CALL TO ORDER
COMMISSIONERS PRESENT: Commissioners Bentz, Carden, Clark, Eddings,
Fonzi, and Jeanes
COMMISSIONERS ABSENT: Commissioner Zimmerman

CONSENT CALENDAR
1. Approval of minutes of the regular Planning Commission meeting of January 4, 2000.
ACTION: Moved by Commissioner Bentz and seconded by Commissioner
Eddings to approve the minutes of the regular Planning Commission
meeting on January 4, 2000, as submitted.
AYES: Commissioners Bentz, Clark, Eddings, and Fonzi (4)
NOES: None (0)
ABSENT: Commissioner Zimmerman (1)
ABSTAINED: Commissioners Carden and Jeanes (2)

2. Tree Removal Permit 2000-0002 — 8600 El Camino Real

Application for Tree Removal Permit for two 48" Coast Live Oaks, one of which is
dead. The living, Coast Live Oak is obstructing proposed improvements that cannot
be reasonably designed to avoid the need for tree removal.
Staff is recommending approval of the removal with mitigation.
ACTION: Moved by Commissioner Bentz and seconded by Commissioner
Eddings to grant Tree Removal Permit 2000-0002 at 8600 El
Camino Real.

NOES: None (0)

COMMUNITY DEVELOPMENT STAFF REPORTS
3. GENERAL PLAN 2000 UPDATE
Principal Planner Warren Frace presented the Staff Report providing a phase by phase
outline of the General Plan 2000 Update Process. The Update will take place this
calendar year in a process which will involve the Public, Planning Commission and the
City Council. A community outreach will also be given to provide both the Commission
and the Council public feedback. Discussion ensued in which Mr. Frace answered
specific Commissioner questions.
4. MAIN STREET PROGRAM UPDATE
Assistant Planner Jamie Heltsley gave a brief introduction of the Main Street Program
explaining that the Program is a portion of redevelopment that will focus on improving
Atascadero's "downtown."

Jennifer Metz, a consultant with Crawford, Multari, Clark and Mohr,interviewed the
Commission with regard to the Main Street Program. Individual Commissioners
responded with specific areas of concern that they would like to see addressed. The
consultant recorded the comments (refer to Exhibit A).
