5. Request to Place Memorial Bench at Atascadero Lake Park
■ Fiscal Impact: None. The requesting family will cover all related
costs for the purchase and installation of the memorial bench.
■ Recommendation: Council approve a request by Sandy Boneso to
install a Memorial Bench at Atascadero Lake Park in honor of her
husband. [Public Works]
6. EI Camino Real/Principal Avenue Mixed-Use/ZCH 2003-0070, ZCH 2004-
0083 (WestPac Investments, Inc.)
■ Fiscal Impact: The project is conditioned to fund all of its tract
maintenance costs and contribute to the funding of emergency services.
As conditioned the project is projected to be revenue neutral to the City.
• ■ Recommendations: Council:
1. Adopt on second reading, by title only, Draft Ordinance A, approving
Zone Text Change 2003-0070 establishing a PD-24 overlay district; and,
2. Adopt on second reading, by title only, Draft Ordinance B approving
Zone Change 2004-0083 based on findings. [Community Development]
7. Authorization to Apply for the California Recreation Development Grant
Program for Park Lighting
■ Fiscal Impact: Approval of this resolution will allow the City Manger to
apply for $228,000 from the State of California Recreation Development
Grant Program.
■ Recommendations: Council:
1. Approve the draft Resolution authorizing the City Manger to apply for
$228,000 from the California Recreation Development Program.
2. Direct staff to allocate these funds to the Paloma Creek Park Little
League and Alvord Field (Babe Ruth) Lighting Project. [Community
Services]
8. Authorization to Apply for the California Recreation Development Grant
Program for Wading Pool Improvements
■ Fiscal Impact: Approval of this resolution will allow the City Manger to
apply for $75,000 from the State of California Recreation Development
isGrant Program.
■ Recommendations: Council:
1. Approve the draft Resolution authorizing the City Manager to apply for
$75,000 from the California Recreation Development Grant Program.

2. Direct staff to allocate these funds to the City of Atascadero's
Community Services Department 2005 Aquatic Program and the

WELCOME TO THE ATASCADERO CITY COUNCIL MEETING
The City Council meets in regular session on the second and fourth Tuesday of each month at 7:00 p.m., at the*
Atascadero Pavilion on the Lake, 9315 Pismo St., Atascadero. Matters are considered by the Council in the order of the
printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file
in the office of.the City Clerk and are available for public inspection during City Hall Annex business hours at the Central
Receptionist counter and on our website, www.ataseadero.org. An agenda packet is also available for public review at
the Atascadero Library, 6850 Morro Road. Contracts, Resolutions and Ordinances will be allocated a number once they
are approved by the City Council. The minutes of this meeting will reflect these numbers. All documents submitted by the
public during Council meetings that are either read into the record or referred to in their statement will be noted in the
minutes and available for review in the City Clerk's office.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting

Members of the audience may speak on any item on the agenda. The Mayor will identify the subject, staff will give their

you wish to speak for, against or comment in anyway:

1. Earthquake Recovery— Printery
■ Recommendation: Council approve request for an "Alternate Project"
and. "Improved Project" directing the funds to the City Administration
Building.
City Manager Wade McKinney gave the staff report and answered questions of
Council/Redevelopment Agency.
PUBLIC COMMENT
Eric Greening agreed with the funds going toward the youth center and asked several
questions regarding the skate park and the potential duel use of the youth center as a
community center.
City Manager Wade McKinney answered the questions raised by Mr. Greening.
Rick Mathews stated his support for using the funding for a youth center, and agreed
with Mr. Greening regarding tying the skate park and youth center together.
Mayor Luna closed the Public Comment period.
Dell Knight, representing the Masons, stated that the Masons would like the Printery
transferred as soon as possible, however If it takes more time they will be patient.
MOTION: By Mayor Luna seconded by Council Member O'Malley to
approve the request for an improved project directing the
funds to a youth center/community center.
Motion passed 5.0 by a roll-call vote,
2. Discussion of Potential Redevelopment Projects
■ Recommendation: Agency Board adopt a list of redevelopment
projects to be implemented by the upcoming financing.
Executive Director Wade McKinney gave the staff report and answered questions of the
Board. The Board was asked to list their top seven priority projects.
PUBLIC COMMENT
Eric Greening suggested including public art in the list, and looking at the Sunken
Gardens and Stadium Park improvements in the context of doing a public master plan
first.
Rick Mathews stated that if FEMA funds are not assured the Youth Center should not
be removed from the list, and that the Skate Park should be considered as one of the
projects.

