TIME EXTENSION REQUEST: TENTATIVE TRACT MAP 99008: EL CENTO OAKS: PC Agenda 110601.doc 04/24/14 City of Atascadero Planning Commission Agenda Regular Meeting November 6, 2001 Page 2 of 4 A request for a one—year time extension for an approved Tentative Tract Map in the Residential Multi Family (RMF -16 / PD7) zoning district. Applicant: Andrew Charnley, 200 S. Main Street, Templeton, CA 93465 Project Address: 8605 El Centro Road, Atascadero, CA 93422. Staff Recommends Adoption of Resolution No. PC 2001-056, thereby granting a one-year extension for Tentative Tract Map 99008, extending the entitlement to October 12, 2002, based on finding the time extension consistent with the subdivision regulation, the Subdivision Map Act and the General Plan. PUBLIC HEARINGS (For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant's representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name and address for the record and can address the Commission for five minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s)) 4. CUP 2001-0037: Pine Mountain Telecommunications Site Applicant: Owner: Atascadero Mutual Water Company Applicant: Alpine PCS & Cellular One of San Luis Obispo Project Location: South east corner of Serena Court and Mercedes Avenue (no address) Atascadero Mutual Water Company property, Atascadero, CA 93422 (San Luis Obispo County) APN 028-221-007, 029-105-041 Project Description: The project proposes the establishment of a co -location telecommunication wireless cellular facility on Atascadero Mutual Water Company property near the existing water tank on Serena Court. The facility will include the installation of eight 20 -foot tall monopoles and associated above ground equipment shelters including one 8 -foot x 12 - foot utility structure and several smaller utility cabinets. General Plan Designation: Rural Residential, Zoning District: Rural Residential Environmental PROPOSED MITIGATED NEGATIVE DECLARATION 2001-035: Determination Based on the findings of the initial study, the Community Development Department recommends that the Planning Commission find that no significant harm would come to the environment from approval of this Conditional Use Permit, with the incorporation of the proposed mitigation measures. The proposed Mitigated Negative Declaration is available for public review through November 6, 2001 at 6500 Palma Avenue, Community Development Department, Room 104, from 8:00 a.m. to 5:00 p.m., Monday through Friday. Staff Adopt Planning Commission Resolution 2001-055 certifying the Recommendation: proposed Mitigated Negative Declaration prepared for Conditional Use Permit 2001-0037 and approving Conditional Use Permit 2001-0037, a City of Atascadero Planning Commission Agenda Regular Meeting November 6, 2001 Page 3 of 4 request to establish two telecommunication facilities on APN 028-221- 007 and APN 029-105-041. 6555 Atascadero Avenue Single Family Planned Development, ZCH 2001-0014, CUP 2001-0048, TTM 2001-0007 Applicant: Jim Shores, PO Box 216, Atascadero, CA 93423 Project Location: 6555 Atascadero Avenue, Atascadero, CA 93422 (San Luis Obispo County) APN 030-201-001, 002 Project Description: The proposed project consists of an application for a zone change, conditional use permit (CUP) and tentative tract map. The zone change request would establish a Planned Development #7 overlay on the site subject to a master plan of development (CUP) that would allow seven (7) single family residences to be constructed. The tentative tract map would create a seven (7) lot subdivision. The project would be subject to architectural and landscape standards. The project site is a flat lot with one existing single family house and is adjacent to Atascadero Creek. Staff 1. Adopt Resolution No. PC 2001-0057, recommending that the City Recommendation: Council certify Proposed Mitigated Negative Declaration ; and, 2. Adopt Resolution No. PC 2001-0058, recommending that the City Council introduce an ordinance for first reading to approve Zone Change 2001-0014 based on findings; and,. 3. Adopt Resolution No. PC 2001-0059, recommending that the City Council approve the Master Plan of Development (CUP 2001-0048) based on findings and subject to Conditions of Approval and Mitigation Monitoring.; and, 4. Adopt Resolution No. PC 2001-0060, recommending the City Council approve Vesting Tentative Tract Map 2001-0007, based on findings and subject to Conditions of Approval and Mitigation Monitoring. Tree Removal Permit 2001-0014: 3900 Traffic Way Tract 2317 Request to remove a 30 -inch live oak tree located in the future alignment of Orillis Way. Staff Recommends: The Planning Commission considers the removal of the native oak trees subject to the mitigation as required by the Atascadero Native Tree Ordinance and specified within the project conditions. COMMISSIONER COMMENTS & REPORTS ADJOURNMENT The next regular meeting of the Planning Commission will be November 20, 2001 at City Hall in the 4th Floor Rotunda, 6500 Palma Avenue, Atascadero.
