Motlo, John Neil Council Comments: CML expressed thanks to Fire Department/Chief constrained fire on San Marcos...residents excellent job - no loss of structures. Also spoke before Scout troop 167? - when skateboard park. would like to see a status report come before the Council. CMJ kudos to fire department. MB mentioned tragedy - donation to memorial fund for Chris Iverson's son. Community Forum: Ray Jansen, 665 Country Club Drive, community living organism...participation in the improvement of the Masonic Temple - youth center. provide children with inspiration, supervision and facilities. when and if, there will be a way...without will there is no way. Committee Reports: Hal - SLOCOG - 8/3 issue: do we want a delegate to meet with Huffington on area wide federal issues. Art - place on regular agenda. council can direct to place it on future agenda. MB wait and see after the 8/3 meeting. Previous meeting = 7/13/94 SLORTA performance analysis, funding, working papers (reports on Council desk). Met on Friday with APCD - vote to determine how cities/county to be represented. Voted all cities represented. Requested that an agenda item be added to determine who will represent the Council on the committee. Set for next agenda. Ray - City/School Committee cancelled - rescheduled next month. Geo - Traffic Committee - Super 8 Motel requested directional signage on ECR - difficult finding Morro Road/Hwy 41/E.G. Lewis Highway - referred to Caltrans - might benefit theprrrocess if Council drafts a letter to send on . Cross walk on Atascadero Mall and on San Benito at Traffic Way - read a portion of a traffic engineer recommendation re: crosswalks. referred back to "walk to schools" committee. stop sign recommended on Atas. Mall. Geo - County Water Advisory Board - first Wed. in Sept. Ray - ERT met July 20 - looked at a status report on economic study by the consultant. work beginning on a property availablility list - help to locate businesses. sub-committee looking into recommendations relating to ... Henry - Hwy 41 Advisory - next meeting date (see D-1) Consent - Motion to approve, CML, CMC - all ayes by roll call. C-1 Resolution 72-94 Capt. Motlo provided a brief staff report and answered questions. No public testimony. MOTION: By CML, seconded by CMJ to adopt Resolution No. 72-94 confirming the costs...; passed 4:) C-2 Women's Shelter: Henry presented the staff report and noted that there is no formal action required of the Council. Don People's Self-Help Housing, status report re: grant application---funding and close of escrow. work will begin on the building. Eileen Allan, Director of North County Women's Shelter. Thanks to CO for supporting the grant application. status report on the shelter - have had to turn many away - will have more beds. end of testimony. no action. D-1 Magdelena/Magnolia: Henry - Hwy 41 Advisory Committee - results of survey. forward to Caltrans. Council Comments: Hal, working meeting to study urban services - expedite. Andy/Henry - could do it at 6:00 p.m. on 8/8 - okay. (Andy - budget postponed to 8/23). City Clerk - planning commission interviews - announced on vacation 8/9 Hal - asked for status report on State Budget and vehicle in-lieu fees. Andy provided - City not hit at this time - wait and see mid-year - stay in touch with the League. CMJ - beer fest - citizen opposition. has done research - to Bud - summarize history of alcohol abuse in the Parks. Bud - alcohol related crimes 1992-93 dropped - fewer number of incidents. contact chief john nelson in paso re: wine festival. 10,000 participants in that celebration and not had any significant difficulties - minors drinking under age. excellent controls - good experience. Ray - if there is a problem - address it at the council level - no action at this point. Bud - will be meeting with the Elks to ensure that controls are in place, security guards on-site. optimistic view. MB - faith in Elks. City manager: Andy - in Las Encinas -smaller chevrons, test curves - less visual impacts. encouraged Council to take a drive out there and check it out. if they're okay - can Ray - out of town for a few days. Whitey Thorpe, 8025 Santa Ynez, concerned about bicyclists who fail to observe stop signs/no reflector. Appealed to Council - try and protect cyclists and drivers alike. educate cyclists on bicycle safety.
