The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Recreation Division and are available for public inspection during City Hall Annex, 6500 Palma Avenue, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the Recreation Division. The Parks and Recreation Chairperson will identify the subject, staff will give their report, and the Commission will ask questions of staff. City Hall Council Chambers 6500 Palma, Atascadero, California CALL TO ORDER - 7:03 PM Chairperson Seay called the meeting to order at 7:03 p.m. and Commissioner DeCarli led the Pledge of Allegiance. ROLL CALL Present: Commissioners Butz, DeCarli, May, Zirk, Vice Chairperson Greenaway, Chairperson Seay Absent: Others Present: Recording Secretary Bonnie Williams Staff Present: City Manager Rachelle Rickard, Deputy City Manager Marcia Torgerson, Recreation Division Director Jerel Haley, Colony Park Community Center Supervisor Jennifer Fanning, Assistant Planner Alfredo Castillo, Zoo Director Alan Baker OATH OF OFFICE: City Clerk Marcia McClure Torgerson will conduct the Oath of Office for the newly appointed Commissioners. PARKS AND RECREATION COMMISSION REORGANIZATION: 1. Commission Appointment of Chairperson –City Clerk Torgerson accepted nominations from the Commission. Chairperson DeCarli nominated Vice Chairperson Greenaway. Vice Chairperson Greenaway declined. Vice Chairperson Greenaway nominated Chairperson DeCarli. Approval of Appointment Motion: By Commissioner Greenaway and seconded by Commissioner Zirk Motion passed 7:0 by a roll-call vote. 2. Commission Appointment of Vice-Chairperson –City Clerk Torgerson accepted nominations from the Commission. Commissioner Zirk nominated Commissioner May. Approval of Appointment Motion: By Commissioner DeCarli and seconded by Commissioner Zirk Motion passed 7:0 by a roll-call vote. SPECIAL PRESENTATION - None COMMUNITY FORUM - None APPROVAL OF AGENDA MOTION: By Commissioner Zirk to approve the Agenda. Motion passed 7:0 by a roll-call vote. COMMISSION ANNOUNCEMENTS AND REPORTS Commissioner Zirk stated that he has tickets for sale for the AHS Show Choir fundraiser on February 20th and 21st. The benefits will go toward the show choir competitions. Commissioner Campion announced that A -Town Park will be inviting local youth bands to practice and perform on a trial basis starting March 21st. The Monster Series kick off, for the Central Coast, will be at A-Town Park on March 28th. This event brings people from all over the county. Commissioner May stated that Barbie Butz has been on the Commission for 22 years and would like to suggest having a “Barbie Butz Day”. Deputy City Manager Torgerson stated that the most current past commissioners will be recognized at the next City Council meeting. Chairperson DeCarli stated that she was contacted by Mayor O’Maley to encourage the city to become a bicycle friendly community and to pull together a bicycle advisory committee. Commissioner Zirk inquired about the past bike path grant. City Manager Rickard confirmed that there is a bike path plan from Pismo to San Gabriel road on the creek side of 41. Construction will begin once it’s passed by the City Council. CONSENT CALENDAR 1. Parks and Recreation Commission Minutes – July 24th, 2014  Recommendation: Commission approves the Parks and Recreation Commission Meeting minutes of the July 24th, 2014 meeting. MOTION: By Vice Chairperson May and seconded by Commissioner Loughry to approve Consent Calendar Motion passed 7:0 by a roll-call vote. B. MANAGEMENT REPORTS: 1. Approval of the Zoo Park Master Plan Amendment – Thelma Vetter Red Panda Exhibit Fiscal Impact: Nominal fiscal impact Recommendation: The Parks and Recreation Commission recommends: 1. The City Council approves a proposed amendment to the Charles Paddock Zoo (Zoo Park) Master Plan to allow for construction of a new Red Panda Exh ibit, as well as, updating the Zoo Master Plan Drawing to reflect completed additions. 2. The City Council enter into a Memorandum of Understanding (MOU) with the Donor(s) to fund the construction of the Thelma Vetter Red Panda Exhibit. Assistant Planner Alfredo Castillo – Alfredo provided a presentation on the project and answered questions of the Commission. PUBLIC COMMENT – The following people spoke during public comment: Glen Lewis, trustee of the Thelma Vetter Estate MOTION: By Commissioner Campion and seconded by Commissioner Loughry to approve the recommendations for the approval of the Zoo Park Master Plan Amendment – Thelma Vetter Red Panda Exhibit Motion passed 7:0 by a roll-call vote. COMMITTEE & LIASON REPORTS – None STAFF COMMENTS/ ANNOUNCEMENTS – Recreation Supervisor Jennifer Fanning informed the council about the Father Daughter Dance which consists of two nights. Friday night is sold out. She also informed the Commissioners that there is a SLOCAPRA Commissioners works hop coming up on March 7th in Paso Robles and she will send out the flyer once she receives it. Chief Haley announced that City Council asked the Parents for Joy group to think of a name for the playground that will be built at the Colony Parks Community Center. The group decided on the name Joy Playground. . 