1. Mayor Luna reported that Council unanimously affirmed it would not challenge
giving the Printery back to the Masons, and Council unanimously decided to take
the FEMA funds of $6.3 million and use it on an improved project — the Youth
Center.
2. Redevelopment Agency Chairperson O'Malley reported that the Agency had
prioritized seven potential redevelopment projects. The results are as follows:

2. Purchase of City Hall annex
3. Lewis Avenue Bridge
4. Sunken Gardens
5. Downtown parking
6. Lake water quality
7. Pedestrian bridge.

Mayor Luna called the meeting to order at 7:00 p.m. and Council Member Pacas led the
Pledge of Allegiance.

COMMUNITY FORUM:
Pastor Carl Billings, Hope Lutheran Church, led those present in prayer.
Ann Fletcher expressed concern regarding agenda Item B-1 and requested that a
formal agenda item be placed so that access concerns can be addressed prior to the
tree removal permit.
Jim Patterson, invited all those present to attend the 7th Annual Creek and River
Cleanup on Saturday, October 2, and distributed a flyer to Council (Exhibit A)
Eric Greening asked if there would be public comment during the Vector Control District
item.
Steve Martin, Executive Director Atascadero Main Street, reported on issues relating to
Traffic Way and invited Council to attend a tour of downtown tomorrow in conjunction
with the visit of the California Downtown Association.
Leon Korba commented on the hiring of a new Assistant City Manager and asked how
many people work for the City of Atascadero.
Robert Bray asked when the Youth Center would be built and where it would be located.

• Diana Boswell questioned the City's purchase of a downtown property and asked about
parking structures/lots in other cities.
Mayor Luna closed the Community Forum period.

■ Staff Recommendations: Council:
1. Adopt draft Resolution requesting that the County Board of Supervisors
support the formation of a Vector Control District; and,
2. Adopt draft Resolution requesting that the elected representatives of the
United States and the.State of California allocate funds to research, monitor
and eliminate West Nile virus in California. [City Manager]
PUBLIC COMMENT
Eric Greening stated the County Supervisors had addressed this issue and had
continued the item for further information and urged caution about endorsing this before
Council knows the position taken by the Supervisors on this information.
Mayor Luna closed the Public Comment period.
MOTION: By Council Member O'Malley and seconded by Mayor Pro Tem
Scalise to adopt draft Resolution requesting that the County
Board of Supervisors support the formation of a Vector
Control District; and, adopt draft Resolution requesting that
the elected representatives of the United States and the State
of California allocate funds to research, monitor and eliminate
West Nile virus in California.
Motion passed 5:0 by a roll-call vote. (Resolution Nos. 2004-

Council Member O'Malley asked for Council consensus on staff preparing and bringing
back a report on a gray water policy for the city.

There was Council consensus for staff bringing back a report on large and small
scale options for dealing with gray water.
Council Member O'Malley suggested the Finance Committee work with staff to look at
the Tausig Study and its formulas in depth and report back to Council at a future time.
There was Council consensus to have a presentation to the entire Council on the
Tausig Study as to how the formulas work, and how it is implemented,
Council Member Clay expressed his concerns with the San Gabriel/41 intersection and
asked Council to agree to have the Public Works Director study the intersection and do
a cost analysis on putting in a traffic light.
There was Council consensus to have the Public Works Director bring back a
cost analysis on what it would take to light the intersection of San Gabriel Road
and Highway 41 and additionally to report on the process needed to have
Caltrans consider installing the light

■ Fiscal Impact The project will be fiscally neutral with implementation of CUP
Conditions 25, 26 and an added condition placing performance requirements
on the proposed commercial center.

