WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet when scheduled, in the Atascadero City Hall, located at
6500 Palma Avenue, Atascadero. The Parks and Recreation Commission consider matters in the order
of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the
Agenda are on file in the City Manager’s Office and are available for public inspection during City Hall
business hours at the Front Counter of City Hall, 6500 Palma Avenue, Atascadero, and on our
website,www.atascadero.org. All documents submitted by the public during Commission meetings that
are either read into the record or referred to in their statement will be noted in the minutes and available
for review in the City Manager’s Office.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate
in a City meeting or other services offered by this City, please contact the City Manager’s Office or
the City Clerk’s Office, both at (805) 470-3400. Notification at least 48 hours prior to the meeting or time
when services are needed will assist the City staff in assuring that reasonable arrangements can be
made to provide accessibility to the meeting or service.

Under Agenda item, “COMMUNITY FORUM”, the Chairperson will call for anyone from the audience
having business with the Commission to approach the lectern and be recognized.

This is the time items not on the Agenda may be brought to the Commission’s attention. A maximum of
30 minutes will be allowed for Community Forum (unless changed by the Commission).
TO SPEAK ON AGENDA ITEMS (from Title 2, Chapter 1 of the Atascadero Municipal Code)
Members of the audience may speak on any item on the agenda. The Chairperson will identify the
subject, staff will give their report, and the Commission will ask questions of staff. The Chairperson will
announce when the public comment period is open and will request anyone interested to address the
Commission regarding the matter being considered to step up to the lectern. If you wish to speak for,
against or comment in any way:
1. You must approach the lectern and be recognized by the Chairperson.

COMMUNITY FORUM –
Barbara Sims, John Claudil, Peter Smith, and Dennis Schmidt requested more
gym time and a request to put this topic on a P & R Commission meeting.
Dennis Schmidt stated that he is excited about the upcoming Tamale Festival.
Chairperson DeCarli suggested that the Pickleball group write a letter to the P &
R Division with their concerns and request.
Deputy City Manager Terrie Banish requested a letter and stated that she would
like to meet with the group.

MOTION: By Commissioner Zirk and seconded by Commissioner Loughry to
approve the Agenda.

Recommendation: Commission approves the Parks and Recreation
Commission Meeting minutes of the October 15th, 2016 meeting.
MOTION: By Vice Chairperson May and seconded by Commissioner Campion

B. MANAGEMENT REPORTS:
1. Charles Paddock Zoo-Lot Line Adjustment 2015-0121 (ATAL 15-0094) City
Lake Park and Atascadero Kiwanis Parcels 7848 Pismo Ave.
Recommendation: The Parks and Recreation Commission recommend the
City Council authorize a lot line adjustment between the City owned Lake
Park/Pavilion parking lot and the Kiwanis Hall at 7848 Pismo Avenue in order to
correct a historic lot line location inconsistency.

questions of the public and the Commissioners.

Staff Report – Public Works Department
Review and Approval of the
Zoo Garden Event Center
RECOMMENDATIONS:
Parks and Recreation Commission:
1. Approve the preliminary design of the Zoo Garden Event Center.
2. Direct Public Works staff to present design to City Council and proceed with the
completion of Construction Bid Documents.
REPORT IN BRIEF:
The Zoo Garden Event Center Project has been a priority of the City and is intended to
provide a multi-use space for Zoo and Lake Park events. City staff has been working
with Architect Mark Dariz to design a building which meets the needs of multiple City
departments, and has now reached a point where approval of preliminary design is
needed to proceed to final preparation of Construction Plans, Specifications and
Estimates.
DISCUSSION:
The Zoo Garden Event Center is envisioned as a multi -use open wall Pavilion Structure
which would provide space and some amenities for Zoo events, other City sponsored
events and private party rentals. As such, Public Works Capital Projects staff has
coordinated with the City Manager’s office, Zoo staff, and Lake Park Pavilion personnel
to design a structure which meets the needs of all parties while allowing for flexibility of
use in the future.
In July 2016 informal proposals were requested from multiple architects, with staff
selecting Mark Dariz to perform architectural and structural design services. The City is
also working with Thoma Electric to provide electrical design services. City staff is
providing all site design, civil engineering and water/sewer services.

Through the preliminary design process, the following essential design requirements for
the Zoo Garden Event Center were identified:
1. Direct connection to the Zoo, located where the volleyball court currently
exists (provide ADA compliant pathway from Zoo main entrance).
2. Perimeter fencing meeting the accreditation requirements of Association of
Zoos & Aquariums (AZA).
3. Approximately 2000 square feet of covered, op en interior space (finished
concrete slab floor).
4. Storage room within building footprint for tables, chairs, stage, etc.
5. Minimal site amenities sufficient for rental of building for private events.
6. Electrical service for built-in lighting and outlets (service to be taken from
existing meter at Zoo maintenance building).
7. Design of building to meet Lake Park Design standards, while incorporating
design features from existing Zoo buildings.
8. Meet all Code requirements.
City staff members have had met multiple times over the last year to refine the project
needs and identify project opportunities and constraints. The current Zoo Garden Event
Center design strives to cost effectively maximize building usefulness, meet City
aesthetic design standards and minimize maintenance requirements.
