ATASCADERO CITY COUNCIL
MID-YEAR BUDGET REVIEW
Atascadero Administration Building
Fourth Floor, Club Room
Thursday, February 9, 1989
Meeting was called to order at 5:00 p.m. by Mayor Borgeson.
ROLL CALL:
Present. Councilmembers Lilley, Shiers, Mackey, Dexter and
Mayor Borgeson
At this point Mayor Borgeson turned the meeting over to City
Manager, Ray Windsor.
1. FINANCIAL OVERVIEW
City Manager, Ray Windsor gave the council a financial
overview and then turned it over to Mark Joseph,
Administrative Services Director, for a more in-depth
summary.. Mr. Windsor stated that the financial health
of the City is sound.
Council discussion followed.
2. FIVE YEAR C. I .P.
Paul Sensibaugh, Public Works Director gave the staff
report.
Council discussion followed.
3. LAKE PAVILION PROJECT
City Manager, Ray Windsor, gave a follow-up to the
presentation that Rod Levin had made at a previous meeting.
Council discussion followed.
Mayor Borgeson said she felt that there should be a public
hearing an this before a decision can be made. Henry Engem
Community Development Director, stated that there had
an advertised public meeting in November of 1987 when
this was discussed.

Consensus of the Council was to have a public hearing on the
Lake Pavilion Project at possibly the February 28, 1989
meeting to determine the public feeling about the
Pavilion.
4. ADJOURN TO CLOSED SESSION FOR DISCUSSION OF PROPERTY
PURCHASE IN DOWNTOWN (Lots 23 & 24, Block MF off
Traffic Way)
FOLLOWING THE CLOSED SESSION, COUNCIL WILL ADJOURN TO THE REGULAR
MEETING OF TUESDAY, FEBRUARY 14, 19899 7:00 P.M. IN THE FOURTH
FLOOR ROTUNDA ROOM.
