City Hall Council Chambers 6500 Palma, Atascadero, California CALL TO ORDER - 7:01 PM Chairperson DeCarli called the meeting to order at 7:01 p.m. and Commissioner Campion led the Pledge of Allegiance. ROLL CALL Present: Commissioners Mansfield, Greenaway, Loughry, Zirk, Campion, Vice Chariperson May, Chairperson DeCarli Absent: Others Present: Recording Secretary Bonnie Williams Staff Present: City Manager Rachelle Rickard, Recreation Division Director Jerel Haley, Deputy City Manager Terrie Banish, Colony Park Community Center Supervisor Jennifer Fanning, Teen Center Supervisor Larisse Lopez, Assistant Planner Alfredo Castillo SPECIAL PRESENTATION -  Chief Haley introduced Terrie Banish to the Commission and announced Paula Anton’s retirement.  Jennifer Fanning and Larisse Lopez gave an appreciation presentation to Health West for his volunteer hours and dedication for youth basketball.  Jon Furness gave a presentation of his Eagle Scout project which is the kiosk board at the Atascadero Lake Park. COMMUNITY FORUM –  Mayor O’Maley announced Colony Days, Tent City and the Dog Show event October 17th.  Chuck Ward announced the Wold War II and Korean War Veterans tribute luncheon at Madonna’s Expo Center on October 29th. APPROVAL OF AGENDA MOTION: By Vice Chairperson May and seconded by Commissioner Loughry to approve the Agenda. Motion passed 7:0 by a roll-call vote. COMMISSION ANNOUNCEMENTS AND REPORTS  Commissioner Campion announced the Parents for Joy had an incredible fundraising event at Sunken Gardens. He also announced Taco Day on Traffic Way event on November 14th.  Commissioner May announced the the Co mmunity Church of Atascadero is celebrating their 100th year as a congregation.  Chairperson DeCarli announced that the first ever joint County wide Cycle De Mayo event in May was successful. Also that the SLO Council of Government is coordinating with the City of Atascadero on preparing a study for improvements on Morro Road. CONSENT CALENDAR 1. Parks and Recreation Commission Minutes – February 5th, 2014  Recommendation: Commission approves the Parks and Recreation Commission Meeting minutes of the February 5th, 2015 meeting. MOTION: By Commissioner Greenaway and seconded by Commissioner Campion to approve Consent Calendar Motion passed 7:0 by a roll-call vote. B. MANAGEMENT REPORTS: 1. Approval of the Charles Paddock Zoo - Monument Signage Fiscal Impact: Small fiscal impact Recommendation: The Parks and Recreation Commission recommends to the City Council approval of the proposed monument entry sign at the Charles Paddock Zoo. Assistant Planner Alfredo Castillo – Alfredo provided a presentation on the project and answered questions of the Commission. PUBLIC COMMENT – The following people spoke during public comment: Chuck Ward and Mark Greenaway. MOTION: By Commissioner Campion and seconded by Commissioner Loughry to approve the recommendations for the approval of the Charles Paddock Zoo – Monument Signage. Motion passed 7:0 by a roll-call vote. COMMITTEE & LIASON REPORTS – None STAFF COMMENTS/ ANNOUNCEMENTS –  Jennifer Fanning presented a power point update of the Recreation Division programs. . 1.
