CONSENT CALENDAR: 1. Advisory Board Draft Action Minutes – July 21, 2015  Recommendation: Board approve the Draft Action Minutes of July 21, 2015. [City Manager’s Office] B. BUSINESS ITEMS 1. Confirm ATBID Advisory Board Appointees for Marketing Committee  Recommendation: Nominate and confirm two ATBID Advisory Board Members to serve as the marketing committee representatives.  Fiscal Impact: None. 2. Consideration of Recommending to the City Council to Amend the Atascadero Municipal Code (AMC) Regarding Membership Requirements and Length of Terms for the ATBID Advisory Board – Presentation from City Staff  Recommendation: The City Clerk recommends: Advisory Board: 1. Do not recommend to the City Council to remove the language, “or other representatives holding the written consent of the lodging business owner within the ATBID area.” from the AMC; and, 2. Savor Main Event Booth Presence and SWAG – Presentation from Verdin Marketing  Recommendation: Approve the presented booth concept for implementation in the ATBID and City of Atascadero shared Main Event booth at Savor the Central Coast.  Fiscal Impact: Up to $10,000 of shared funds with the City of Atascadero as the previously approved event execution budget. 6. Visit Atascadero Website Audit – Presentation from Verdin Marketing  Recommendation: Review website audit completed by Verdin Marketing on visitatascadero.com. Direct Verdin Marketing to pursue one of the recommended options for improvement: o Option 1 to work with existing site; or o Option 2 to create a new site OR o Direct Verdin Marketing to present other options for the ATBID at a future meeting.  Fiscal Impact: Up to $25,000. Deputy City Manager/City Clerk Torgerson explained the requirements of the Brown Act, Political Reform Act, and Public Records Act as it pertains to the Advisory Board. ATBID Operations – Resolution Amending Bylaws of the Atascadero Tourism Business Improvement District  Recommendation: Advisory Board to adopt the Draft Resolution of the Atascadero Tourism Business Improvement District amending the Bylaws for the Advisory Board that were initially adopted in June 2013.  Fiscal Impact: None. Marketing Committee – In Light of Some Committee Structure Restrictions to Maintain Compliance with the Brown Act, Re-approach the Structure of the Marketing Committee  Recommendation: Advisory Board: 1. Take no action and maintain the structure of the marketing committee as appointed at the June 16, 2015 Board Meeting; OR 2. Re-structure the marketing committee to have two (2) ATBID Advisory Board members with the ability to hold meetings that may or may not open to the public and to make recommendations back to the ATBID Advisory Board.  Fiscal Impact: None. Motion passed 5:0 by a roll call vote. Chairperson O’Malley stated that he will appoint, on an interim basis, Vice Chairperson Sohi and Board Member Alexander to this marketing committee until the next Board meeting in August when a formal appointment process will be conducted. 5. Advertising Opportunity – Co-Op advertising purchase opportunity through Visit San Luis Obispo County in the Visit California Visitor’s Guide  Recommendation: Advisory Board: 1. Commit to the opportunity to participate in the Co -Op advertising purchase; OR 2. Turn down the opportunity to participate in the Co-Op advertising purchase.  Fiscal Impact: $6,500. PUBLIC COMMENT: None MOTION: By Board Member Patel and seconded by Vice Chairperson Sohi to commit to the opportunity to participate in the co-op advertising purchase for the Visit California magazine, not to exceed $8,500.00 and subject to Verdin’s access to the Visit Atascadero website and social media. Deputy City Manager Update – Deputy City Manager Torgerson distributed copies of the City’s Conflict of Interest Code that requires Board Members to file Statements of Economic Interests, and Ordinance No. 568 that created the ATBID. 2. Deputy City Manager / City Clerk ITEM NUMBER: TBID B-2 DATE: 08/18/15 Atascadero Tourism Business Improvement District Advisory Board City Clerk’s Office Consideration of Recommending to the City Council to Amend the Atascadero Municipal Code (AMC) Regarding Membership Requirements and Length of Terms for the ATBID Advisory Board RECOMMENDATIONS: The City Clerk recommends: Advisory Board: 1. Do not recommend to the City Council to remove the language, “or other representatives holding the written consent of the lodging business owner within the ATBID area.” from the AMC; and, 2. Recommend to the City Council to amend the AMC Section 3 -16.07(c) to state that all Board Members shall serve staggered two-year terms. DISCUSSION: Membership Requirements The Atascadero City Council established the ATBID in April of 2013 by adopting Ordinance No. 568. This Ordinance is now Title 3 Chapter 16 of the Atascadero Municipal Code (AMC). Section 3-16.07(b) of the AMC states the membership requirements for the ATBID Advisory Board: (b) Membership on the ATBID Advisory Board is limited to lodging business owners or employees or other representatives holding the written consent of the lodging business owner within the ATBID area. To sponsor a member on the ATBID Advisory Board, each lodging business must have fully paid its ATBID assessment at the time of appointment, and remain fully paid during the term of that representative’s membership on the Board. There has been some discussion at previous Advisory Board meetings about the wording of this Section of the AMC. Specifically, there has been some comments about ITEM NUMBER: TBID B-2 DATE: 08/18/15 removing, “or other representatives holding the written consent of the lodging business owner within the ATBID area.” The City Clerk has reviewed this Section with the City Attorney regarding the possibility of removing this phrase. It is the City Attorney’s opinion that this membership requirement language is typical of most cities and it would be best to leave it in the AMC, especially since Atascadero does not have an abundance of lodging facilities and has already had to resort to appointing non-lodging persons due to the fact that no lodging owners or employees were interested in filling recent vacancie s. Without this language in the AMC, Atascadero would have been unable to fill the recent vacancies. If the Advisory Board gives the City Clerk direction to propose to the City Council on the Advisory Board’s behalf to remove this language, she will take that recommendation to the City Council. Advisory Board Members’ Terms Section 3-16.07(c) of the AMC states regarding the terms for Board Members: (c) ATBID Advisory Board members will serve staggered terms with three (3) members serving three (3) year terms and two (2) members serving two (2) year terms. The City