At -Large Planning Commission Appointments
RECOMMENDATIONS:
Council interview the six candidates for the Planning Commission, the two candidates
for the Parks & Recreation Commission, and select by ballot two citizens for each
Commission for the at-large positions.
DISCUSSION:
The Atascadero Municipal Code states that the two at-large positions on the
Commissions shall be appointed by a majority of the entire Council. The terms for
these positions are two years, expiring on December 31 of each even-numbered year.
The City Clerk has solicited applications for the two at -large positions on the Planning
Commission and the Parks & Recreation from the members of the public pursuant to
State Law. Six applications for the Planning Commission have been received, two
applications for the Parks & Recreation Commission have been received, and interview
times have been established for each qualified candidate.

Chapter 9 PLANNING COMMISSION
29.01 Creation—Composition.
There is created a Planning Commission for the City which shall consist of seven (7) members who shall
not be officials or employees of the City, but who shall be residents of the City. (Ord. 101 § 2, 1985)
29.02 Members—Appoin tment—Terms of office.
The City Counc il shall a ppoint membe rs of the Pla nning Commission as follow s: two (2) membe rs sha ll be
appointe d by a majority vote of the entire Council. Those two (2) positions sha ll be appointe d for terms of tw o
(2) ye ars c omme ncing January 1st of e a ch oddnumbe re d yea r and e xpiring De ce mbe r 31st of ea c h e ve n

29.03 Absence from meet ings.

minute s, sha ll be reported by the Pla nning D ire ctor to the City Council for c onside ra tion of re mova l from offic e .

29.04 Members—Removal from office.
A me mber of the Pla nning Commission se rve s at the plea sure of the City Counc il and ma y be removed
from office , with or w ithout ca use , by a ma jority vote of all the me mbers of the City Counc il. (O rd. 200 § 3,

29.05 Vacancies.

A vacancy on the Planning Commission occurring by death, resignation, removal, or any other cause before
the expiration of the term of the member shall be filled by appointment for the unexpired term by the Council.

29.06 Expenses.
Planning Commission members shall be entitled to remuneration for expenses in accordance with the
procedure approved by resolution of the Council. (Ord. 101 § 2, 1985)
29.07 Powers, du t ies, an d fun ct ion s.

same ma y be herea fter a me nde d. The Planning Commission shall pe rform suc h other dutie s a nd func tions a s

29.08 Organizat ion .
A s of Februa ry 1st a nnually, or a s soon the re afte r a s is fe asible , the Planning Commission shall e lec t a
cha ir a nd a vic e c ha ir from among its me mbe rs. The c ha ir sha ll preside ove r me etings, a ppoint a ppropria te
committe e s, sign resolutions and direc t the a ffa irs of the Commission. In the absenc e of the c ha ir, the duties of
this offic e shall be performe d by the vic echa ir. The Commission sha ll c onduc t me e tings pursua nt to adopte d
rule s for the tra nsa ction of busine ss, sha ll kee p a public re c ord of its resolutions, tra nsa c tions, findings, a nd
de termina tions a nd sha ll hold re gularly sche duled mee tings in the Rotunda Room, fourth floor, Administra tion
Building, 6500 Palma Ave nue , Ata sca dero, eve ry first and third Tue sday eve ning at 7:00 p.m., a nd on such othe r
da ys, at suc h othe r time s, a s ma y be de signa te d in order for a spe cia l me e ting. Whe n the day for a ny re gula r
me eting of the Planning Commission fa lls on a lega l holida y, the mee ting sha ll not be held on such holida y but
should be he ld at the sa me hour on the ne xt succ ee ding da y the re afte r which is not a holida y, or a t such other
time a s sha ll be determine d a nd notic e d by the Pla nning Commission. (Ord. 291 § 2, 1995; Ord. 142 § 2, 1986;