1. Adopt on second reading, by title only, the attached Draft Ordinance A,
enacting Zone Change 2003-0049 amending the PD-12 overlay zoning
district text; and,
2. Adopt on second reading, by title only, the attached Draft Ordinance B,
amending zoning of the project site to include Multi-Family Residential — 10 /

■ Staff Recommendation: Council authorize the purchase of the "Vision Hawk"
digital in-car video evidence system and data storage server from
International Police Technologies. [Police]
5. La Linia Avenue Rehabilitation - Bid No. 2004-011
• Fiscal Impact: $173,780.00.
■ Staff Recommendation: Council authorize the City Manager to execute a
contract with R. Burke, Corp., in the amount of $173,780.00 for the La Linia
Avenue Rehabilitation Project. [Public Works]
6. Annual Street Striping Award
■ Fiscal Impact: Approval of this agreement will result in the expenditure of
$50,808.75 in previously allocated funds in the 2004/2005 budget and
additional Gas Tax Funds for the extra work.
■ Staff Recommendations: Council
1. Authorize the City Manager to execute a contract with Central Coast
Striping in the amount of $50,808.75.
.2. Authorize the City Manager to execute Change Order # 1 with Central
Coast Striping in the amount of $3,187.00 for the placement of slurry seal and

Item #A-4: Council Member O'Malley expressed his concern regarding the security of •
the digitized audio/video recording system and long term storage. Acting Police Chief
Couch gave a brief report on the system.
MOTION: By Council Member O'Malley and seconded by Mayor Pro Tem
Scalise to approve Item #A-4.
Motion passed 4;0 by a roll-call vote. (Pacas absent having
temporarily left the room)
Item#A-3: Mayor Luna questioned changes to the Master Plan as agreed on by
Council at the first reading of this item. Community Development Director Warren Frace
explained the staff recommendation.
Mayor tuna spoke about the rules and constraints governing the way in which items
coming before Council can be opposed.
PUBLIC COMMENT
Eric Greening expressed concern that if Council sets the precedent that projects with
Class I impacts get negative declarations and then referencing all overriding
considerations in the General Plan, less well thought out projects may get approved.
Marge Mackey stated the Dove Cemetery should not be moved; the project should be
designed around it making it a pocket park and dedicated to open space.
Dan McGauley, Atascadero Fire Fighter's Association, stated the Association's concern
with the decrease of commercial property available for development.
Community Development Director Warren Frace gave a brief report on the Dove Creek-
project and addressed the legal procedures that were followed for this project.
Bruce Buckingham, Bermat Development, applicant, addressed questions of Council
and stated their intentions regarding the Dove Cemetery.
Mayor Luna closed the Public Comment period.

■ Staff Recommendation: Council uphold the Planning Commission decision
approving tree removal permit 2004-0054 a request to remove seven native
oak trees subject to the guidelines and mitigation requirements of the
Atascadero Native Tree Ordinance by adopting Draft Resolution A.

Community Development Director Warren Frace gave the staff report and answered
questions of Council.

