7:00 P.M. - REGULAR SESSION:
Mayor Johnson called the Regular Session to order at 7:02 p.m., followed by the Pledge of
Allegiance.
ROLL CALL:
Present: Councilmembers Clay, Lerno, Luna and Mayor Johnson
Absent: Councilman Carden
Others Present: Marcia M. Torgerson, City Clerk
Staff Present: Robert Grogan, Interim City Manager; Brady Cherry, Community
Services Director; Roy Hanley, City Attorney; Steve DeCamp,

PROCLAMATIONS:
• "Art Education Month", March 1997 (SLO Co. Arts Council) [Susan Beade, President]
Mayor Johnson read the above proclamation, which was accepted by Susan Beatie.
• "Arbor Day Celebration", March 7-14, 1997 [Ke//y Heffernon]
Mayor Johnson read the above proclamation, which was accepted by Rick Mathews of the
Atascadero Native Tree Association (ANTA). He introduced Dan Dulitz from CDF, who
presented Atascadero, for the 9t' year in a row, with the Annual Tree City USA Award and
flag. Mr. Mathews then surprized Councilman George Luna with this year's ANTA Tree

Hero Award, given annually by the California Re-Leaf Network to recognize individuals
who demonstrate outstanding support for urban forestry.
COMMUNITY FORUM
Art Gentry, 5525 Capistrano, commented that there is no religious broadcasting on the
Falcon Cable system, for which he said Falcon places the City responsible. He indicated he
is circulating a petition and has written letters to local churches for their support to request
that it be included in the programming. Mayor Johnson asked Roy Hanley to review the
cable franchise agreement and report back at a later date.
Rush Kolemaine, Box 1990, Atascadero, volunteered to share his expertise regarding cable
franchises elsewhere. He also reminded the public of the municipal transit workshop to be
conducted on Wed., 3/19/97, at 6:00 p.m. in the Rotunda Room.
John McNeil, 8765 Sierra Vista, President of the Atas. Homeowners Assoc., read a
statement from the Board of Directors (Exhibit A, attached) expressing pride in Atasca-
dero's being designated a Tree City USA and gratitude to the citizens of ANTA and those
who strive to follow the goals stated in the General Plan concerning the long-term
protection of the environment.
Eric Greening, 7365 Valle, spoke in support of both proclamations issued this evening.
Joan O'Keefe, 9985 Old Morro Rd., made comments concerning numerous memos she has
sent to Planning staff regarding developers who damage and remove trees and who, she
feels, exhibit obtuseness in regard to compliance with the tree ordinance.
Marj Mackey, announced the ALPS "Walk for the Earth" on 4/12/97 and a band concert at
the Lake Pavilion on 4/27/97, both fundraisers to benefit the City's purchase of Stadium
Park.
Dorothy McNeil, 8765 Sierra Vista, complained that the City Council agenda was not
available at the public library last Friday. She requested that the Interim City Manager
create the changes necessary for an improved process.
COUNCIL COMMENTS
Councilman Luna requested an ongoing tree monitoring report be prepared by staff, which
Steve DeCamp and Roy Hanley indicated will be done.
Councilman Clay spoke in support of a celebration of the arts and oaks. Rick Mathews of
ANTA announced there will be an Arbor Day event at Lake Park on 4/26. Details of an
expanded tree event will be forthcoming. Councilman Clay also expressed support for a
religious program to be carried on Falcon Cable.

BEVERAGES IN CITY ADMINISTRATION BLDG. FOR A CHAMBER MIXER [Brady
Cherry]
(Staff recommendation: Approve policy amendment)
3. ORDINANCE NO. 322 - Amending the official City zoning map by rezoning certain
real property at 4055 EI Camino Real from CR (Commercial Retail) to LSF-X (Limited
Single Family High Density Residential) [Steve DeCamp]
(Planning Commission/Staff recommendation: Motion to waive reading in full
and adopt on second reading, by title only)
Councilman Clay pulled Item #2 for discussion.
Motion: By Councilman Luna, seconded by Councilman Clay to approve Items
A-1 and A-3. Motion passed by 4:0 roll-call vote, with Councilman
Carden absent.
Re: Item A-2: Councilman Clay commented that he feels a waiver should be available to
everyone and not just limited to three events. He noted the need for revenue enhance-
ments. Brady Cherry responded that the intent of staff's recommendation was to not
encourage use of alcohol in the Administration Building as a common occurrence. Follow-
ing discussion, it was the Council's consensus, since such requests would come before
them for approval as a routine, to amend the policy to allow alcohol at events in the City
Administration Building at the discretion of the Council.
Motion: By Councilman Clay, seconded by Councilman Luna, to approve staff
recommendation, as amended. Motion passed by 4:0 roll-call vote,
with Councilman Carden absent.
B. PUBLIC HEARINGS:
1. ZONE CHANGE 96016 and TENTATIVE TRACT MAP 96016, 7265 SANTA YSABEL
AVE. (Shannon/Sholders Land Surveys) [Steve DeCamp]
A. Ordinance No. 323 - Amending Map 7 of the official zoning maps by rezoning
certain real property at 7265 Santa Ysabel Ave. from RMF/16 to RMF/16
(PD7)
(Planning Commission/Staff recommendation: Motion to waive reading
in full and introduce on first reading, by title only)
B. Tentative Tract Map 96016 - Consider request to establish a Master Plan of
Development (PD 7) and subdivide an existing 0.56-acre (net) lot into four (4)
parcels for single-family residential use.
(Planning Commission/Staff recommendation: Approve based on Findings &
Conditions of Approval)
Councilman Clay stepped down from participation on this item, due to a conflict of interest.
Steve DeCamp provided staff report and responded to questions from the Council.

