The purpose of this Study Session is to allow Council members and Commissioners an opportunity to review and discuss affordable housing issues and opportunities in Atascadero. REPORT -IN -BRIEF: Staff seeks to engage the City Council and Planning Commission in the development of an affordable housing policy and implementation plan for the City of Atascadero. The study session will be staged in a workshop format with presentations, group activities, and open discussion. The overall policy development process will include community input and collaboration over the next three to four months. The goal of this process is to develop an affordable housing policy that will implement community goals. The approved policy should provide direction to staff for the development of programs and projects that the City and Redevelopment Agency have the capacity to implement and the ability to fund. DISCUSSION: Background: In December 2007 the Atascadero Redevelopment Agency selected Tierra West Advisors (TWA) to aid in the creation of an Affordable Housing Policy and Implementation strategy for allocation of Redevelopment Agency housing set-aside funds, and City affordable housing in -lieu funds. A public outreach effort is under way to aid in the development of this policy for the City of Atascadero taking into consideration existing conditions, potential funding sources, and public support for specific programs and projects. The affordable housing policy and implementation strategy will be the result of these efforts. ITEM NUMBER: DATE: February 28, 2008 Analysis: Based on review of other communities and the experience of the consultant, Tierra West Advisors, policy alternatives will be presented for discussion. It is anticipated that these initial policy alternatives will result in the generation of additional ideas and policies by Council, Commission, and members of the public for consideration. A public outreach meeting will be held March 5, 2008 at the Pavilion to receive additional information from the public and interested parties. The information from the two meetings will then be compiled into a draft document which will be presented to the Council and Commission at a future study session. Based on direction obtained, the document will be drafted into its final form. It is expected that the policy and implementation plan will increase staff efficiencies and work to ensure that projects meet State law, community goals, and funding source requirements. Conclusion: Staff is looking forward to working with the Council and the Commission in the development of an affordable housing policy and implementation plan. There will be a community meeting on March 5, 2008 as well as additional community outreach facilitated by Tierra West Advisors throughout the coming weeks. FISCAL IMPACT: Redevelopment Agency Board authorized $32,130 for the development of a housing policy and implementation plan. Very Low, Lower, Median, and Moderate: These are the terms for the various income levels, Atascadero has a need to provide affordable housing for 95 Very Low, 68 Low, and 81 Moderate units. Subsidy: The contribution from a City/Agency that will allow a very low-income family to afford market rate rents. u Fair Market Value: The Agency must determine the fair market value for any acquisition. This is done through appraisals and comparable sales data. 0 Relocation: The Agency must provide funds for the proper relocation of tenants and/or businesses for any property acquired. Goodwill: The Agency must pay a specified amount to a business that is relocated for loss of business or clients due to relocation. L Tax Increment: Tax revenues that are sent directly to the Agency and are generated from within the Project Area. 20% of which must be set-aside for Affordable Housing in addition to other pass through amounts. Market Rate: (A market rate is the prevailing rate available at any given time.) Market rates are always in a state of flux. Supply and demand are the main factors. However; materials, interest rates, overall economy, and demographics all play a role in determining the current "market rate." Affordability is related to market rates in terms of the difference between the market rate and State mandated affordability levels.
