HomeMy WebLinkAboutResolution 25-84 WING AGENDA ITEM RESOLUTION NO. 25-84 A RESOLUTION OF THE ATASCADERO CITY COUNCIL GRANTING APPEAL TO A CONDITION OF THE PLAN- NING COMMISSION REQUIRING 168 PARKING SPACES FOR A 95 UNIT SENIOR CITIZENS RENTAL PROJECT AT 10165 EL CAMINO REAL (YOUNG) . WHEREAS, the Atascadero City Council did on April 23, 1984 conduct a properly noticed public hearing to consider an appeal submitted by Edward and Judy Young a condition of Conditional Use Permit 3-84 as approved by the Planning Commission at their regular meeting of April 2, 1984; and, WHEREAS, the condition appealed relating to the requirement of 168 parkng spaces for a 95 unit Senior Citizens congregate rental housing project is one of many established by the Planning Commission; and, WHEREAS, the appellant did submit information concerning said ap- peal and did request that the required aprking be reduced to 82 spaces based upon the characteristics of the future residents as being essen- tially non-driving adults; and, WHEREAS, no one spoke against the appeal and one person spoke in favor except for the applicant. NOW, THEREFORE, BE IT RESOLVED that the Atascadero City Council does hereby GRANT the appeal to Condition No. 9 of Conditional Use Permit 3-84 with the findings of fact noted below and subject to the following: Parking shall be provided as set forth in Sections 9-4.114 through 9-4.119 with the number of required parking stalls to be reduced to 104 stalls with eight (8) to be handicapped stalls. This condition shall be substituted for Condition No. 9 of Conditional Use Permit 3-84. Findings of Fact to grant appeal of Conditions establish for ap- proval of Conditional Use Permit 3-84: 1. The reduced parking at a rate of one per unit plus handi- capped stalls and employees will be able to accommodate the needs of the congregate senior housing; and, 2. The proposed use of senior housing has characteristics that are different than those of a standard multifamily project.