Clerk also reviewed this Section with the City Attorney realizing that this section should have stated that these terms are the initial terms for the first Board Members. Language should be added to clarify the terms for all subsequent Board Members. The City Attorney stated that all the terms should be two years, staggered with three Board Members with the same expiration date, and two Board Members with their terms expiring the following year. The City Clerk will be proposing to the City Council the following language to amend this Section of the AMC: (c) The initial ATBID Advisory Board Members will serve staggered terms with three (3) members serving three (3) year terms and two (2) members serving two (2) year terms. All subsequent Board Members will serve staggered terms of two (2) year terms. If the Advisory Board gives the City Clerk direction to propose to the City Council on the Advisory Board’s behalf to recommend different terms than proposed above, she will take the Advisory Board’s recommendation to the City Council. Live demos would be the core attraction showcasing local crafters such as breweries, winemakers, restaurateurs, olive oil, lavender farm, etc. This experience will introduce visitors and residents to the new brand and the type of relaxed vibe you can expect when visiting Atascadero. For the booth layout, we envision a beautiful Visit Atascadero sign printed on fabric nice and large, front and center hung by two wood posts on each end. The background could be a burlap backdrop with fabric cord running across with lavender and hops bushels. We could possibly incorporate the bushels into a booth giveaway. See below for visual reference. Another great way to bring in some of the Tent City history is creating a feeling similar to the image below. The striped tent would not cover the entire space, just frame the background. We would also like to incorporate wine barrels as tables for people to enjoy their local demo offerings. Atascadero TBID Monthly Update AUGUST 11, 2015 Rebrand As discussed at the last meeting, the Verdin team was selected by the City to rebrand Visit Atascadero. This initiative has two goals in mind: • Bring outside visitors to come, sleep, spend • Entice SLO County residents to stay, spend, enjoy Verdin presented three logo options to City Council on July 14 and council requested to refine logo 1 and explore bringing elements of logo 2 into the brand through the look and feel, for example the website, social media, advertising, etc. Below is the refined logo that is being presented at the August 11 meeting. Verdin is also presenting two color palettes and tagline ideas that align with the ATBID and City goals. We will report the decision at the August ATBID meeting as this rebrand needs to be completed to execute the ATBID marketing plan effectively. Social Media Verdin gained access to the Visit Atascadero Facebook page on July 27, 2015. We worked on getting access to the Visit Atascadero Twitter account, however past login information was unavailable so we created a new Twitter handle @AtascaderoCA. We also created the Instagram account and have begun implementing the August social media calendar that is attached in this packet. Below is the assessment report: Summary The current Visit Atascadero website (www.visitatascadero.com) is a relatively straightforward tourism- based site built on the WordPress platform. WordPress has several well-known vulnerabilities, and must be updated frequently to avoid being open to exploits. The site, however, is currently only being updated for maintenance purposes which include, profile contact information updates, grammar, checking business licenses, etc. and it is likely vulnerable. WordPress can also hinder functionality of more in-depth web development. Due to the complete lack of SEO in place, the site could be rebuilt with virtually no negative effect on search rankings. Findings: • With the exception of one page out of 158 total, there is no SEO in place. This includes metatags, titles, descriptions, keywords, etc. • The media hosted on the site is also devoid of basic SEO practices, including captions, alt text, descriptions, etc. • The main drop-down navigation bar is a bit overloaded with options, particularly in the breakout menus that expand when hovered over. This would operate much more effectively with minimal hover expansion, (if any), which points people to a landing page that contains more detailed options. • The homepage has three grid-style images just above the initial fold, with seven more below the fold. Having these three grid spaces above the fold rotate between the ten different slides would be a much more effective use of the home page real estate. • The main hero image on the home page could also benefit from being shorter in height, allowing more content to be displayed above the fold. • The main hero images do not link to their respective sections of the site. • The testimonial section near the bottom of the home page looks nice, but the actual quotes carry little weight due to the anonymity of the subjects. Getting some testimonials attached to real names will go far in having an impact on users of the site and lending credibility to the testimonials themselves. • The Wordfence plugin is being used to block spam IPs and track failed login attempts, which is a good security measure. • The site does feature basic responsiveness to varying screen sizes. • The only social buttons featured are for email, Facebook and Flickr. Buttons to any and all other social channels should be added. The current ATBID website budget is $5,000 and covers content updates for brand message, visual enhancements, and minor keyword research and SEO. After assessing the site, Verdin would like to present two options moving forward. We are working on pricing for both options and will present them at the August ATBID meeting for review. SAVOR the Central Coast Verdin has been working closely with the SAVOR the Central Coast team on the social media efforts (reviewing posts content and providing feedback), as well as idea generation for the Atascadero booth. We presented a concept sheet to Terrie and Amanda for initial review and will be discussing the details with the ATBID board at the August meeting. Below is our current concept that provides an overview of how we envision the Atascadero booth coming to life and launching the new brand. BOOTH CONCEPT CONTEXT: For the SAVOR booth we want to give visitors a taste of what Atascadero is all about. This would give good visual impact and bring in the brands rustic, down-to-earth vibe that is part of our brand message. We will be confirming this option next week and can report back to the ATBID on the possibility.
