PLANNING COMMISSION MINUTES
Regular Meeting
February 6, 2001 — 7:00 P.M.
Vice Chairman Eddings called the meeting to order at 7:00 p.m. and Commissioner
Jeanes led the Pledge of Allegiance.
ROLL CALL
Present: Commissioners Eddings, Bentz, Fonzi, Jeanes, Kelley and Norton
Absent: None
Staff: Acting Community and Economic Development Director Warren Frace,
Associate Planner Jamie Heltsley, Associate Engineer Patsy West and
Recording Secretary Grace Pucci.

CONSENT CALENDAR
1. APPROVAL OF MINUTES OF THE REGULAR PLANNING
COMMISSION MEETING OF JANUARY 2, 2001.
2. ELECTION OF NEW OFFICERS: CONTINUE TO FEBRUARY 20, 2001
Acting Community and Economic Development Director Frace announced that item 2. of
the Consent Calendar will be continued due to the City Council continuing the
appointment of Planning Commissioners to their meeting of February 13, 2001.
MOTION: By Commissioner Bentz and seconded by Commissioner Jeanes to accept
the Consent Calendar.

ABSTAIN: None
Motion passed 6:0 by a roll call vote.
PUBLIC HEARINGS
3. PROJECT DESCRIPTION: TENTATIVE PARCEL MAP 2000-0012: 8055
COROMAR AVE.
A residential subdivision of a 1.08 (net) acre lot into two .54 (net) acre parcels.
The site is currently developed with a single-family residence and detached
garage. The existing improvements will be confined to one lot allowing the new
lot to be developed with a single-family residential use. The existing driveway
will be relocated to allow each parcel to be served by individual driveways. The
property can be served by city sewer and water is available from Atascadero
Mutual Water Company. General Plan Designation: High Density Single Family;
Zoning District: Residential Single Family with a minimum lot size of .50 (net)
acres (RSF-X). Site Address: 8055 Coromar Avenue, Atascadero, CA 93422,
APN 056-031-031, Applicant: Kelly Gearhart.
PROPOSED ENVIRONMENTAL DETERMINATION: PROPOSED
NEGATIVE DECLARATION 2000-046: The Initial Study has determined that
the proposed project will not have a significant adverse impact on the
environment. A proposed Negative Declaration of environmental impact has
therefore been prepared for the project in conformance with the California
Environmental Quality Act (CEQA). The Proposed Negative Declaration is
available for public review through February 06, 2001 at 6500 Palma Avenue,
Community Development Department, Room 104-A, from 8:00 a.m. to 5:00 p.m.,
Monday through Friday.
Staff recommends:
The Planning Commission adopt Resolution No. PC 2001-003, certifying the
proposed Negative Declaration 2000-046 and approving Tentative Parcel Map
2000-0012, a request to subdivide a 1.08 acre (net) lot into two .54 acre (net)
parcels, based on findings and subject to conditions as attached.
Associate Planner Jamie Heltsley provided the staff report and answered questions of the
Commission.
Commissioner Fonzi asked if all trees on the property were shown on the map. Ms.
Heltsley stated that only native trees are required to be shown on the map.

Commissioner Kelley inquired into the size and configuration of neighboring lots. Ms.
Heltsley indicated the lots on the map and stated that most of the adjacent lots were just
under an acre and could not be subdivided.
Vice Chairman Eddings asked if Condition 14 was a new requirement. Associate
Engineer Patsy West stated that the condition was a general one that would cover any
foreseeable problem during development. Additionally, Vice Chairman Eddings asked if
Condition 15 was a new requirement. Ms. Heltsley stated that it has always been a
typical condition of a subdivision.

Vice Chairman Eddings closed the Public Comment session.
MOTION: By Commissioner Kelley and seconded by Commissioner Norton to adopt
Resolution No. PC 2001-003, certifying the proposed Negative
Declaration 2000-046 and approving Tentative Parcel Map 2000-0012, a
request to subdivide a 1.08 acre (net) lot into two .54 acre (net) parcels,
based on findings and subject to conditions as attached.

COMMUNITY DEVELOPMENT STAFF REPORTS
Acting Community and Economic Development Director Frace announced that there
would be an informational neighborhood meeting on Thursday, February 8, 2001, 6:30
p.m. at the Lake Pavilion regarding the 3-F Meadows project.

ADJOURNMENT
Vice Chairman Eddings adjourned the meeting at 7:15 p.m. to the next regularly
