1. Citizens’ Sales Tax Oversight Committee (CSTOC) Draft Action Minutes -
December 14, 2015
Recommendation: Committee approve the CSTOC Draft Action Minutes of
the December 14, 2015 CSTOC meeting. [City Clerk]
B. INFORMATIONAL ITEMS: None
C. BUSINESS ITEMS:
1. Staff Updates
A presentation and materials will be provided at the meeting on Measure F-14
Projects, Maintenance of Effort Funding for Roadways, and the proposed San
Luis Obispo County Self-Help Sales Tax Measure. [Public Works]

DRAFT MINUTES

CALL TO ORDER:
Chairperson Hatch called the meeting to order at 6:01 p.m.
ROLL CALL:
Present: Committee Members Ernst, Greenaway, Hustace, Martin, Shaw,
Simonin, Ward, Vice Chairperson Jones and Chairperson Hatch
Absent: None
Others Present: City Clerk/Deputy City Manager Marcia McClure Torgerson
Staff Present: Public Works Director Nick DeBar, and Administrative Services
Director Jeri Rangel
APPROVAL OF AGENDA:
MOTION: By Committee Member Martin and seconded by Vice
Chairperson Jones to approve the agenda.
Motion passed 9:0 by a voice vote.

A. CONSENT CALENDAR:
1. Citizens’ Sales Tax Oversight Committee (CSTOC) Draft Action Minutes -
August 31, 2015
Recommendation: Committee approve the CSTOC Draft Action Minutes of
the August 31, 2015 CSTOC meeting. [City Clerk]
MOTION: By Vice Chairperson Jones and seconded by Committee
Member Martin to approve the Consent Calendar.
Motion passed 9:0 by a voice vote.
B. INFORMATIONAL ITEMS: None
C. BUSINESS ITEMS:
1. Approval of Fiscal Year 2015 Annual Road Report
Fiscal Impact: None.
Recommendation: Committee approve the Fiscal Year 2015 Annual Road
Report. [Administrative Services]
Administrative Services Director Jeri Rangel gave the staff report and answered
questions from the Committee.
There was Committee consensus to:
1. Eliminate copies of the City’s checks in future reports
2. Direct staff to schedule a mid-year Committee meeting for
an update on road work.
PUBLIC COMMENT: None
MOTION: By Committee Member Ernst and seconded by Vice
Chairperson Jones to approve the Fiscal Year 2015 Annual
Road Report.
Motion passed 9:0 by a voice vote.

2. Fiscal Year 2015 Community Roads Report
Fiscal Impact: None.
Recommendation: Committee review and endorse the Fiscal Year 2015
Community Roads Report. [Public Works]
Public Works Director Nick DeBar gave the staff report and answered questions from
the Committee.
PUBLIC COMMENT: None
MOTION: By Vice Chairperson Jones and seconded by Committee
Member Hustace to endorse the Fiscal Year 2015 Community
Roads Report.
Motion passed 9:0 by a voice vote.
3. Set Next Meeting
As requested under Item B-1, the Committee would like to schedule a meeting in June,
probably a Monday, to receive an update on road work. Public Works Director DeBar
stated he would set up the meeting.
D. COMMITTEE MEMBER COMMENTS:
Committee Member Shaw stated that he had requested at their last meeting,
documentation on how much money the City spent on roads in previous years. Public
Works Director DeBar stated he would bring that information to the June 2016 meeting.
E. ADJOURNMENT
Chairperson Hatch adjourned the meeting at 7:12 p.m.