1. MINUTES PREPARED BY: _____________________________ Bonnie Williams, Clerical Assistant III City of Atascadero ITEM NUMBER: DATE: 10-15-15 Atascadero Parks and Recreation Commission Staff Report – Recreation Division Charles Paddock Zoo – Monument Signage RECOMMENDATION: The Parks and Recreation Commission recommend s to the City Council approval of a proposed monument entry sign at the Charles Paddock Zoo. DISCUSSION: Background: The City Council approved the Charles Paddock Zoo Master Plan in 2004. This Master Plan provides direction and guidance for plans to transform the Zoo into a key destination point for residents and visitors. The Master Plan, similar to the City’s General Plan or Downtown Vision Plan, is to be completed in various phases as funding becomes available, versus completion all at once. Initial Master Plan projects included the following:  Completion of a revamped Zoo entry;  A permanent, ADA compliant restroom facility;  A new gift-shop area / food service area;  Approval of a new Red Panda Exhibit Some of these upgrades were necessary to help keep the Zoo accreditation through 2014, as well as, upgrade the facility to be more inviting for visitors. These upgrades were completed with City’s Redevelopment Agency (RDA) funds. However, the RDA was dissolved in February 2012. In addition, RDA funding could not be used for upgrades to animal exhibits, and other animal related upgrades. City Staff and Zoo supporters understand the need for upgrading facilities to maintain the Zoo. Recently, a statue was dedicated to Charles Paddock, the name sake and founder of the Zoo. This statue is located at the entry of the Zoo. The statue was erected in memory of Mr. Paddock, and to commemorate the Zoo’s 60th anniversary celebration. Private donors provided the funding for the statue. This group recognized that with the addition of the statue at the front of the Zoo, the front gate needed an impressive sign to complete the entrance. This group began an additional fund raising effort to commission a design and future construction of a Zoo monument sign. Analysis: The proposed sign would be located at the entry of the Zoo. Currently no signage exists at the entry of the Zoo. The proposed sign includes letters that are cutout and raised 1” to provide added depth and character. The sign will be powder coated to add color and is consistent with the thematic branding of the Zoo. The proposed monument sign measures 12 -feet, 6-inches in height to the base of the sign, with additional 3.5-feet at the top of the sign. The total sign height is 16-feet measured from ground. The total sign area is approximately 56.25 square feet (sf). The proposed signage may be removed if additional vertical clearance is required for temporary Zoo access. The proposed sign was not included as a part of t he Zoo Master Plan. Location of Proposed Monument Sign Proposed Design The Parks and Recreation Commission is being asked to review the proposed signage and provide any comments. Staff has reviewed the proposed signage, and finds that the proposed signage fits with the character and context of the existing Zoo entry and will be an added touch that provides the Zoo prominence, as well as, a wayfinding feature for Lake Park visitors. Staff is not recommending any changes to the proposed monument sign. Construction Time Frame and Funding Staff is requesting input from the Parks and Recreation Commission and a recommendation to the City Council. The private donor group who is funding the entry monument signage is also providing the funds for construction of the sign. This group is actively seeking donations of materials needed for construction. A building permit will be required for the sign (at no cost) and signage installation will be completed by City Staff. FISCAL IMPACT: There will be a small fiscal impact for completion of the proposed monument sign. City staff time will be utilized for building permit review, inspections, and installation of the proposed signage. The City will incur no costs for drafting of preliminary design schematic, construction documents, and construction of the sign. ALTERNATIVES: 1. The Commission may include modifications to the project with their recommendation to City Council. 2. The Commission may determine that more information is needed on some aspect of the project and may refer the item back to staff to devel op the additional information. The Commission should clearly state the type of information that is required and move to continue the item to a future date. 3. The Commission may recommend denial of the project. The Commission must specify the reasons for denial of the project and make an associated finding with such action. This recommendation will be forwarded to the City Council. ATTACHMENTS: 1. PR 2015-A A RESOLUTION OF THE PARKS AND REREATION COMMISSION OF THE CITY OF ATASCADERO RECOMMENDING THE CITY COUNCIL APPROVE ENTRY MONUMENT SIGNAGE FOR THE CHARLES PADDOCK ZOO LOCATED AT APN 031-362-003 (CITY OF ATASCADERO) WHEREAS, the City of Atascadero (6500 Palma Avenue, Atascadero, CA 93422), is proposing installation of monument signage at the entry of the Charles Paddock Zoo; and, WHERAS, the City of Atascadero has recognized the need to enhance the entrance of the zoo and provide wayfinding signage for visitors; and, WHERAS, private donors have recognized the need for additional monument signage and are providing funds for the design and construction of the proposed signage; and, WHEREAS, the Parks and Recreation held a public hearing to consider the proposed signage on October X, 2015 at 7:00 p.m. and considered testimony and reports from staff and the public. NOW THEREFORE, the Parks and Recreation Commission of the City of Atascadero takes the following actions: SECTION 1. Recommendation of Approval.