PUBLIC COMMENT
Ellen Beraud, Atascadero Planning Commissioner and appellant, explained her reasons
for filing an appeal of the Planning Commission decision.
Linda Campagie, Seperado resident, spoke about prior precedents established for this
area and urged Council to require access onto Traffic Way.
Ann Fletcher, Seperado resident, spoke about code violations that have occurred during
the development of lot 30 and asked that Council require Seperado homeowners to
approve access to Seperado for this site or bring the road up to City standards and
maintain that road.
Interim City Attorney Tom Gibson, Community Development Director Frace and Public
Works Director Kahn addressed issues raised by Ms. Fletcher.
Harold Galvin, Seperado resident, expressed his concerns with this project including
tree removals, water runoff, narrowness of Seperado and safety during construction.
Linda Wargo, Seperado resident, spoke about her objections to access from Seperado
and the precedent it would set.
Patricia Cooper Holyfield, Seperado resident, spoke about impacts from this project to
wildlife, trees and to the peaceful enjoyment of her property.
John Richardson, Seperado resident, questioned the location of the city easement and
stated his objections to allowing access through a tree removal permit.

Robert Bray, Traffic Way resident, expressed concern with the tree removals and the
possibility of his view being obscured by retaining walls.
Michaela Hines, Seperado resident, spoke about her concerns and requested that the
project be looked at again to see if there is a more site sensitive location for house.
Eric Greening expressed concern about the precedent that may be set by changing
access, stating the challenge is finding a better design for the lot, nota back way in.
Freddy Guyer spoke about the difficulty of developing some tots in Atascadero and that
it is better to save trees than to develop these sites.
John Stafford, Traffic Way resident, stated the city must look at several issues including
city maintenance of Seperado and removal of the carport at the end of Seperado.
Marilyn Fkiaras, applicant for tree removal, spoke about what she has done to develop
her property, stating she is caught in middle between the City and Seperado residents.
;Brady Roark, project architect, distributed a handout to Council regarding this project
(Exhibit B), and spoke about his plan for the site.
Alissa Bray, Traffic Way resident,spoke about her concern regarding the impacts to the
soil as a result of the tree removals.
John Richardson asked for clarification on"the location of a tree within the 30 foot
easement.
Ann Fletcher addressed several issues raised following her initial comments.
Patricia Cooper Holyfield addressed the issues of fire truck turnaround access and
erosion.
Ellen Beraud stated that if Seperado is considered an acceptable access point, it would
be a change in the Master Plan of Development requiring this issue to go back to the
Planning Commission for a public hearing. She strongly believes access must be
decided on before the tree removable permit is.considered.
Michaela Hines stated that the Master Plan requires neighborhood approval, and
perhaps should be reviewed .by Council before making their decision.
Mayor Luna closed the Public Comment period.
Mayor Luna stated that he could not make the finding that the tree is obstructing
proposed improvements that cannot be `reasonably redesigned to avoid the need for
tree removal.

MOTION: By Council Member Pacas and seconded by Mayor Luna for City
Council to continue the hearing, refer the project back to staff and
that staff look at development of the lot minimizing the impacts on
the native trees using access off of Traffic Way.
Mayor Pro Tem Scalise stated she was reticent to support the motion as there' were
some openings for compromise, and she is concerned with the grade if access is taken
off of Traffic Way.
Council Member O'Malley proposed additions to the motion allowing the Fire Chief and
City Attorney to consider a variance to the fire ordinance related to slope, to direct staff
to remove anything in the right of way on that public road, and give the neighborhood
the opportunity to consider a road maintenance agreement.
Council Member Pacas stated she was willing to look at a variance for the grade but
nothing further.
MOTION: By Council Member Pacas and seconded by Mayor Luna for
City Council to continue the hearing, refer the project back to

five members for the Parks and Recreation Commission.
Council Member O'Malley stated he has no intention of bringing up the Planning
Commission any time soon.
Interim City Attorney Tom Gibson explained that a motion for reconsideration must be
made by the prevailing side.

overcrowding and are concerned about it.

