Honeycutt, Professional Engineer Twin Cities Engineering SUBJECT: PROPOSED ESTABLISHMENT OF MINIMUM ROAD STANDARD RECOMMENDATION 1 . Adopt resolution 7-90 as proposed by Gary Sims, Senior Engineer, City of Atascadero 2. Adopt a procedure for allowing an alternative road section for especially difficult cases requiring extensive site disturbance and/or property encroachment. BACKGROUND: For the majority of sites in Atascadero the proposed thirty foot wide road section is appropriate. However, in some cases a road section this wide would cause unecessary grading, tree removal, site disturbance, and encroachment on private property. WHAT: The alternative 24 foot wide section shown on attachment #1 WHY: 1 . Reduce site disturbance. For hillside terrain where a slope is required on each side, each additional foot of width can cause 11 to 2 feet of site disturbance. 2. Save more trees. It follows that a narrower path required for a roadway will involve fewer trees removed. 3. _ Encroaches on less private property. Most of the old colony right- of-ways are 40 feet wide. (This width is consistent with current and past state codes.) Putting a 30 foot wide roadway in a 40 foot right-of-way often necessitates encroachment or condemnation of private property. 4. Saves Money Naturally, reduced grading, reduced tree removal, and purchasing fewer easements will save road builders, assessed property owners and/or the City money. IS IT SAFE? Past experience is the best way to know if a road will be safe. - This is why the American Association of State Highway and Transportation Officials (AASHTO) has maintained a manual for nationally accepted, safe, proven design practices. For local-rural roads the AASHTO manual recommends a minimum of 9 feet traveled ways plus 2 foot shoulders for a total of 22 feet. This standard applies to roads with fewer than 250 ADT (Average Daily Trips) . An example would be: A road serving 25 homes where each home has 5 cars leaving and 5 cars returning every day. This alternative road standard is also consistent with the County Standard for rural roads with 250 ADT or less. WHERE: This alternative road section would only be appropriate for 40 foot right-of-way, on steep slopes, and in areas of heavy tree growth. Also, the road would have to be lightly traveled by cars and pedestrians. For example, rural residential areas would be appropriate while school or neighborhood commercial zones would not. WHEN: Since most or all new roads involve the "CEQA" review process, (i.e., Precise Plan) City Council review and approval would be required for each individual case.
