PLANNING COMMISSION MINUTES
Regular Meeting
January 20, 2004 — 7:00 P.M.
CALL TO ORDER
Vice Chairperson Kelley called the meeting to order at 7:00 p.m. and Commissioner Beraud led
the Pledge of Allegiance.

Absent: Chairperson Fonzi
Staff: Community Development Director Warren Frace, City Engineer Steve Kahn,
Planning Services Manager Steve McHarris, Associate Planner Kelly Gleason,
Associate Planner Kerry Margason, Assistant Planner Lisa Wilkinson, Civil
Engineer Jeff van den Eikhof and Recording Secretary Grace Pucci.
APPROVAL OF AGENDA
MOTION: By Commissioner Bentz and seconded by Commissioner Jones to approve the
agenda.

CONSENT CALENDAR
1. APPROVAL OF MINUTES OF THE REGULAR PLANNING COMMISSION
MEETING ON DECEMBER 16, 2003.
2. APPROVAL OF THE REVISED 2004 PLANNING COMMISSION
MEETING SCHEDULE
MOTION: By Commissioner Jones and seconded by Commissioner Bentz to approve the
Consent Calendar.

COMMUNITY DEVELOPMENT STAFF REPORTS
3. TREE REMOVAL PERMIT 2004-0043, MIKE POULIN
Request to remove thirty-one (31) native oak trees, six of which are over 24 -inches in
diameter, in conjunction with the development of a 2,775 square foot single-family home
with 400 square foot detached garage located at 2145 San Fernando Rd.
Associate Planner Kelly Gleason provided the staff report and answered questions of the
Commission.
Chip Armani, applicant's arborist, discussed the tree removals and answered questions of the
Commission.
Mark Davis, project engineer, answered questions of the Commission.
Steven Alvarez, project arborist, addressed questions raised by the Commission.
PUBLIC COMMENT - None
There was Commission discussion regarding giving the Community Development Director the
discretion to approve tree removals on this project only, without going before the Planning
Commission, when the diameter does not exceed 24 inches.
Commissioner O'Keefe stated that any changes or removal requests should be made part of the
public record and as such need to come before the Planning Commission.
Community Development Director Warren Frace indicated that if the Commission gives staff
this latitude, a cap must be placed on the number of trees that can be removed. He suggested a
cap of 10%.
MOTION: By Commissioner Bentz and seconded by Commissioner Jones to make finding
#5 that the project cannot be reasonably redesigned to avoid the need to remove
the identified 31 native oak trees and adopt Resolution PC 2004-0001 to approve
the removal of thirty-one native oak trees subject to the guidelines and mitigation
required by the Atascadero Native Tree Ordinance, and subject to project
conditions. The Community Development Director has the authority to approve
up to a 10% increase in the removal of trees less than 24 inches in diameter on
this project.
AYES: Commissioners Bentz, Jones, O'Keefe, Porter and Vice Chairperson Kelley
NOES: Commissioner Beraud
ABSTAIN: None
Motion passed 5:1 by a roll -call vote.
Commissioner O'Keefe requested the record reflect that she agreed with all of the motion except
for the last sentence.
Commissioner Beraud stated she voted against the motion because she was not in agreement
with the last part.
4. TRAFFIC CALMING ON SAN DIEGO WAY, SOUTHSIDE VILLAS
Commissioner Jones stepped down from consideration of this item stating he has a professional
relationship with one of the applicants.
Associate Civil Engineer Jeff van den Eikoff provided the staff report and answered questions of
the Commission.
Steve Orosz, Traffic Engineer, discussed the traffic analysis and answered questions of the
Commission.
Vice Chairperson Kelley stated his opinion that a stop sign was necessary at the end of the
freeway off -ramp to provide for the safety of children and others in the vicinity.
Mr. Orosz and City Engineer Steve Kahn explained their reasons for recommending that a stop
sign was unwarranted for the location.
PUBLIC COMMENT — None
MOTION: By Commissioner O'Keefe and seconded by Commissioner Bentz to require no
additional traffic calming measures on San Diego Way.
AYES: Commissioners O'Keefe, Bentz, Beraud, Porter and Vice Chairperson Kelley
NOES: None
ABSTAIN: None
Motion passed 5:0 by a roll -call vote.
Vice Chairperson Kelley indicated that he had voted yes but still supported the use of a stop sign
at the location.
PUBLIC HEARINGS
None
COMMISSIONER COMMENTS & REPORTS
Vice Chairperson Kelley commended staff on their efforts to get their department back up and
running after the San Simeon earthquake.
DIRECTOR'S REPORT
Director Frace gave a report on the progress at City Hall and on the status of projects in the
Community Development Department.
City Engineer Steve Kahn reported on the crosswalk at Santa Rosa and El Camino Real pursuant
to Commissioner O'Keefe's request.
ADJOURNMENT
Vice Chairperson Kelley adjourned the meeting at 7:55 p.m. to the next regularly scheduled
meeting on February 3, 2004.