Request to Place Memorial Bench at Atascadero Lake Park
RECOMMENDATION:
Council approve a request by Sandy Boneso to install a Memorial Bench at Atascadero
Lake Park in honor of her husband.
DISCUSSION:
Background: The City of Atascadero has received a request to install a Memorial bench
in Atascadero Lake Park in honor of a former resident of Atascadero.
Previously, the Atascadero Parks and Recreation Commission identified four (4)
locations in Atascadero Lake Park for the installation of such Memorial Benches.
(Attachment #3) Memorial benches have been approved previously by the City Council
for three of the four Memorial Bench sites established near the playground. This is the
final approved Memorial Bench site available at this location. Specific colors and
construction styles have been determined for Memorial benches. The Parks and
Recreation Commission has reviewed and recommended approval of the proposed
bench styles and locations. The requesting family will be responsible to cover all costs
related to the installation of this bench.
On Thursday, October 21, 2004, the Parks and Recreation Commission unanimously
recommended to the City Council, approval of the request by the Boneso family to
install a Memorial Bench in Atascadero Lake Park.
Analysis: The Policy on the Naming of Public Buildings, Parks and Other Public
Facilities includes a provision to be followed by staff for the recognition of individuals.
SECTION II, E.
"in addition to the naming of public facilities by using the criteria established
above, the City can provide for the recognition of individuals, either deceased or
living, by the placement of memorial objects (symbols); such as living trees,
public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities.

The placement and identification of these recognition symbols will be at the
discretion of the Parks and Recreation Commission and the City Council on a
case-by-case basis.
The attached request complies with previously established policies for the recognition of
individuals at City park facilities.
FISCAL IMPACT:
None. The requesting family will cover all related costs for the purchase and installation
of the Memorial bench.

DISCUSSION:
The proposed project consists of an application for a Zone Change to establish a
Planned Development #24 overlay on the subject site (currently zoned CR) with a
corresponding master plan of development (CUP) that would allow a mixed-use
commercial/office and residential development. The project includes an 8,320 square
foot commercial/office building along EI Camino Real, an 8,230 square foot live/work
building along Principal Avenue, which includes 5 residential units with office space on
the ground floor, and 40 attached single-family residential and multi-family units located
within the mid and rear portion of the site.
On October 12, 2004, the City Council conducted a public hearing to consider an
amendment of the Official Zoning Map of Atascadero consistent with the Master Plan of
Development. Conditions of approval were added requiring the applicant to address
privacy issues resulting from proposed second floor windows facing existing adjacent
Pino Solo residents by either eliminating windows, raising windows to 5 feet above
finished second floor, re-orienting units, or exchanging duplex and triplex units. In

addition, the applicant is to offer $1500.00 worth of tree planting to each of the adjacent
Pino Solo residents for the purpose of additional landscape buffering. The applicant is
also to deed notice future on-site property owners of potential noise associated with
adjacent commercially zoned business activities.
FISCAL IMPACT:
The project is conditioned to fund all of its tract maintenance costs and contribute to the
funding of emergency services. As conditioned the project is projected to be revenue
neutral to the City.

The City Council hereby finds and declares as follows:
WHEREAS, an application has been received from WestPac Investments(805 Aerovista
Place, Suite 202, San Luis Obispo, CA 93401) Applicant and Donald Messer, Thomas and Janice
McNamara, William McNamara, (P.O. Box 1958, Atascadero, CA 93423), Property Owners, to
consider a project consisting of a General Plan Amendment from GC (General Commercial) to
GC/MDR (General commercial/Medium Density Residential) and Zone Change from CR
(Commercial Retail) to CR/RMF-10/PD-24 (Commercial Retail/Residential Multi-Family-10
with Planned Development Overlay #24) with corresponding Master Plan of Development and

WHEREAS, Article 28 of the Atascadero Municipal Code allows for the creation of
Planned Development Overlay Zones to promote orderly and harmonious development and to
enhance the opportunity to best utilize special site characteristics; and,
WHEREAS, an Initial Study and Draft Mitigated Negative Declaration 2004-0024 were
prepared for the project and made available for public review in accordance with the
requirements of the California Environmental Quality Act (CEQA); and,
WHEREAS, the Planning Commission has determined that it is in the best interest of the
City to enact this amendment to the Zoning Code Text to protect the health, safety and welfare of
its citizens by applying orderly development and expanding housing opportunities within the
City; and,
WHEREAS, the laws and regulations relating to the preparation and public notice of
environmental documents, as set forth in the State and local guidelines for implementation of the
California Environmental Quality Act(CEQA) have been adhered to; and,

