APPROVAL OF DRAFT MINUTES OF NOVEMBER 9, 2016 MOTION: By Committee Member Dariz and seconded by Committee Member Anderson to approve the consent calendar. There was Committee consensus to approve the consent calendar. DEVELOPMENT PROJECT REVIEW 2. PLN 2016-1625, DESIGN REVIEW OF MR. PUTTERS PUTT PUTT & PIZZA AT 5625 EL CAMINIO REAL Senior Planner Gleason presented the staff report and she and Community Development Director Dunsmore answered questions from the committee. Ms. Gleason stated that Dirk Dole has taken over the lease of what used to be known as the Ocean Harvest Restaurant. Ms. Gleason added that the driveway will be closed off and the parking lot will be striped. General Plan Designation: D Zoning District: DC Proposed Environmental Determination: The project qualifies for a Class 1 exemption from the California Environmental Quality Act (CEQA): Existing Facilities (Section 15301) for operation, maintenance and permitting of an existing facility; Minor Alterations to Land (Section 15304) for modifications to the vacant pad associated with the establishment of the accessory use; and New Construction of Small Structures (Section 15303) for the construction of the proposed kiosk. PUBLIC COMMENT The following members of the public spoke during public comment: Dirk Dole. Mr. Dole gave a presentation on the project and answered questions from the committee. Chairperson Fonzi closed the Public Comment period. Mr. Dole stated that he will be working on signage with Planning staff. Dirk also added that he hopes to begin operating within 60 days of building permit approval. Additionally, the hours of operation will likely be from 11 am to 9 pm, seven days a week. There was discussion on safety, fencing, landscaping, colors for the kiosk (in comparison to the main building), and the ABC license. The Committee gave staff design review direction for PLN-2016-1625 and the associated building permit (Restaurant Remodel and Micro-Golf Accessory use at 5625 El Camino Real), with the addition of fencing and landscaping (to block any golf balls from entering the patio area, main street and neighboring businesses), colors need to be compatible with neighboring businesses, blocks/curb will tie into the planter box so it blends in with the front of the building, and the kiosk building should blend in with the main building. COMMITTEE MEMBER COMMENTS AND REPORTS None DIRECTORS REPORT Community Development Director Dunsmore gave updates on a future hotel near the Walmart/Annex project and the La Plaza project. BACKGROUND The property is located along El Camino Real just south of the Curbaril intersection. The building was most recently occupied by “Go for it Sports” however the building is currently vacant. The owner is looking to complete some interior and exterior building enhancements to attract new tenants and bring the building up to code in terms of accessibility. 8040 El Camino Real Wendy’s Smart and Final Center Walgreens 4 ITEM NUMBER: 2 DATE: 3-15-17 EVALUATION Architecture and Color: The applicant proposes to make improvements to the existing building with new exterior finishes and color. The remodel includes interior modifications to meet accessibility requirements including an upgraded bathroom and relocating the main entrance on El Camino Real to the southern portion of the building to eliminate the stairs. This will allow for an at-grade accessible entrance from the sidewalk. The building is set back less than one foot from the existing property line at the street which limits the opportunities for façade modifications. The applic ant is proposing to add as much façade variation as possible along the El Camino Real frontage with the inclusion of arched column elements and awnings. The column elements include brick veneer and the building will be repainted with a variety of earth ton ed colors to add variety to the façade. The new façade would have a modern theme with a dark gray primary color and light gray cornice. Window trim is proposed to be a soft white and doors will have a yellow accent color. The proposed awnings will be black fabric. As the awnings will project into the City’s right-of-way due to the limited setback, conditions will be added to the permit to ensure that adequate minimum required vertical clearance is maintained. Please refer to Attachment 1 for project plan set. Signage: New signage will be proposed when a tenant chooses to occupy the space(s). The building has 3 facades that can have signage based on the Atascadero municipal Code. The existing and proposed façade facing El Camino Real has limited building area for wall mounted signage but will have ample room to accommodate awning signage and window graphic displays. As this building has both a parking lot on the north and south side of the building, signage will also be permitted in these locations. All signs are recommended to meet Municipal Code requirements related to size and placement. Per Municipal Code, awning signs may be painted, silk-screened, or appliqued onto the awning. The size of the signage shall not exceed twenty -five percent (25%) of the area of the awning faces, and may project maximum of five (5) feet into the public right -of-way, and must maintain minimum vertical clearance from the ground of eight (8) feet. Staff Permit Recommendations and Requirements  All signs shall meet Municipal Code requirements related to size and placement.  Awnings shall be securely attached to the buildings and well maintained.  All building lighting and any new parking lot lighting shall be full cut-off style and shall be designed to minimize off -site glare. All signs are conditioned to meet Atascadero Sign Ordinance requirements. 2. Awnings shall be securely attached to the buildings and well maintained. 3. Projecting signs (awnings) may be allowed as follows: a. The area of signage shall not exceed twenty-five (25%) of the area of the awning face. If the projection is two (2) sided, each side of the sign shall be used in the total allowable area calculation and no projecting signs shall exceed nine (9) square feet in area per side. b. Projecting signs may extend (5) feet into the public right-of-way and must maintain a minimum vertical clearance of eight (8) feet. 4. Awning signs and projecting signs require structural plans to be done by a licensed architect or civil engineer. 5.
