ATASCADERO CITY COUNCIL
NOVEMBER 30, 1993
MINUTES
The Mayor called the meeting to order at 7:00 p.m. Councilperson Bewley led the
Pledge of Allegiance.
ROLL CALL:
Present: Councilmembers Bewley, Luna and Mayor Nimmo
Absent: Councilwoman Borgeson (ill)
One Seat Vacant
Also Present: Muriel "Micki" Korba, City Treasurer and Lee Raboin, City
Clerk
Staff Present: Andy Takata, City Manager/Director of Community
Services; Henry Engen, Community Development Director
COMMUNITY FORUM:
There were no public comments.
PUBLIC HEARING:
Proposed Fiscal Element of the City's General Plan - Consideration of Resolution No.
115-93 - Amending the City's General Plan by the adoption of a Fiscal Element (GPA
92-009; City of Atascadero)
MEETING HIGHLIGHTS:
Henry Engen provided the staff report and recommendation. He noted that three
affirmative votes were required to pass the resolution and pointed out that if the City

Council proposed any substantive changes to the Fiscal Element that had not already
been reviewed by the Planning Commission, additional consideration at the Planning
Commission level would be necessary. In closing, Mr. Engen remarked that the Fiscal
Element, if adopted, would become a chapter of the General Plan.
The City Council moved through the Fiscal Element item by item and made the
following minor revisions:

Rationale: Add "if consistent with
the Housing Element." at
the end of the last
sentence.

Program C-1 : Revise to read: "The City
will review its developer
fees on an annual basis."

first sentence. change

second sentence.
Program D-7: Delete entirely.

PUBLIC COMMENTS:
The Mayor opened the floor for public testimony. There was none.
ACTION:
MOTION: By Councilman Luna, seconded by Councilman Bewley to adopt
Resolution No. 115-93, as amended. Motion carried 3:0.
The City Council directed staff to bring the revised resolution back on the Consent
Calendar for ratification at the December 14, 1993 meeting.
ADJOURNMENT:
The Mayor adjourned the meeting at 7:47 p.m. The next regular meeting of the
Atascadero City Council will be Tuesday, December 14, 1993.