WHEREAS, a timely and properly noticed Public Hearing upon the subject Zone Text •
Change application was held by the Planning Commission of the City of Atascadero at which
hearing evidence, oral and documentary, was admitted on behalf of said zoning text
amendments; and,
WHEREAS, the Planning Commission of the City of Atascadero, at'a Public Hearing
held on September 21, 2004, studied and considered Zone Change 2003-0070, after first studying
and considering the Draft Mitigated Negative Declaration prepared for the project, and,
WHEREAS, the City Council of the City of Atascadero, at a Public Hearing held on
October 12, 2004, studied and considered Zone Change 2003-0070, after first studying and
considering the Draft Mitigated Negative Declaration prepared for the project, and,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ATASCADERO
HEREBY ORDAINS AS FOLLOWS:
SECTION 1. Findings for Approval of a Zone Text Change Creating a PD-24
Planned Development Overlay District. The City Council finds as follows:
1. Modification of development standards or processing requirements is warranted
to promote orderly and harmonious development.
2. Modification of development standards or processing requirements will enhance
the opportunity to best utilize special characteristics of an area and will have a
beneficial effect on the area.
3. Benefits derived from the overlay zone cannot be reasonably achieved through
existing development standards or processing requirements.
SECTION 2. Approval. The City Council of the City of Atascadero, in a regular
session assembled on October 26, 2004 resolved to approve on second reading by title only, an
ordinance that would amend the City Zoning code text with the following:
9-3.669 Establishment of Planned Development Overlay Zone No. 24: (PD24).
Planned Development Overlay Zone No. 24 is established as shown on the Official Zoning Maps
(Section 9-1.102). A Planned Development Overlay Zone No. 24 is established on parcels APN
030-491-013, 15-18, 001 with a combined gross acreage of 5.32-acres. The maximum
residential density within the planned development shall not exceed 45 residential units plus a
maximum of 4 residential units on the adjacent Messer property (030-491-001), subject to the
densities allowed by the underlying RMF-10 zoning district. The development standards
contained within the Master Plan of Development Document (CUP 2003-0117), as conditioned
shall be applied to all future development within the project area,and as follows:
a) All site development shall require the approval of a Master Plan of Development. All
construction and development shall conform to the approved Master Plan of Development,as
conditioned.
b) The Vesting Tentative Tract Map TTM 2003-0044 and any subsequent amendments for the
site shall be consistent with CUP 2003-0117. All construction and development shall conform
to the approved Master Plan of Development, as conditioned.

• c) No subsequent tentative parcel or tract map shall be approved unless found to be consistent
with the approved Master Plan of Development.
d) The commercial area, residential dwelling units, landscaping, walls and fencing shall be
subject to review under the City's Appearance Review requirements consistent with the
approved Master Plan of Development.
Building setbacks, lot sizes, landscape area, and lot coverage shall be as identified within the
approved Master Plan of Development:
e) All landscaping shown on the approved landscape plan will be installed by the developer and
shall be maintained as approved.
f) All utilities, including electric, telephone and cable, along the frontage of, and within the PD
and along the project frontages shall be installed and/or relocated underground.
g) The commercial center will retain the Commercial Retail zoning district designation. The
following allowable uses are proposed for this district within the PD-24 overlay zone:

WHEREAS, an application has been received from WestPac Investments (805 Aerovista

WHEREAS, the Planning Commission has recommended that the site's current General
Plan Designation be changed from GC (General Commercial) to GC1MDR (General

