,thank you for considering my appointment
to the Traffic Committee.

City Representatives: Councilman Rollin Dexter; Bud McHale , Police
Chief; Mark Joseph, Dir. of Admin . Services; Andy Takata, Dir . of
Parks , Recreation & Zoe; Greg Luke, Public Works Director; Henry
Engen, Community Development Director; Ray Windsor, City Manager
School Representatives : Boardmembers Orville Horst & Sue Molle;
Business Manager Paul Monn; Dr. Anthony Avina, Superintendent
County Representative : David Blakely, Supervisor, District 5
1 . E1 Camino Real/West Mall Signal Status - Ray', Windsor reported
that the new signal is now functioning, and the use of this
crossing point should be encouraged ay students . Following
discussion, it was concluded that the City will send a memo
to the Superintendent, who in turn will route the information
to the affected school principals for dissemination.
Superintendent Avina informed the group that the Kiwanis is
considering adopting, as a community project, the installation
of raised medians/dividers downtown on E1 Camino Real . The
Kiwanis board will be meeting and would forward a formal re-
quest to the City. if such action is taken . The Public Works
Director was going to draw up some plans for considerat_on by
Kiwanis .
2 . SB-2557 Update and Discussion of Strategy - Superintendent
Avina reported that there is legislation pending which would
exempt schools from the adverse fiscal impacts of SB-2557 .
Under discussion, no response had been received by any of the
members to earlier overtures to Senator Maddy. David Blakely
advised that the Board hadn ' t decided on the imposition of
local fees , as yet , but had retained consultants to determine
what those figures sholld be in the event such action is taken
locally in July 1991 . Ray Windsor reported that the League
of CA Cities had offered alternative legislation utilizing a
one-year freeze on Vehicle License Fees , which would offset
• the revenues generated by SB-2557 . it was the consensus of
the group to avoid "divide and conquer" strategies by the
State and to have the local coalition of schools/cities/County
work together against SB-2557 ,
that he could arrange a conference pcallsor iinvolvingythedicated School
Superintendent and City Manager to talk with the County' s
lobbyist on this subject . The City will consider a resolution
supporting the League at their January 8th Council meeting.
3 • Proposed Creekway Pedestrian Bridge Status
Avina reported that he had met with Greg Luke Superintendent

Conditional Use Permit process , they will be referred to
both the School District and Police Department for rec-
ommendation . The City agreed to research means for
determining the location of such probation area teen-
agers .
B. City - Councilman Dexter handed out sketches prepared by
the City' s Traffic Committee affecting school sites . The
first problem area was at the intersection of San Andres ,
Navarette & San Marcos and the High School site driveway.
Alternatives were discussed involving either use of five-
way stop signs or one-way access into the High School
site . In addition, possible alternative circulation
treatment recommendations for the Atascadero Ave . and
Atascadero Mail area in front Of the High School were
reviewed. Dr. Avina agreed to refer both matters to the
High School Principal for response back to Greg Luke for
the Traffic Committee .
C. County - Supervisor Blakely reported on the facilities
fee study that is under way. Dr. Avina expressed con-
cerns over a recent development project that did not get
adequate school input . Supervisor ,Blakely urged atten-
tion to the County' s updated RMS ( Resource Management
System) guideline for evaluating the impacts of future
projects , including schools . He also reported that wil-
Mar is seeking rate increases before the Board of
Supervisors and noted a need to try and accomplish these
in a coordinated manner with the City. Ray Windsor
explained the status of the curbside recycling/mandatory
trash pick-up discussion going on before the City Coun-
cil . Supervisor Blakely reported on the activities of
a new umbrella group sponsored by the State, called Fri-
day Night Live, which provides an umbrella organization
for such groups as S .A. D . D . , M.A. D . D . , etc . , and urged
the Police and schools to send representatives . He con-
cluded by inquiring of the status of the annexation of
Paloma Creek Park. Ray Windsor responded that there had
been discussions with Sid Herndon, which had been put on
hold pending the appointment of a new Administrator.
6 . Next Meeting Date Next meeting will be at 1 : 30
24th, 1991 , in the School Administrative Offices .
