Anyone wishing to address the General Plan Update should speak during this portion of the meeting. CONSENT CALENDAR (All items on the consent calendar are considered to be routine and non -controversial by City Staff and will be approved by one motion if no member of the Commission or public wishes to comment or ask questions.) 1. APPROVAL OF MINUTES OF THE REGULAR PLANNING COMMISSION MEETING OF APRIL 3, 2001. PUBLIC HEARINGS (For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant's representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s).) 2. PROJECT DESCRIPTION: TENTATIVE PARCEL MAP 2000-0009: 9092 LA CANADA ROAD: A residential subdivision of two existing lots totaling 17.5± acres into three parcels, 5.7± acres, 6.4± acres, and 5.3± acres in size. The project site is steep and heavily wooded with native oak trees, with property frontage on Del Rio Road. There are two PG&E easements and a blue line creek along the Del Rio Road property frontage, therefore future development will be restricted to the flatter areas on the ridgeline with proposed access from La Canada Drive over an easement from adjacent properties. Native tree removals and site grading/disturbance will be required to construct the access road and the future homes. The site has a General Plan designation of Suburban Single Family and is zoned Residential Suburban with a minimum lot size of 5.04 acres based on the performance standards calculation. General Plan Designation: Suburban Single Family; Zoning District: Residential Suburban (RS). Site Address: 9092 La Canada Road, Atascadero, CA 93422, APN 050-021-004, Applicant: James Dulitz. PROPOSED ENVIRONMENTAL DETERMINATION: PROPOSED MITIGATED NEGATIVE DECLARATION 2000-0047: The Initial Study has determined that the proposed project will not have a significant adverse impact on the environment when mitigation measures are incorporated into the project. A proposed Mitigated Negative Declaration of environmental impact has been prepared for the project in conformance with the California Environmental Quality Act (CEQA). The Proposed Mitigated Negative Declaration is available for public review through April 17, 2001 at 6500 Palma Avenue, Community Development Department, Room 104, from 8:00 a.m. to 5:00 p.m., Monday through Friday. 3. PROJECT DESCRIPTION: CONDITIONAL USE PERMIT 2001-0030 /TREE REMOVAL PERMIT 2001-0013: 7855 DEL RIO ROAD The project consists of the replacement and upgrade of an existing water pump facility for the Atascadero Mutual Water Company. The new booster pump station will be within an enclosed building with neighborhood compatible architectural features, approximately 18 feet wide and 40 feet long. Site construction will require the removal of two mature native oak trees. The pump station will improve water service to existing residential neighborhoods and reduce exterior noise levels. General Plan Designation: Suburban Single Family; Zoning District: Residential Suburban (RS). Site Address: 7855 Del Rio Road, Atascadero, CA 93422, APN 050-031-034, Applicant: Atascadero Mutual Water Company. A proposed Mitigated Negative Declaration of environmental impact has been prepared for the project in conformance with the California Environmental Quality Act (CEQA). The Proposed Mitigated Negative Declaration is available for public review through April 17, 2001 at 6500 Palma Avenue, Community Development Department, Room 104, from 8:00 a.m. to 5:00 p.m., Monday through Friday. 4. PROJECT DESCRIPTION: TENTATIVE TRACT MAP 2000-0001; ROAD ABANDONMENT 2001-0003: SAN GABRIEL ROAD / PORTAL ROAD / ESCONDIDO ROAD AREA: A residential subdivision of 10 existing colony lots totally 69.3± acres into 17 lots and a road abandonment application requesting the abandonment of a portion of the Portal Road colony right-of-way and a realignment and improvement of the Escondido Road colony right-of-way. The project will involve the construction of 16 new homes with 6 new homes accessing from Portal Road, 5 homes accessing off of Escondido Road, 5 homes accessing from an existing driveway on San Gabriel Road and one home with direct access onto San Gabriel Road. The project will include the improvement of Escondido Road connecting it to San Gabriel Road. The extension of Escondido Road will require the crossing of a blue line creek. The public improvements required for the project will require the removal of native trees. Two open space easements are proposed as part of the project totaling 13± acres and a pedestrian easement is proposed to provide a public pedestrian connection between the terminus of Portal Road and the extension of Escondido Road. Larsen Family Trust). PROPOSED ENVIRONMENTAL DETERMINATION: PROPOSED MITIGATED NEGATIVE DECLARATION 2001-0006: The Initial Study has determined that the proposed project will not have a significant adverse impact on the environment when mitigation measures are incorporated into the project. A proposed Mitigated Negative Declaration of environmental impact has been prepared for the project in conformance with the California Environmental Quality Act (CEQA). The Proposed Mitigated Negative Declaration is available for public review through April 17, 2001 at 6500 Palma Avenue, Community Development Department, Room 104, from 8:00 a.m. to 5:00 p.m., Monday through Friday. 5. PROJECT DESCRIPTION: ZONE CHANGE 2001-0013; SAN GABRIEL ROAD / PORTAL ROAD / ESCONDIDO ROAD AREA: The project consist of a city initiated application for a zone change to change the zoning district of the Rancho de Paraiso Tract Map area (69.4± acres) from Agriculture to Residential Suburban. The zone change application will change the City's Zoning Map to mirror the Suburban Single Family general plan designation shown on the Land City of Atascadero Planning Commission Agenda Regular Meeting April 17, 2001 Page 4 of 4 Use Element. The zone change will not have an affect of the future use of the property and will fulfill Section E.2 (Implementation) of the City's General Plan.