WHEREAS, the site's current zoning district is CR (Commercial Retail); and,
WHEREAS, an Initial Study and Draft Mitigated Negative Declaration 2004-0024 were
prepared for the project and made available for public review in accordance with the
requirements of the California Environmental Quality Act (CEQA); and,
WHEREAS, the Planning Commission has determined that it is in the best interest of the
City to enact this amendment to the Official Zoning Map to protect the health, safety and welfare
of its citizens by applying orderly development of the City; and,
WHEREAS, the laws and regulations relating to the preparation and public notice-of
environmental documents, as set forth in the State and local guidelines for implementation of the
California Environmental Quality Act(CEQA) have been adhered to; and,
WHEREAS, a timely and properly noticed Public Hearing upon the subject Zone
Change application was held by the Planning Commission of the City of Atascadero at which
hearing evidence, oral and documentary, was admitted on behalf of said Zoning amendments;
and,
WHEREAS, the Planning Commission of the City of Atascadero, at .a duly noticed
Public Hearing held on September 21, 2004, studied and considered Zone Change 2004-0083,
after first studying and considering the Proposed Mitigated Negative Declaration prepared for the
project, and,
WHEREAS, the City Council of the City of Atascadero, at a duly noticed Public Hearing
held on October 12, 2004, studied and considered Zone Change 2004-0083, after first studying

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ATASCADERO
HEREBY ORDAINS AS FOLLOWS:
SECTION 1. Findings for Approval of a Zone Change to the Official Zoning Map of
Atascadero Changing the existing site zoning to CR/RMF-10/PD24. The City Council finds
as follows:
1. Modification of development standards or processing requirements is warranted to
promote orderly and harmonious development.
2. Modification of development standards or processing requirements will enhance the
opportunity to best utilize special characteristics of an area and will have a beneficial
effect on the area.
3. Benefits derived from the overlay zone cannot be reasonably achieved through
existing development standards or processing requirements.
4. The proposed project offers certain redeeming features to compensate for the
requested zone change.
SECTION 2. Approval. The City Council of the City of Atascadero, in a regular
session assembled on October 26, 2004 resolved to approve for first reading by title only, an
ordinance that would rezone the subject site consistent with the following:

and Alvord Field (Babe Ruth) Lighting Project.
DISCUSSION:
Background: The State of California Department of Parks and Recreation administers
the funds for the Youth Soccer and Recreation Development Program. The City of
Atascadero Community Services Department is seeking$228,000 is competitive grant
funds to expand recreation opportunities at two existing facilities, Paloma Creek Park
Little League Field and the Alvord/ Babe Ruth Field. Both of the facilities would be able
to accommodate greater participation and increase the number of games by lighting the
fields for night play. Both organizations and well as many other youth organizations that
would use the fields in the off-season strongly support the effort to find resources
outside the community to light the fields.
Analysis: The Procedural Guide prepared by the State of California Department of
Parks and Recreation requires that the governing body of each agency certify by
resolution the authorization of the Grantee to apply for the Recreation Development
Program grant funds. Following the submission of this Resolution and application on
November 5, 2005, the grant awards will be made later in 2005. If the City of
Atascadero is successful in obtaining an award of funds, the Department of Parks and
Recreation will draft and forward a contract to the City regarding the conditions related

to the expenditure of these funds. Staff will apply these funds toward the completion of
.the Alvord Field and Paloma Field Lighting Lot Project.
Conclusion: Authorization of the draft Resolution will allow the City Manager to apply
to the State of California for the competitive grant funds of $228,000 for the Youth Ball
Field Lighting Project. This funding source would assist the City with expanding athletic
opportunities and make the existing facilities accessible to more citizens for greater
periods of time.
FISCAL IMPACT:

WHEREAS, the California Department of Parks and Recreation has been delegated the

WHEREAS, said procedures established by the California Department of Parks and
Recreation require the Applicant's Governing Body to certify by resolution the approval of the
