LIVING UP TO THE PUBLIC TRUST
AN ETHICS WORKSHOP FOR THE CITY OF ATASCADERO
Purpose: To incorporate Ethics as necessary to the Mission, Goals and Objectives of the
City of Atascadero.
Cognitive Objectives – At the end of this workshop the student will be able to:
1. Define six core ethical values and 10 principles arising therefrom.
2. Define five principles of public service ethics.
3. Determine the stakeholders in decision-making situations.
4. Describe the three steps involved in the JI model for decision making.
5. Given a case study or the description of a decision-making problem:
a. Determine which of the 6 Pillars of Character are involved.
b. Describe the significant stakeholders and discuss how each may benefit
from or be harmed by various acts, and
c. Apply the JI model of decision making to reach a conclusion.
6. Understand the concepts, laws and rules of conduct relating to:
a. Conflicts of interest, including gifts, honoraria and outside income.
b. Improper use of public office, property or facilities.
c. Appearance of impropriety.
d. Managers’ obligation to assure that subordinates understand and comply
with rules of conduct and the ethical requirements of their office.
7. Understand the importance and necessity to cooperate with other segments of
the community towards the eventual goals of:
a. Leadership
b. Establishing organizational values
c. Developing ethical guidelines
d. Establishing a code of ethics
e. Developing citizen pride
8. Develop a Mission Statement reflecting the importance of Ethics.
Behavioral Objectives – At the end of this workshop the student will be able to:
1. Conform their conduct to the rules of conduct and the 6 Pillars of Character.
2. Avoid acts that create appearances of impropriety.
3. Take affirmative steps to educate and counsel subordinates about their ethical
obligations.
4. Enforce ethical standards by firm, consistent and fair disciplinary actions.
5. Establish a working climate that encourages the discussion of ethical issues.
Goals of Course:
1. To help you know and understand the laws, rules of conduct and ethical
standards that apply to you and your subordinates.
2. To help you more effectively carry out your educational counseling and
enforcement responsibilities with regard to your subordinates.
3. To help you develop a practical structure for perceiving, thinking about and
resolving ethical problems that arise in the workplace.
4. To improve the organization by establishing pride and commitment to the
highest ethical standards.
5. To help identify community resources, methods and approaches to accomplish
the objectives previously mentioned.
The course is not designed to teach you ethics, to reform your character or to
punish you.