29.09 Planning Commission—Relations to Council and staff.
(a) The City Council establishes policies citywide and specifically as they relate to the duties of the
Planning Commission. The Planning Commission is advisor to the Council except where the Council has
delegated specific authority to the Commission. City staff administers the policies of the Council, forwards
recommendations of the Commission to the Council and administers Planning Commission actions on issues
delegated to the Commission by the Council. The Planning Commission may recommend to the Council topics to
be included in the City’s work program.
(b) The Commission and its members shall work through the Community Development Director, except
for the purpose of inquiry, in carrying out the Commission’s responsibilities.
(c) Commissioners shall not attempt to coerce or influence staff in the making of appointments, the
awarding of contracts, the selection of consultants, the processing of development applications, or the granting of
City licenses or permits. Commissioners shall not attempt to change or interfere with the operating policies and
practices of any City department.
(d) Commissioners shall not attend internal staff meetings or meetings between City staff and third
persons unless invited by City staff or directed by Council to do so. Commissioners may attend meetings of
private organizations that staff may attend. Commissioners may attend any public meeting of the City or any

Chapter 13 PARKS AND RECREATION COMMISSION
213.01 Established.
There is created a Parks and Recreation Commission composed of seven (7) members. (Ord. 252 § 1, 1992;

213.02 Qu alifications.

213.05 Absence from meetin gs.

As of February 1st annually, or as soon thereafter as is feasible, the members of the Commission shall
elect a chair and a vicechair, who shall hold office for one (1) year. The chair shall preside over meetings,
appoint appropriate committees, sign resolutions, and direct the affairs of the Commission. In the absence of the
chair, the duties of this office shall be performed by the vicechair. (Ord. 292 § 2, 1995; Ord. 101 § 4, 1985)
213.07 Procedu re.

213.08 Qu orum.

213.09 Secret ary: Appoin t men t : Minutes.
The City Manage r sha ll designa te a se cretary who sha ll mainta in a cc ura te minute s of the ac tivitie s a nd
official ac tions of the Commission. If this person is a City e mployee , sa id person sha ll be compensa te d

213.10 Du t ies and respon sibilities.
The dutie s and re sponsibilitie s of the Pa rks a nd Rec re a tion Commission sha ll be to:
(a ) A c t in an advisory ca pa c ity to the City Council in a ll ma tte rs pe rta ining to pa rks a nd public rec re ation
and to c ooperate with othe r governme nta l a genc ie s a nd c ivic groups in the a dvanc ement of sound park a nd
re cre a tion pla nning and progra mming;
(b) Formulate policie s a nd pa rks and rec re ation servic es for conside ra tion by the City Counc il;
(c ) Me e t with the City Counc il at le a st onc e e ac h ye ar to disc uss polic ie s, programs, future ne e ds, or
other ma tte rs re quiring joint de liberations. More frequent mee tings ma y be he ld if dee me d ne c e ssary by a
de termina tion of a ma jority of me mbe rs of the City Counc il and Pa rks and Re cre a tion Commission. A ll such
me etings sha ll be he ld in ac c orda nc e with sta tutory re quire me nts gove rning public me e tings;
(d) Re c ommend to the City Council the de velopment a nd improve me nt of parks, re crea tiona l a re a s,
fa cilitie s, progra ms, a nd re crea tion se rvic e s;
(e ) Ma ke pe riodic surve ys of pa rks a nd re crea tion se rvice s that exist or may be ne e de d a nd asc e rtain the
ne e ds of the public for suc h se rvic es;
(f) Assist in c oordinating pa rks a nd re c rea tion se rvice s w ith the programs of governme nta l a genc ie s a nd
volunta ry orga niz a tions;
(g) D isseminate to the public informa tion c onc erning the polic ie s and functions of the Pa rks a nd
Re crea tion Depa rtment;
(h) A dvise the D ire ctor of Community Se rvic e s in the development a nd ope ra tion of the parks a nd
re cre a tion programs a nd fa cilities;
(i) Suggest rule s a nd re gulations governing the use of parks and rec re ation area s and fa c ilitie s. (Ord. 252

213.11 Director of Community Services: Meeting attendance: Reports.
The Director of Community Services or the Director’s delegate shall attend the meetings of the Parks and

Recreation Commission and shall make such reports to the Commission, to the City Manager or to the City