Public Comment
Dorothy McNeil, 8765 Sierra Vista, expressed that she has a problem with the type of
development proposed—although not this specific project--due to the lack of common play
area for children; an apartment with the same proposed density would have a larger
amount of common playground area.
Motion: By Councilman Lerno, seconded by Mayor Johnson, to waive the
reading of Ord. 323 in full and introduce it on first reading by title
only. Mot/on passed by 3:0 ro/1-ca// vote, with Councilman Clay
abstaining and Councilman Carden absent.
Motion: By Councilman Lerno, seconded by Mayor Johnson to approve TTM
96016 based on the Findings and Conditions of Approval contained in
the 2/18/97 Planning Commission staff report. Motion passed by 3:0
roll-call vote, with Councilman Clay abstaining and Councilman Carden
absent.
C. REGULAR BUSINESS:
1. SCHEDULING OF A PUBLIC WORKSHOP TO DISCUSS THE LAKE PARK PAVILION
OPERATIONS AND FUNDING ALTERNATIVES [Brady Cherry]
(Staff recommendation: Schedule prior to budget process)
Brady Cherry provided staff report and brief discussion with Council followed. It was the
consensus of the Council to schedule a special meeting on Wednesday, April 16th, at 6:00
p.m.
D. COMMITTEE REPORTS (The following represent standing committees. Informative
status reports will be given, as felt necessary.):
1. S.L.O. County Mayors Group - Mayor Johnson reported that Atascadero will be
hosting the next Mayors meeting on March 21st. He invited the Council and staff to
forward any special issues to him for inclusion in their discussion.
2. County Water Advisory Board/Nacimiento Water Purveyors Advisory Group -
Councilman Clay reported the Co. Water Advisory Board met recently, and he is
impressed with those on the board who are looking far ahead at County water
issues. The discussion focused on the issue of body contact at Lake Nacimiento.
The subject of unallocated reserves was also discussed and a formula for payment
is being worked on.
3. North County Council - Mayor Johnson reported that he met recently with Mayor
Picanco of Paso Robles and Supervisors Ryan and Ovitt to discuss the subject of
mutual north county interests. He will report on the progress of those communi-
cations in the future.

E. INDIVIDUAL DETERMINATION AND/OR ACTION:
City Council - Councilman Clay encouraged that the Council conduct a workshop on
revenue enhancing and cost-cutting. Mayor Johnson asked that the Economic Recovery
Task Force report be provided to the two newest members of Council.
Councilman Lerno countered allegations made by Joan O'Keefe (under Community Forum,
above) regarding tree removals by a local contractor, saying there are two sides to every
story. Councilman Luna noted this is a good example of the need for a tree monitoring
report. Steve DeCamp indicated that staff is reviewing the language in the Tree Ordinance.
Mayor Johnson asked the City Clerk to find out what the deadline for the City to appoint a
representative to CTAC is. The Mayor also noted a request for a joint Planning Commis-
sion/City Council meeting. He will work with staff to suggest a date.
City Attorney - Roy Hanley informed the Council about sign ordinance code enforcement.
Compliance Official Bill Wittmeyer recently did a survey to note violations and will be
following up with a letter to those locations. A second survey will be conducted after April
15th
City Manager - Bob Grogan reported on AB-923, which the League of CA Cities is recom-
mending that cities oppose. The consensus of the Council was to direct the City Manager
to generate a letter expressing the City's opposition to this legislation. He also reported on
a second piece of legislation sponsored by the CA Parks & Rec. Society which is recom-
mended to be supported. Council consensus was to direct the City Manager to prepare a
letter of support.
F. ADJOURNMENT:
THE MEETING ADJOURNED AT 8:16 P.M. TO 6:00 P.M. ON WEDNESDAY,
MARCH 19, 1997, IN THE FOURTH FLOOR ROTUNDA ROOM, FOR PURPOSES OF
A WORKSHOP ON THE SHORT-RANGE TRANSIT PLAN. SAID MEETING IS OPEN
TO THE PUBLIC.

Honorable Mayor and City Councilmen:
Residents are proud that tascadero has been designated a Tree City, U.S.A. for the past
nine years and that we have received awards for our management of trees.
Undoubtedly the rolling hills so generously covered with many types of oaks and other
native trees have drawn most of us to this beautiful area. Indeed, no other part of the
county has been so favored by nature.
The Atascadero Homeowners Association is grateful to the dedicated citizens of the
Atascadero Native Tree Association and all residents, contractors, developers, staff
members and public officials who strive to follow the goal so well stated in the General
Plan:
"Atascadero should retain its overall character and rural atmosphere with the
long-term protection of the environment as the guiding criteria for public policy
decisions.”
Only by adhering to this goal will we deserve and, hopefully, continue to deserve this
recognition by the National Arbor Day Foundation. We must not be sidetracked, lulled
into complacency or intimidated by those, who through ignorance or greed, show a
disregard for this beautiful but fragile Earth we call home.
May the citizens of Atascadero ever be on guard to make the long-term protection of
the environment our primary guiding criteria for public policy decisions. May our city
always deserve the honor of being a Tree City, U.S.A.
