Assistant Planner Banister presented the staff report and she and Community
Development Director Dunsmore answered questions from the committee. Ms. Banister
stated that this item is tentatively scheduled for an AUP hearing on November 30, 2016.
PUBLIC COMMENT
The following members of the public spoke during public comment: Kellie Adams and
Michael Kidwell. Mr. Kidwell stated that safety is paramount and that the sign won’t have
jagged edges.

The Committee agreed to recommend approval of
the AUP 2016-0084 to modify the Master Sign
Program for the office park, and to allow amplified
music in the outdoor courtyard. Marquee can go
higher than the pillar (currently shown on the
drawing) as long as it looks balanced aesthetically.
The sign will run vertically down the column to the
left of the door to the restaurant.
3. PLN 2016-1613, ARCHITECTURAL REVIEW OF 8600 CURBARIL AVE.
(WENDY’S)
Senior Planner Gleason presented the staff report and answered questions from the
committee. Ms. Gleason passed around a color and materials board. Mr. Dodson would
like to get the Wendy’s sign on the freeway sign for the shopping center. Freeway signs
are only allowed for tenants with 10,000 sf . If the center approves adding Wendy’s to the
freeway sign, they can apply for an Administrative Use Permit (AUP).

The Committee recommended approval of
the proposed architecture and site plan. The
blade wall elements shall be consistent with
the submitted color and material board
(corporate colors ok). The applicant must
obtain an AUP for signage that does not
comply with the adopted sign program. A 3rd
sign and blade wall element may be added to
the south elevation (an AUP must be
approved for the sign if required). Applicant
may eliminate trees (incl. dead trees) along
Curbaril, or any other tree that might block
the building, with the exception of the trees
that are in the parking lot, and replace with
low landscaping/shrubs. The corrugated
metal feature shall be painted a medium-
dark tone and the parapet trim shall be a
darker or lighter color to provide contrast
and differentiate the change in material.
Mr. Dodson thanked staff for moving their project forward quickly and stated that Wendy’s
hopes to start construction in January 2017.
COMMITTEE MEMBER COMMENTS AND REPORTS

DIRECTORS REPORT
Community Development Director said there are no new items ready for the next DRC
meeting in December. Mr. Dunsmore gave an update on the Hoff property, a potential
restaurant in Colony Square, a new hotel north of Del Rio, and W almart’s architectural
changes.
ADJOURNMENT– 2:50 p.m.
The next regular meeting of the DRC is tentatively scheduled for December 14, 2016.

Recommendation: Staff recommends DRC provide direction regarding the aesthetics of
the proposed restaurant remodel and micro-golf use.
Background:
The subject site is located on El Camino Real between Traffic Way and Rosario,
adjacent to the City Police Station. The property houses three businesses including
Lava Graphics, a laundromat, and a vacant restaurant building. The restaurant building
(formerly Ocean Harvest) was recently vacated and the new business owners are
proposing building upgrades and expansion of the business concept to include a micro-
golf component as an accessory use on the adjacent vacant lot.

While outdoor recreation is not a recognized use in the downtown, such uses can be
established accessory to a permitted use providing the scale and nature of the use
remains secondary to a legal primary use such as the restaurant. No uses requiring
discretionary review are requested at this time, and staff is bringing this item forward to
the DRC for review of site and building changes prior to issuance of a construction
permit. Only demolition permits for the remodel of the restaurant have been issued at
this time.
Evaluation:
1. Site Planning
The existing site contains a vacant pad at the east (south) portion of the lot. The
applicants are proposing to create a micro-golf course within this area. The micro-golf is
proposed to be connected to the main restaurant use through the closure of the ea sterly
property driveway. The closed off access way will become a dining patio for the
restaurant and micro-golf uses. The westerly driveway will remain and parking will be
reconfigured to accommodate a two-way drive isle. (See attachment for development
plans.)
2. Site Aesthetics
The applicant is proposing a remodel to the existing restaurant building to bring the
interior and exterior of the building into conformance with current ADA and building code
requirements. The applicant is proposing a new color scheme for the building that
includes muted earth toned browns, reds, and greens (see attachment). A 6-foot high
wrought iron fence is proposed along the property frontage adjacent to the outdoor
micro-golf uses and separating the micro-golf use from the parking lot. A lower 4-foot
fence will enclose the dining patio to allow outdoor dining along with beer and wine.
Fencing of the patio area is required by ABC licensing.
A 120 square-foot kiosk is proposed at the entrance to the micro-golf course that will
house the micro-golf supplies. The micro-golf course will include a 6-foot planter strip
adjacent to the sidewalk to provide an aesthetic enhancement to the project site and
buffer golf activities from the street and sidewalk. The micro-golf course is designed as
a modular course that allows for installation atop the existing surface without substantial
construction. The applicant is proposing to provide landscaping throughout the area
using large potted plants and trees; however, planning has required the planter adjacent
to the street to be in-ground.
Conclusion:
The proposed restaurant upgrades and accessory micro golf use will bring a unique use
to Downtown. The project site currently lacks a distinct presence from El Camino Real.
The applicant is proposing enhancements that will upgrade the visual character of the

site and revitalize the existing restaurant building. There is no discretionary action
required as the restaurant is an allowed use and the micro-golf is considered an
accessory use.

The following planning requirements shall be incorporated into the building permit for
the project.
1. All site lighting shall be full cut-off, shielded lighting. Any pole mounted lighting
shall be decorative in nature and shall be a maximum of 10 -feet in height. A
photometric survey shall be submitted to analyze light levels throughout the site
and ensure that no off -site spillage occurs.
2. The planter area along the project frontage adjacent to the micro-golf area shall
consist of the following:
a. The planter shall be in-ground and shall include drip irrigation.
b. The planter shall be extended to the extent of the 6 -foot fencing.
c. Two medium sized trees such as Chitalpas or similar shall be included in
the planter. One small tree/shrub such as a western redbud shall be
integrated into the frontage landscape design.
d. Groundcover and low shrubs shall include native drought tolerant sp ecies
such as California fescue and Berkeley sedge. No dense hedge type
species shall be permitted, except if pruned with open branch structure.
3. No fencing or landscaping shall be permitted within the public right-of-way nor
shall any private improvements encroach into the existing sidewalk.
4. Additional potted plants shall be included within the patio areas adjacent to the
fencing in groupings.
