CALL TO ORDER Chairman Eddings called the meeting to order at 7:03 p.m. and Commissioner Fonzi led the Pledge of Allegiance. ROLL CALL Present: Commissioners Blaser, Fonzi, Kelley, Norton, O'Malley and Chairman Eddings Absent: Vice Chairman Bentz Staff: Community Development Director Warren Frace, City Engineer Steve Kahn, Associate Planner Jamie Kirk, Assistant Planner Glenn Rider and Recording Secretary Grace Pucci. PUBLIC COMMENT None CONSENT CALENDAR 1. APPROVAL OF MINUTES OF THE REGULAR PLANNING COMMISSION MEETING ON DECEMBER 4, 2001. 2. APPROVAL OF THE PLANNING COMMISSION MEETING SCHEDULE FOR 2002. 3. ACCEPTANCE OF FINAL MAP FOR LLA 2001-0029: 8295 CURBARIL. MOTION: By Commissioner Kelley and seconded by Commissioner Fonzi to approve the Consent Calendar. City of Atascadero Planning Commission Minutes PUBLIC HEARINGS Regular Meeting December 18, 2001 Page 2 of 4 4. PROJECT TITLE: TENTATIVE PARCEL MAP 2001-0026 Applicant: Paul G. and Debra M. Lamouria, 3125 Ardilla Road, Atascadero, CA 93422 Project 3125 Ardilla Road, Atascadero, CA 93422, San Luis Obispo County APN 050-071-008 Location: Project A proposed subdivision of an existing 5.28 acre lot into two parcels 2.75 acres and 2.53 Description: acres each. The site is currently developed with a single-family residence and several small accessory structures. The existing improvements will be confined to one lot allowing the new lot to be developed with a single-family residential use. The property will be served by an on-site sewer system (septic) and water is available from Atascadero Mutual Water Company. The site is zoned Residential Suburban (RS minimum lot size 2'/Z - 10 acres based on calculation) with a minimum lot size of 2.53 acres based on the RS minimum lot size calculations. General Plan Designation: Suburban Single Family; Zoning District: Residential Suburban Environmental PROPOSED NEGATIVE DECLARA TION 2001-049: Based on the findings of the Determination initial study, the Community Development Department recommends that the Planning Commission find that no significant harm would come to the environment from approval of this project, with the incorporation of the proposed mitigation measures. The proposed Negative Declaration is available for public review through December 18, 2001 at 6500 Palma Avenue, Community Development Department, Room 104, from 8: 00 a. m. to 5: 00 p. m., Monday through Friday. Associate Planner Jamie Kirk provided the staff report and answered questions of the Commission. PUBLIC COMMENT Paul Lamouria, applicant and co-owner, was available to answer questions of the Commission. There were no questions for the applicant. Chairman Eddings closed the Public Comment period. MOTION: By Commissioner Kelley and seconded by Commissioner O'Malley to adopt Resolution No. PC 2001-068, certifying the proposed Negative Declaration 2001- 0049 and approving Tentative Parcel Map 2001-0026, a request to subdivide a 5.28 -acre lot into two parcels 2.53 and 2.75 acres each based on findings and subject to conditions. AYES: Commissioners Kelley, O'Malley, Fonzi, Norton, Blaser, and Chairman Eddings NOES: None ABSTAIN: None Motion passed 6:0 by a roll -call vote. City of Atascadero Planning Commission Minutes Regular Meeting December 18, 2001 Page 3 of 4 COMMUNITY DEVELOPMENT STAFF REPORTS Community Development Director Warren Frace introduced new Assistant Planner Glenn Rider. Chairman Eddings welcomed Mr. Rider on behalf of the Commission. Director Frace announced that the first Planning Commission meeting in January will be cancelled because it falls on New Years day; the next regularly scheduled meeting will be on January 15, 2002. Mr. Frace, on behalf of himself and staff, wished the Commission happy holidays. COMMISSIONER COMMENTS & REPORTS Commissioner O'Malley asked for an update on the January workshop. Director Frace stated that this workshop will be held January 24, 25 and 26, and will cover the topic of smart growth, which will be useful information for the General Plan process. At the last meeting Commissioners O'Malley, Bentz and Kelley expressed interest in attending. Any other Commissioners who would like to go should inform Director Frace within the next few days. Chairman Eddings wished staff and Commissioners a Merry Christmas and a prosperous and productive New Year. Commissioner Norton read from a prepared statement regarding recent statements and newspaper editorials by Joan and Tim O'Keefe in reference to tree removals on property owned by Commissioner Norton and her husband. (Attachment 1) Commissioner Kelley wished everyone a Merry Christmas and Happy New Year. Commissioner O'Malley also wished a Merry Christmas to those present. He made several suggestions for possible future informational presentations at Commission meetings, these included: Septic systems, the Tree Ordinance, signage on projects, police and fire issues such as response time, placement of hydrants, etc. Director Frace stated that he is keeping a list of some of these issues and will use the study sessions throughout the year to make presentations on these items. City Engineer Steve Kahn indicated that it is his plan to make a presentation to the Commission in January or February updating all the projects planned to be under construction next summer. Commissioner Fonzi asked Mr. Kahn when the traffic study on El Camino would be completed. Mr. Kahn stated that he has received the administrative draft of the study, has met with Mr. Gearhart and discussed at length the mitigations. The study should be complete by the first or second week of the year. Commissioner Fonzi also asked about impacts created by Cal Trans on the Highway 41/El Camino Real intersection projects as well as the proposed changes for the Traffic Way interchange. Mr. Kahn stated that on the 41/101 interchange, they are working toward a completely new interchange. It is a fully funded project currently at $13 million. There will be a northbound onramp to the south of Genie's Restaurant on El Camino Real, San Jacinto will be closed, and it is undecided at this time what will be happening with Marchant. There will be six lanes underneath the interchange. Projected start date is approximately two years and construction time is expected to be one and a half years. Regarding the Traffic Way interchange, the project study report is almost complete. There is not funding for this, however Cal Trans is moving forward on a "shop project" wherein they will be building an auxiliary lane from the City of Atascadero Planning Commission Minutes Regular Meeting December 18, 2001 Page 4 of 4 northbound onramp and extending that to San Anselmo. This project will be fully funded by Cal Trans. Commissioner Kelley asked the City Engineer if there were any plans to clean up Highway 41 at El Camino. Mr. Kahn stated that he is working with Cal Trans on a striping change. Striping changes will take place in front of A&W and the proposed service station, which will serve to move more cars off of Morro Road alleviating some of the traffic congestion. This project will be combined with a rehab project for Morro Road and will begin in June. ADJOURNMENT Chairman Eddings adjourned the meeting at 7:29 p.m. to the next regularly scheduled meeting of the Planning Commission on January 15, 2002.
